MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON WEDNESDAY 8TH MAY 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.
PRESENT: Councillors Chris Brown (Chairman), Glyn Jones, Gwyn Roberts, John Bellis, Nicky Bassett-Powell, Clwyd Spencer and the Clerk.
1: APOLOGIES: Councillors Jean McGibbon, Merfyn Roberts, Duncan Stewart and Denbighshire County Councillor Geraint Lloyd-Williams.
2. DECLARATIONS OF INTEREST.
Councillor John Bellis on agenda item 8 below.
3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd April 2019 minutes as a true record and signed by the Chairman.
4. MATTERS ARISING FROM THE MINUTES.
A. Mr Arfon Hughes, Housing Rural Enabler, is in the process of arranging a joint meeting with Mrs Sue Lewis, Senior Strategic Planning Officer and Councillor Tony Thomas, Lead Member Housing of Denbighshire County Council.
B. The “Zip Wire” in the Henllan Play Park has now been repaired.
C. The abandoned parked vehicle in the forecourt of the Maes Sadwrn/Maes-yr-Efail Garages in Henllan has now been removed.
D. Mr Trevor Carr, Street Scene Area Coordinator (Denbigh Area) of Denbighshire County Council, is not concerned, after inspection, of the condition of the Garn Estate highway wall on the Garn Road in Henllan and therefore no action is required.
E. Mr Tony Ward, Head of Highways and Environmental Services of Denbighshire County Council, reported on the following unresolved highway issues within Henllan:-
1. The foul drain/storm drain issue at the junction of Parc-y-Llan/Denbigh Street is a Welsh Water issue.
2. Narrow bridge opposite the Old Mill/hen Felin on Llannefydd Road is found in good condition with no courses for concern.
3. The unfinished gully at the bottom of Lon Capel onto Denbigh Street will be completed in early May by the Council’s Contractor.
E. Mr Mike Jones, Traffic, Parking and Road Safety Manager of Denbighshire County Council reported on the following issues:-
1. The Ysgol Henllan Vehicle Activation Sign (LED) does require repair and unfortunately won’t be able to make a decision on repairing the speed detection feature of the sign until the County Council have carried out a review which is likely to be in 3-4 months’ time.
2. Happy to meet with the Community Council regarding the “Henllan Village Name Plates” issues raised by the public with Denbighshire County Council. Members resolved for the Clerk to accept Mr Jones invitation and to arrange the necessary site meeting.
F. Councillor Glyn Jones attended the joint surgery arranged by Mr Chris Ruane MP and Ann Jones AM in the Church Institute on Friday 3rd May.
G. Members resolved for the Clerk to write to Mr Ben Wilcox-Jones, Senior Engineer-Road Safety and Sustainable Transportation of Denbighshire Council, seeking an updated report promised following the joint meeting held on 7th March 2019 in Trefnant Village Hall regarding the highway safety issues between Denbigh and St. Asaph.
5. COUNCIL VACANT SEAT UPDATE.
The Clerk reported that no applicants were received to fill the vacant seat on the Council and a further “Notice of Co-option” has been published by the Clerk.
6. CIL-Y-COED COMMUNITY GARDEN SITE MEETING.
Councillors Glyn Jones, Gwyn Roberts and Jean McGibbon attended the Cil-y-Coed Community Garden site meeting arranged by Wales and West Housing Association with other groups in attendance on 16th April 2019. Wales and West Housing Association are currently considering the demands of the Henllan Conservation Group within the site.
7. FINANCE.
A. First 2019/2020 precept receipt £4,085.00.
B. Members authorised the annual BHIB Ltd insurance premium of £356.06.
C. Members resolved to increase the Council’s Caretaker’s wages from 1st April 2019 to £9.00 per hour.
D. the Chairman and the Clerk signed the completed Annual Financial Return of the Council for the year ended 31st March 2019 which will now be submitted to the Council’s Internal Auditor for inspection.
8. ST. SADWRN CHURCH, HENLLAN GRANT APPLICATION FORM.
Members considered the annual grant application from St. Sadwrn Church in Henllan towards the Churchyard upkeep costs. Members resolved to the grant aid of £500.00.
9. HENLLAN CHILDREN’S ACTIVITY GROUP GRANT APPLICATION FORM.
Members considered the grant aid application towards the ongoing activity costs of the Henllan Children’s Activity Group and resolved to the grant aid of £500.00.
10. PLANNING APPLICATIONS.
None received.
11. CORRESPONDENCE.
A. Mr Glyn Jones confirmed in writing of his resignation as a Member of the Council at the conclusion of the meeting. Members thanked Mr Jones for his valued service as a Member of Henllan Community Council during three terms over the past 35 years. The Clerk will inform the Election Officer of Denbighshire County Council of the resignation.
B. the Chairman received a written report of the recent Henllan School Council meeting which identified issues in Henllan by the School.
12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Councillor Geraint Lloyd-Williams provided a written report on the following issues:-
A: Still no updates as to who will be policing dog fouling within the county or region.
B. At MAGs yesterday highways have announced that a new model to deal with patching and pot holes will be launched, it appears it will be a better system, they will also deal with small civil project that currently go out to contractors.
C. There is no update in regards the cycleway/footpath.
D. Nothing has come to me re the road signage issues.
E. The next phase of the LDP will be discussed at full council (AGM) next Tuesday, I’m not aware of any sites put forward within Henllan but at our July MAGs we will have all sites within our area presented to us.
13. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Councillor Gwyn Roberts reported that the notice board in Denbigh Street needs repairs. The Chairman agreed to contact Mrs Julie Roberts regarding the ordered replacement notice board from Meifod Wood Products in Denbigh.
14. NEXT COUNCIL MEETING – Tuesday 4th June 2019 in the Chapel Vestry, Henllan at 7.30 p.m.
