MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST OCTOBER 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Chris Brown (Chairman), Jean McGibbon, Nicky Bassett-Powell, Gwyn Roberts, Clwyd Spencer, Merfyn Roberts and the Clerk.

1: APOLOGIES: Councillors John Bellis, Duncan Stewart and Denbighshire County Councillors Geraint Lloyd-Williams.

2. DECLARATIONS OF INTEREST.
None received.

3. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 3rd September 2019 minutes as a true record and signed by the Chairman.

4. MATTERS ARISING FROM THE MINUTES.
A. Mrs Sue Lewis, Senior Strategic, Planning and Housing Officer of Denbighshire County Council, reported that Wales and West Housing Association are working with a contractor on the scheme and will be moving forward with this and when they have decided which is the best way to progress. Members resolved to invite Alison Hammons of Wales and West Housing Association to the next Council meeting.
B. Henllan Women’s Institute thanked Council for the £125.00 grant aid.
C. Councillor Duncan Stewart is unable to attend the One Voice Wales Annual Conference on Saturday 5th October 2019.

5. VACANT SEATS UPDATE.
A. One applicant received for one of the two vacant seats on the Council, namely Dewi Jones, 24 Glasfryn, Henllan. Members resolved to accept the application and to invite Mr Jones to the next Council meeting as a Councillor of the Council.
B. the Clerk will prepare an updated “Notice of Co-option” for the one vacant seat that exists on the Council.

6. STREET FURNITURE.
A. Councillor Clwyd Spencer will arrange the collection and erection of the Notice Board and Flower Beds prior to the next Council meeting.
B. Councillor Nicky Bassett-Powell will arrange a site meeting with Mr Peter Lea of Denbighshire County Council to discuss the village name plates prior to the next Council meeting.

7. REMEMBRANCE DAY SERVICE 10TH NOVEMBER 2019.
A. “Street Closure Notice” completed to submit to Denbighshire County Council.
B. Two Poppy Wreaths ordered and awaiting collection.
C. the Clerk to arrange the roads closure signs with JTM Signs.
D. the Clerk will inform Llannefydd Community Council of the roads closure.
E. the Chairman will arrange the relevant household newsletter of the Service and road closures.
F. Councillor Nicky Bassett-Powell will arrange a list of the works required on the War Memorial and seek quotations on the works required.

8. FINANCE.
Bills authorisation:-
A: Winseve for “henllan.cymru” domain name £97.20.
B. Mr Gareth Evans, Caretaker’s salary for the three months ended 30th September 2019 £81.00.
C. Russell welding for fencing materials and repairs at the Top Park in Henllan £900.00.

9. PLANNING APPLICATION.
Application: 28/2019/0791 – Erection of first floor extension at 22 Denbigh Street, Henllan – no objections.

10. CORRESPONDENCE.
Mr Chris Ruane MP, provided Council with a reply he had received from Mr Tony Ward, Head of Highways and Environmental Services of Denbighshire County Council, regarding a number of Denbighshire County Council highway issues raised my Mr Ruane from a Henllan constituent which includes the following problematic issues in Henllan:-
A: Lack of weed spraying.
B. Persistent dog fouling issues.
C. Lack of road sweeping.

11. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The Chairman agreed to contact both the Denbighshire County Council Ward Members to ask for a written monthly report if they cannot attend the monthly Community Council meeting.

12. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Members resolved for the Clerk to report a pot hole on Ochr-y-Bryn road in Henllan to Denbighshire County Council.
B. the Chairman arranged the Council’s Development Committee for 8th October 2019 at 6.00 p.m.

13. NEXT COUNCIL MEETING – Wednesday 6th November 2019 in the Chapel Vestry, Henllan at 7.30 p.m.

14. THE CHAIRMAN CLOSED THE MEETING AT 8.45 P.M.
