MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD DECEMBER 2019 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 P.M.

PRESENT: Councillors Nicky Bassett-Powell, Gwyn Roberts, Dewi Jones, Jean McGibbon, Amanda Lawson-Stoner, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

1: WELCOME: Chairman welcomed the newly co-opted Member of the Council – Councillor Amanda Lawson-Stoner to the meeting. Councillor Lawson-Stoner completed the necessary “Declaration of Acceptance of Office” and “Register of Members’ Interests” forms.

2. APOLOGIES – Councillor John Bellis.

2A: RESIGNATION: Council received the resignation letter of former Member of the Council. Duncan Stewart. The vacancy will be published on the Council’s Website and notice boards and the Denbighshire County Council Returning Officer will be informed accordingly.

3. DECLARATIONS OF INTEREST.
A. Councillor Clwyd Spencer on agenda item 10.
B. Councillor Amanda Lawson-Stoner on agenda item 13.

4. ELECTION OF CHAIRMAN FOR THE 3RD DECEMBER 2019 TO 5TH MAY 2020 TERM OF OFFICE.
Members elected Councillor Nicky Bassett-Powell as Chairman of the Council for the 3rd December 2019 to 5th May 2020 term of office.

5. ELECTION OF VICE-CHAIRMAN FOR THE 3RD DECEMBER 2019 TO 5TH MAY 2020 TERM OF OFFICE.
Vacant.

6. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th November 2019 minutes as a true record and signed by the Chairman.

7. MATTERS ARISING FROM THE MINUTES.
A. Alison Hammans of Wales and West Housing Association apologised for her non attendance at the meeting.
B. Councillor Gwyn Roberts reported that Gwen Smith and Geraint Roberts have also contacted Ceri Francis following her correspondence to the Community Council.
C. the Chairman still awaits the quotation for the works requires on the War Memorial in Henllan.

8. VACANT SEAT UPDATE.
Following no request for a by-election for the vacant seat on the Council, the Clerk has prepared a “Notice of Co-option” notice.

9. STREET FURNITURE UPDATE.
Councillor Clwyd Spencer is in the process of collection from Meifod Wood Products and erection of the new Notice Board and Flower Beds in Henllan.

10. PROPOSED GYPSY/TRAVELLER SITE UPDATE.
The Chairman reported that the next meeting of “HOPS” will be held on 11th December 2019 and will provide an updated report at the next Council meeting.

11. COMMUNITY MOWER.
The Chairman will prepare a reply to the Clwb Peldroed Henllan Football Club with an update on the Community Mower.

12. BANK MANDATE UPDATE.
To be completed at the next Council meeting.

13. COMMUNITY CHRISTMAS TREE.
Members resolved to purchase the annual Henllan Community Christmas Tree from the “North West Christmas Tree Company” organised by Frank and Angeline Lawson for £108.00.

14. FINANCE.
Authorised bill payments:-
A: Mr & Mrs Lawson – Community Christmas Tree – £108.00.
B. JTM Signs – Remembrance Sunday Signage – £36.00.
C. Clerks salary for the quarter ended 31st December 2019 – £420.00.
D. HM Revenue & Customs (PAYE) for the quarter ended 31st December 2019 – £105.00.

15. PLANNING APPLICATION.
Planning Application: 28/2019/0919 – Variation of Condition 2 of planning permission 28/2019/0561 to allow for revisions to list of approved plans, to permit amended detailing of holiday letting unit, including increased floor area at Bryn Parc, Ochr-y-Bryn, Henllan – Members raised no objections.

16. CORRESPONDENCE.
A. Denbighshire County Council “Lower Denbigh Road Consultation” will take place on 4th December 2019 in the HWB, Denbigh between 12 and 5 p.m.
B. Go Safe provided information of speed survey in Henllan during July 2019 which shows average speed of 28 mph with 85th percentile of 33 mph.

17. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A. Councillor Geraint Lloyd-Williams provided information on the following issues:-
1. Dog Fouling Contractors.
2. Finance cuts.
3, Graig Road, Denbigh.
B. Members resolved for the Clerk to inform Denbighshire County Council of the following:-
1. Dangerous pothole at the Meifod Road highway junction on Denbigh Street in Henllan.
2. Road sweeper required in Henllan following the recent Autumn leaves issues.
3. Gully emptier required in Henllan due to numerous blocked gullies.

19. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members discussed writing to and inviting all the Henllan community groups to put forward suggestions of what projects they intended to run and what funding they would wish to request from the Community Council over the coming year. Councillor Gwyn Roberts offered to provide a list of all the groups.
