MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 6TH OCTOBER 2020 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Gwyn Roberts, Dewi Jones, Clwyd Spencer, Merfyn Roberts, Geraint Williams, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.
2. APOLOGIES: Councillor John Bellis.
3. DECLARATIONS OF INTEREST: None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 1st September 2020 minutes as a true record and signed by the Chairman.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Members reported that there is a skip on site the former Ty Coch Farmhouse site in Henllan to clear the debris on site.
B. Following the reporting of highway issues to Denbighshire County Council, Councillor Geraint Williams reported that the Highways Department of Denbighshire County Council has visited the sites that required the reported actions but failed to complete the works required to a satisfying conclusion.
6. NOTICE BOARDS UPDATE.
Julie and Alan Roberts have now completed the erection of the new notice in Denbigh Street in Henllan at the cost of £41 for materials used. Councillor Gwyn Roberts has provided a padlock free of charge to secure the notice board door.
7. HENLLAN OLD TIP SITE.
The Chairman has now received the Henllan Community Council file with regards to the “Henllan Old Tip Site” from Mr Chris Brown. Members elected Councillors Nicky Bassett-Powell, Amanda Lawson and Gwyn Roberts onto the “Henllan Old Tip Site” Committee to meet and report back to the full Council with their findings and recommendations in due course.
8. TOP PARK IN HENLLAN.
The Chairman received the report from Mr Chris Brown with regards to the works required on the Top Park Football Pitch with the view of funding from the Community Council. Members felt that the Council would grant part funding towards the costs and the Chair agreed to discuss with Mr Chris Brown whether any other groups using Top Park might be in a position to contribute towards the costs and report back to Council.
9. COUNCIL’S WEBSITE UPDATE.
Councillor Gwyn Roberts has now received to updated login details of the Council’s Website and is now the Council’s Website Administrator. Members thanked Councillor Roberts for the update. The Clerk reported that the Website’s Domain and Hosting is now up to date.
10. HENLLAN PUBLIC CONVENIENCES UPDATE.
The Chairman reported on the site meeting since the previous Council meeting with Mark Jackson of Denbighshire County Council and Councillor Dewi Jones. Due to the extra works required to reopen the Public Conveniences under the continued Covid-19 pandemic restrictions the Members resolved that the public conveniences should remain closed.
11. VACANT SEAT UPDATE.
There were no applicants received for the two vacant seats that exist on the Council and therefore the Council’s co-option notice remains extant.
12. FINANCE UPDATE.
A. Bank balances £21,018.76.
B. Authorised bill payments:-
1. Scottish Power – Public Conveniences electricity bill for the quarter ended 26th August 2020 £33.38.
2. Winserve – Council’s Website Domain Fee £97.20.
3. Julie and Alan Roberts for the Notice Board costs £41.00 & Flower Beds costs £90.95.
4. Caretaker’s salary for the quarter ended 30th September 2020 £81.00.
5. Clerk’s salary for the quarter ended 30th September 2020 £420.00.
6. HM Revenue & Customs for PAYE for the quarter ended 30th September 2020 £105.00.
13. PLANNING ISSUES UPDATE.
A. Denbighshire County Council has granted planning permission on the following planning applications:-
1. Application 28/2020/0513 – Proposed erection of single storey pitched roof attached garage at 8 Church Street, Henllan.
2. Application 28/2020/0525 – Demolition of existing single storey structure to side of dwelling, erection of two storey pitched roof extension, erection of single storey pitched roof outbuilding to rear of dwelling and associated works at The Old Post Office, Denbigh Street, Henllan.
3. Application 28/2020/0558 – Erection of a single storey extension to rear and side of dwelling at 4 Meifod, Bryn-y-Garn Road, Henllan.
B. Denbighshire County Council have issued an update explaining how planning applications are being dealt with during the Covid 19 pandemic and how they will be consulting with Community Councils. There is also guidance on how to search for planning applications. This has been distributed to Community Councillors.
14. CORRESPONDENCE.
Mr Neil Pulsford contacted the Clerk for permission to erect a street bench in Henllan in memory of his late Mother, Mrs King of the Henllan Stores and Post Office. Members resolved that this is a Denbighshire County Council issue and County Councillor Geraint Lloyd-Williams agreed to find out the contact details within Denbighshire County Council.
15. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A: No updated news regarding the “Traveller Sites” within Denbighshire.
B. The next round of weeding will take place at the end of October 2020.
C. Committee meetings have recommenced via Zoom conferencing.
16. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Councillor Gwyn Roberts reported that the next Henllan School Governors meeting will take place on Wednesday 7th October 2020.
B. It is anticipated that there will be no “Remembrance Sunday Services” this year due to the continued Covid-19 pandemic restrictions, but some Council’s will still lay a “Poppy Wreath” on behalf of the Community. Members resolved that the Chairman should lay a “Poppy Wreath” on behalf of the Community.
