MINUTES OF THE HENLLAN COMMNITY COUNCIL MEETING HELD ON TUESDAY 5TH MARCH 2019 IN THE CHAPEL VESTRY,  HENLLAN AT 7.30 P.M.

 

PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Jean McGibbon, Gwyn Roberts, Duncan Stewart, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

 

1: APOLOGIES: Councillors John Bellis and Nicky Bassett-Powell.

 

  1. RESIGNATION.

Mrs Julie Roberts formally tendered her written resignation as a Member of Henllan Community Council due to family commitments. Members resolved to accept the resignation and for the Clerk to officially write to Mrs Roberts thanking her for her valued contribution to Henllan Community Council.

 

  1. NOTICE OF THE VACANT SEAT.

The Clerk has served the official public notice of the vacant seat on the Council with the deadline to request a by-election set for 28th March 2019.

 

  1. DECLARATIONS OF INTEREST.

None received.

 

  1. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.

Members confirmed 5th February 2019 minutes as a true record and signed by the Chairman.

 

  1. MATTERS ARISING FROM THE MINUTES.
  2. Mr Jim Hall, Denbighshire County Council Senior Engineer, has forwarded the Garn Road Highway Retention Wall issue to Mr Trevor Carr, Denbighshire County Council Streetscene Co-ordinator. The Clerk will contact Mr Carr for an updated report.
  3. Mr Peter Lea, Denbighshire County Council Principal Management Engineer, is looking into the request for the “Road Narrow” sign on the Garn Road in Henllan.
  4. Alison Hammans of Wales & West Housing Association reported “We have been awaiting the results of a rural housing study that Denbighshire had commissioned for the area to show the need for housing in the Village. Unfortunately this has returned showing very little need for affordable housing, which in turn means that Denbighshire could not support a scheme with any significant amount of grant being required. We are discussing with internal stakeholders about moving the scheme forward by self-funding some affordable units possibly for sale.”

Members resolved for the Clerk to contact Arfon Hughes, who conducted the “Housing Survey” in the autumn of 2018, for a copy of the housing survey he conducted.

  1. Libby Speare of Wales and West Housing Association is in the process of arranging a site meeting at the Cil-y-Coed Community Garden. The Clerk will inform Members once the site meeting date has been confirmed.
  2. the Occupier of Bryntirion House has still not removed the highway wall ivy on Denbigh Street in Henllan. The Clerk will send a reminder letter.

 

  1. DENBIGHSHIRE COUNTY COUNCIL UNRESOLVED HIGHWAY ISSUES.

Following the request from the Chief Executive Officer of Denbighshire County Council for the list of the unresolved issues with Denbighshire County Council, the Members agreed the list of the issues for the Clerk to write to the Chief Executive Officer of Denbighshire County Council.

  1. PEN CAE DU CROSSROADS, TREFNANT AND THE GRAIG ROAD DENBIGH TO ST. ASAPH.

The joint meeting between the Councils of Henllan, Trefnant, Denbigh and St. Asaph has been rearranged for Thursday 7th March 2019 in Trefnant Village Hall at 7.30 p.m. to discuss the highway issues at the Pen Cae Du Crossroads, Trefnant and the Graig Road between Denbigh and St. Asaph.

 

  1. WEBSITE UPDATE.

Councillor Gwyn Roberts reported that he has received the relevant password and login details from Mr Ian Roberts for the Council’s Website in order for the relevant updates on the Website.

 

  1. FINANCE.

Authorised bill payments:-

A: Mortimers of Denbigh for the public conveniences provisions £43.68.

  1. One Voice Wales 201/2020 Membership £130.00.
  2. Clerk’s salary for the quarter ended 31st March 2019 £420.00.
  3. HM Revenue & Customs for PAYE for the quarter ended 31st March 2019 £105.00.
  4. Trefnant Village Hall for the joint Council meeting on 9th March 2019 £15.00.
  5. Bryn Jones for replacing broken roof tiles to toilet block £50.00.

 

  1. PLANNING APPLICATIONS.

Members raised no objections to the following planning applications:-

  1. Planning Application: 28/2019/0087 – Variation of condition 2 planning application 28/2018/0025/PF to allow for alterations to vehicular access on land at Porth Kerry, Henllan.
  2. Planning Application: 28/2019/0079 – Erection of single storey extension to front of dwelling at 10 Maes Sadwrn, Henllan.
  3. Planning Application: 28/2019/0080 – Erection of single storey extension to front of dwelling at 11 Maes Sadwrn, Henllan.
  4. Planning Application: 28/2019/0154 – Erection of extension to side of dwelling at 24 Glasfryn, Henllan.

 

  1. CORRESPONDENCE.

The electricity is now “live” at the “Community Toilets”.

 

  1. DENBIGHSHIRE COUNTY COUNCIL ISSUES.

Councillor Geraint Lloyd-Williams provided an updated report on the following issues:-

A: Dog fouling issues will be carried out by a private company.

  1. Members Area Group recently met.
  2. Political balance on the Cabinet will change.

 

  1. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
  2. Councillor Clwyd Spencer advised that plants should be removed first from the planters that will be removed as agreed. Councillor Chris Brown agreed to contact Julie Roberts regarding the plants that require removing first.
  3. Members resolved for the Clerk to contact Denbighshire County Council to remove the chairs dumped on the footpath between Maes Sadwrn and Ffordd Meifod in Henllan.
  4. Councillor Gwyn Roberts agreed to make enquiries regarding the removal of the “Children’s Sign” on Denbigh Street in Henllan.
  5. Members resolved for the Clerk to invite a Police Officer to the next Council meeting to report unresolved policing issues in Henllan.
  6. Councillor Duncan Stewart reported that the Bus Shelter for Denbigh Street, opposite Parc-y-Llan Estate, has now been ordered by Denbighshire County Council for the cost of £4,478 with the Community Council’s contribution of 50% of the cost.
  7. Members resolved for the Clerk to contact Chris Ruane MP and Ann Jones AM to hold a surgery in Henllan to discuss local issues.
  8. Councillor Chris Brown has received three quotations of £2,000 each for the Old Tip Site surveys on traffic lighting and noise issues. Members resolved to accept the quotations.
