MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 5TH MAY 2020 VIA ZOOM VIDEO CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell, Amanda Lawson, Gwyn Roberts, Merfyn Roberts, Clwyd Spencer, John Bellis, Geraint Williams, Dewi Jones, Jean McGibbon, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. APOLOGIES: None received.

3. DELARATIONS OF INTEREST: None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 14th April 2020 minutes as a true record and signed by the Chairman.

5. MATTERS ARISING FROM THE MINUTES.
A. Denbighshire County Councillor Geraint Lloyd-Williams reported on the following issues raised in the previous Council meeting:-
1. Officers are still looking into the revised midday bus services between Henllan and Denbigh during the current Covid-19 restrictions.
2. Due to the redeployment of staff, which has resulted to reduced services under the current Covid-19 restrictions, the County’s “Recycling and Waste Parks” will remain closed.
B. Following the recent replacement of the Council’s two flower beds members thanked Councillor Clwyd Spencer for the arrangements and to send a thank you letter to Rhys Roberts for his assisted help to Clwyd Spencer.
C. the Chairman agreed to contact Alan and Julie Roberts if they could erect the Council’s replacement notice board next to the bus shelter in Denbigh Street, Henllan. Councillor Clwyd Spencer agreed to transport the new notice board on site and transport removal of the old notice board off site.

6. COVID-19 RESTRICTIONS UPDATE.
A. the Covid-19 restrictions to the community assets will remain as discussed in the previous Council meeting:-
1. The Council’s Public Conveniences will remain closed during the restrictions.
2. The Council’s street furniture is not affected by the restrictions.
3. Ffordd Meifod Public Park is closed to the public.
4. Access to the Top Park in Henllan still operational and is limited to the Covid-19 movement restrictions.
B. Members resolved that the “Community Mower” should only be used for the Top Park in Henllan under the current restrictions to be operated by Mr Chris Brown only.
C. Under the revised legislation to Local Government meetings due to the Covid-19 restrictions, the Council’s 2020 Annual General Meeting has been postponed until May 2021. As the Council does not have a Vice-Chairman at present, Members elected Councillor Amanda Lawson as Vice-Chairman of the Council.

7. POST COVID-19 RESTRICTIONS CELEBRATION UPDATE.
Councillor Jean McGibbon confirmed that the information regarding the bi-lingual “Post Covid-19 Restrictions Celebration” has been published on the Community Website and Facebook together in the Henllan Shop. Members thanked Councillor McGibbon for her work on the information provided.

8. RISK ASSESSMENT REPORT.
A. Councillor Amanda Lawson kindly completed the Council’s Risk Assessment reports and awaits confirmation of the Community Mower’s operating instructions from the Chairman. Members thanked Councillor Lawson on the worked provided on the Risk Assessment.
B. the Chairman reviewed the Council’s insurance policy and the issues raised has now been clarified and the Council’s insurance company. The only alteration to the insurance policy is that we do not require the “Sports Equipment” insurance cover. Members thanked the Chairman for her input.

9. REVIEW OF THE CARETAKER’S SALARY.
Members discussed the Caretaker’s current salary and resolved to keep the salary the same.

10. FINANCE.
A. Bank balances £17,881.67.
B. First 2020/2021 precept receipt £5,404.00.
C. Authorised bill payment to BHIB Ltd for the Council’s Annual Insurance Premium £358.33.

11. CORRESPONDENCE.
The Clerk reported that there are no applicants received to fill the vacant co-opted seat on the Council. The “Co-option” notice remains in the public domain.

12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported:-
A: Still no County meetings being conducted under the Covid-19 restrictions.
B. County grass cutting has commenced from 4th May 2020.
C. No update on the proposed Gypsy/Traveller’s sites within the County.
D. Jones Brothers of Ruthin are applying for detailed planning permission for the former North Wales Hospital site in Denbigh.

13. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members discussed the recent flooding issues in Henllan properties including Henllan School following a burst water main pipe in Henllan. County Councillor agreed to check the Henllan School issue with the Head of Education.
