MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH JUNE 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.
PRESENT: Councillors Chris Brown (Chairman), Duncan Stewart, John Bellis, Gwyn Roberts, Merfyn Roberts, Jean McGibbon, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. DECLARATIONS OF INTEREST.
Councillors Chris Brown, Gwyn Roberts and Clwyd Spencer on agenda item 6B below.
3. CONFIRM THE MINUTES OF THE PREVIOUS TWO MEETINGS HELD ON 8TH MAY 2019.
Members confirmed both the Annual Meeting and General Meeting minutes held on 8th May 2019 and signed by the Chairman.
4. MATTERS ARISING FROM THE MINUTES.
A. Henllan Parochial Charities confirmed that the Community Council can elect a second representative on the Committee. Members elected Councillor Merfyn Roberts as the second representative from the Council.
B. Henllan Children’s Activity Group thanked Council for the £500 grant aid.
C. Ben Wilcox-Jones, Senior Engineer Road Safety and Sustainable Transportation of Denbighshire County Council reported:-
1. Still awaits formal confirmation if the Welsh Government agreed grant funding to undertake the collision/road safety study for the route between Denbigh and St. Asaph.
2. In terms of the Henllan to Denbigh path the completed designs and tender documents for some of the missing sections is confirmed.
D. the Clerk still awaits confirmation of the joint meeting date to be arranged by Arfon Hughes, Housing Rural Enabler, with Mrs Sue Lewis, Senior Strategic Officer and Councillor Tony Thomas, Lead Member for Housing of Denbighshire County Council.
E. The unfinished gully at the bottom of Lon Capel onto Denbigh Street in Henllan has now been completed.
F. Councillor Chris Brown reported that the products ordered from Meifod Wood Products in Denbigh are now completed and ready for collection. Members agreed to attend a site meeting on 5th June 2019 at 5.30 p.m. to confirm the removal of the current notice board and flower beds before the replacement are collected from Meifod Wood Products.
5. VACANT SEATS UPDATE.
The Clerk reported that no applicants were received for the Council’s co-opted vacant seat and no request for a by-election was made for the second vacant seat on the Council. Both vacant seats will now be co-opted by the current Members of the Council and the Clerk provided Members with a copy of the “Notice of Co-option”.
6. FINANCE.
A. Authorised bill payments:-
1. Clerk’s salary for the quarter ended 30th June 2019 £420.00.
2. HM Revenue and Customs for PAYE for the quarter ended 30th June 2019 £105.00.
3. Information Commissioner’s Office for the Council “Data Protection Fee” £40.00.
4. Scottish Power for Public Conveniences electricity supply £42.87.
5. Mortimers Denbigh for Public Conveniences supplies £104.21.
B. Clwb Peldroed Henllan Football Clun Grant Aid Application (Councillors Chris Brown, Gwyn Roberts and Clwyd Spencer vacated the room for the duration of the consideration of the agenda item). Members considered the grant application form towards the costs of the Clwb Peldroed Henllan Football Club 90th Anniversary and resolved to the grant aid of £250.00.
7. PLANNING APPLICATION.
Planning Application 28/2019/0444 – erection of an agricultural building for the storage of feed and machinery at Tan-y-Graig, Mill Lane, Henllan. Members raised no objections to the application subject that the application complies with planning laws and policies and does not interfere with neighbouring properties.
8. CORRESPONDENCE.
A. Councillor Duncan Stewart reported that Denbighshire County Council has now ordered the new bus shelter for Henllan opposite Parc-y-Llan with the delivery expected between 6-8 weeks time.
B. Miss Marjorie Williams and Supporters from Henllan requested an update on the works required on the Henllan War Memorial 1939-1945. Members resolved that the Clerk writes to the Clerk of Denbigh Town Council for the name of the contractor who provided the work on the “Angel Monument” in Denbigh.
9. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Councillor Geraint Lloyd-Williams reported on the following issues:-
A: Wales & West Housing Association have no project works within the County currently.
B. The ownership of the Top Park in Henllan will be transferred to the Community Council in due course as a cost cutting exercise to the County. The Community Council will not receive ownership until the relevant works required on site will be met by the County Council.
C. Local Development 2022 sites will be invited shortly during a six week consultation process.
D. There has been recent glass waste collection issues in the Denbigh area.
10. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved for Police Officer attendance at the next Council meeting to discuss the recent incidents within Henllan.
