MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD SEPTEMBER 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.
PRESENT: Councillors Chris Brown (Chairman), John Bellis, Jean McGibbon, Gwyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

None received.
- CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd July 2019 minutes as a true record and signed by the Chairman.
- MATTERS ARISING FROM THE MINUTES.
- the Clerk still awaits a reply from Mr Arfon Hughes, Housing Rural Enabler, regarding the meeting between Mrs Sue Lewis, Senior Strategic planning and Housing Officer and Wales and West Housing Association. Members resolved for the Clerk to seek an updated report from Mr Arfon Hughes.
- Denbighshire County Council reported that the container in front of the Maes Sadwrn Garages in Henllan has now been removed.
- COUNCIL’S VACANT SEATS UPDATE.
The Clerk reported that no applicants were received for the Council’s two vacant seats. The Clerk has subsequently prepared an updated “Notice of Co-option” notice.
- FINANCE.
- Second 2019/2020 precept receipt £4,085.00.
- Authorised bill payments:-
- Denbighshire County Council for the supply of a new “Bus Shelter” opposite Parc-y-Llan Housing Estate on Denbigh Street, Henllan £2,686.80.
- Clerk’s salary for the quarter ended 30th September 2019 £420.00.
- HM Revenue and Customs for PAYE for the three months ended 30th September 2019 £105.00.
- Winserve for the Website “Domain Renewal” (henllan.cymru) £21.58.
- Gareth Evans, Caretaker’s salary for the three months ended 30th June 2019 £81.00.
- Scottish Power, Public Conveniences electricity supply for the quarter ended 29th August 2019 £35.06.
- Mortimers of Denbigh for Public Conveniences provisions £55.68.
- Henllan Flower Show Grant Aid Application £500.00.
- Henllan Women’s Institute Grant Aid Application £125.00.
- PLANNING APPLICATIONS.
- Application 28/2019/0444 – Erection of an agricultural building for the storage of feed and machinery and housing of livestock at Tan-y-Graig, Mill Lane, Henllan (additional information received). The only observation made by the members is for a screening condition of the building should be in place.
- Application 28/2019/0734 – Installation of underground electricity line at Bryn Parc, Ochr-y-Bryn, Henllan – no objections.
- DENBIGHSHIRE LDP 2018-2033 DRAFT PREFERRED STRATEGY CONSULTATION.
Members noted the three areas which have been put forward for potential housing development in the Denbighshire LDP 2018-2013 in Henllan as follows:-
A: Former E.C. Evans Agricultural Yard.
- Former Henllan Training Centre.
- Land at Bryn Llyfanen in Chapel Lane.
9.CORESPONDENCE.
- the One Voice Wales Annual Conference will take place on Saturday 5th October 2019 in Pontrhydfendigiaid. Members resolved for the Clerk to contact Councillor Duncan Stewart for his availability for the Annual Conference.
- Mrs Julie Roberts reported on the persistent dog fouling offenders in Henllan and is causing real upset in the community and would therefore request appropriate signage by the Community Council for the two Henllan Parks. Members resolved, in the first instance, for the Clerk to write to Denbighshire County Council regarding the issues raised and to further discuss at the next Council meeting.
- Councillor Jean McGibbon provided Members with an information leaflet on “Developing Bilingual Comments Project” by Menter Iaith Sir Ddinbych with the view of creating a Henllan Group.
- URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
- Members resolved to hold the “Remembrance Sunday Service” in Henllan again this year on 10th November 2019 and the Clerk agreed to inform “Streetworks” of Denbighshire County Council for a temporary road closure and to order two Poppy Wreaths from the local Denbigh Branch of the Royal British Legion.
- Councillor Clwyd Spencer kindly agreed to collect the Council’s ordered notice board and planters from Meifod Wood Products in Denbigh.
- Councillor Gwyn Roberts kindly agreed to make enquiries with Scottish Power regarding the recent frequent power cuts in Henllan.
