MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 2ND APRIL 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.
PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Jean McGibbon, Nicky Bassett-Powell, Duncan Stewart, Gwyn Roberts, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

- DECLARATIONS OF INTEREST.
None received.
- DISCUSSION WITH NORTH WALES POLICE OFFICER.
The Chairman welcomed PCSO Francis Long from Denbigh Police Station to the meeting. PCSO Long reported on the following recent policing issues in Henllan:-
A: There has been a recent burglary in Henllan.
- Served notice to the owner of the Rover 75 vehicle to move the obstructing vehicle.
- Speeding surveys since the previous Police visit to the Community Council.
PCSO Long invited members of the Community Council to attend future speed surveys conducted in Henllan. The Chairman thanked PCSO for attending the meeting.
- DISCUSSION WITH MR ARFON HUGHES, RURAL HOUSING ENABLER.
The Chairman welcomed Mr Arfon Hughes, Housing Rural Enabler, to the meeting. Mr Hughes presented the Council with the results of the “Survey of Housing Need in the Henllan Community Council area October 2018”. The survey showed that eight respondents said they were in housing need for which the recommendation if considering a new development a small scheme of four properties on mixed tenure or tenure neutral would be adequate. Mr Hughes confirmed that he will now arrange a meeting with Mrs Sue Lewis, Senior Strategic Planning and Housing Officer together with Councillor Tony Thomas, Cabinet Lead Member for Housing of Denbighshire County Council to further discuss the results of the “Housing Needs” survey and to resolve on the way forward following the results of the survey. The Chairman thanked Mr Hughes for his attendance at the meeting.
- CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 5th March 2019 minutes as a true record and signed by the Chairman.
- MATTERS ARISING FROM THE MINUTES.
- Denbighshire County Council Electoral Assistant confirmed that there is no request to hold a by-election for the vacant seat on the Council. The Clerk confirmed that the “Notice of Co-option under Section 116 Local Government (Wales) Measure 2011” is now in place for expressions of interest are being sought from members of the public to apply to the Community Council to be considered for co-option to fill the vacant seat on the Council.
- The owner of Bryntirion House on Denbigh Street in Henllan is of the opinion that the ivy on their highway wall does not obstruct the footpath.
- Denbighshire County Council confirmed that the three chairs dumped on the footpath between Maes Sadwrn and Ffordd Meifod has now been removed.
- Chris Ruane M.P. and Ann Jones A.M. have booked the Henllan Church Institute between 12 and 1.30 p.m. on Friday 3rd May for a “Meet the MP/AM Session”.
- Councillor Gwyn Roberts reported that the “Children’s Sign” on Denbigh Street in Henllan has been removed temporary whilst the flower bed is in the process of being removed.
- Councillor Duncan Stewart reported that Denbighshire County Council confirmed that the bus shelter supplier for the bus shelter opposite the entrance to Parc-y-Llan in Henllan has gone bust again and are currently looking for another bus shelter supplier.
- CIL-Y-COED COMMUNITY GARDEN SITE MEETING REPORT.
Councillors Glyn Jones and Jean McGibbon reported that they had a site meeting on 15th March with Mrs Alison Hammans, Development Officer of Wales and West Housing, at the “Cil-y-Coed Community Garden site”. Mrs Hammans confirmed that Wales and West Housing will clear the site and will re-seed and turf the site.
- DENBIGHSHIRE COUNTY COUNCIL UNRESOLVED HIGHWAY ISSUES.
Mr Tony Ward, Head of Highways and Environmental Services of Denbighshire County Council provided information on the continued unresolved highway issues within Henllan. The majority of the unresolved issues are still unresolved and await further communication from Mr Ward.
- JOINT COUNCILS MEETING HELD ON 7TH MARCH 2019 REPORT.
Members reported that the joint meeting between the Councils of Henllan, Denbigh, Trefnant and St. Asaph on 7th March in Trefnant Village Hall was well attended by Councillors and Officers alike and now await the reply from Mr Ben Wilcox-Jones, Senior Engineer – Road Safety and Sustainable Transport of Denbighshire County Council, if the Welsh Government has agreed to fund an assessment survey for the Graig Road, Denbigh to St. Asaph which includes the Pen Cae Du Crossroads in Trefnant.
- FINANCE.
Members authorised the following payments:-
A: Henllan Committee of the Eisteddfod yr Urdd Sir Ddinbych 2020 – £1,000.00.
- Mr Gareth Evans – Caretaker’s salary between November 2018 and March 2019 – £136.00.
- PLANNING ISSUES.
- Denbighshire County Council has granted the following planning applications:-
- Planning Application: 28/2019/0087 – Variation of condition 2 planning application 28/2018/0025/PF to allow for alterations to vehicular access on land at Porth Kerry, Henllan.
- Planning Application: 28/2019/0079 – Erection of single storey extension to front of dwelling at 10 Maes Sadwrn, Henllan.
- Planning Application: 28/2019/0080 – Erection of single storey extension to front of dwelling at 11 Maes Sadwrn, Henllan.
- Planning Application: 28/2019/0154 – Erection of extension to side of dwelling at 24 Glasfryn, Henllan.
- Mr Adam Turner, Planning and Compliance Officer of Denbighshire County Council, is investigating that one of the newly built Porth Kerry properties in Henllan is occupied prior to planning condition number three is implemented by the provision of a highway footpath prior to the occupation of the property.
- CORRESPONDENCE.
- One Voice Wales have arranged a Council Hosted Training Course at Llanrhaeadr on 8th April 2019 between 6.30 and 9.30 p.m. Members resolved for Henllan Community Council to host a One voice Wales Training Course during the Summer.
- Mr Peter Lea, Principal Engineer – Traffic Management of Denbighshire County Council, instructed the Community Council to remove the Henllan Village Signs forthwith as they do not comply with the requirements of the Traffic Signs Regulations and General Directions. Denbighshire County Council Councillor Geraint Lloyd-Williams agreed to contact Mr Mike Jones, Traffic, Parking and Road Safety Manger of Denbighshire County Council to clarify the requirements of the Henllan Village Signs.
- DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members resolved for the Clerk to write to Denbighshire County Council regarding the following issues:-
A: The “Zip Wire” in the Henllan Play Park requires attention.
- Abandoned Ford Transit Van parked in the forecourt of the Maes Sadwrn/Maes-yr-Efail Garages in Henllan.
- URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved for the Clerk to the Henllan Conservation Group thanking the Group for organising the recent litter picking day in Henllan.
- NEXT COUNCIL MEETING – Wednesday 8th May 2019 in the Chapel Vestry, Henllan following the Annual General Meeting held at 7.00 p.m.
