MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST SEPTEMBER 2020 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Geraint Williams, Dewi Jones, Gwyn Roberts, Clwyd Spencer, Merfyn Roberts, John Bellis and the Clerk.

2. APOLOGIES: Councillor Jean McGibbon and Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST: None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th July 2020 minutes as a true record and signed by the Chairman.

5. MATTERS ARISING FROM THE MINUTES.
A. Mound of debris left on site which is an “Environmental Issue” and requires clearing off site at the former E.C. Evans Yard, Ty Coch Farmhouse, Ty Coch Street, Henllan still exists on site. The Clerk agreed to remind the authorities to move the mound of debris as soon as possible.
B. Thank you letter received from the Henllan Community Leisure Association for the grant aid received from the Community Council.
C. Thank you letter received from the Henllan Institute for the grant aid received from the Community Council.

6. COUNCIL’S NOTICE BOARD.
Councillor Clwyd Spencer has now kindly delivered the new notice board to Alan and Julie Roberts to erect the notice board over the coming days.

7. HIGHWAY ISSUES AND REPORTING.
A. Members reported the poor quality of the highway works of Denbighshire County Council over recent months and resolved for the Clerk to write again to the County Council regarding the poor recent work at the Glasfryn Estate and the village weed killing programme which require revisiting.
B. Members were reminded of Denbighshire County Council’s system for reporting potholes, blocked gullies, dog fouling etc.
If members have been made aware of anything to report to them, please do it via the DCC website and you should get a reply within days rather than waiting for the Council to report back to our Clerk.

C. Additional highway issues to report to Denbighshire County Council:-
1. Gulley emptier required in Henllan to clean the block gulley’s.
2. Sweeper required in Henllan to clean the highway debris caused by the blocked gulley’s.
3. Weed removal on the Maes-yr-Efail and Maes Sadwrn pavements in Henllan.

8. COVID 19 RESTRICTIONS UPDATE.
A. Members discussed the possible reopening of the Public Conveniences in Henllan due to the Top Park is now being used for football training. The Chairman is in the process of arranging a meeting with Mark Jackson of Denbighshire County Council and the Community Council’s Caretaker to clarify the rules and regulations of reopening Public Conveniences under the current Covid-19 restrictions.
B. the Local Government Coronavirus Act 2020 still prevents Local Government meetings in public buildings during the current Covid 19 restrictions.

9. VACANT SEATS UPDATE.
A. Jean McGibbon resigned her seat on the Council prior to the meeting due to family reasons.
B. Two seats now exists on the Council and the relevant notices with be published.

10. FINANCE.
A. Bank balances £22,947.13.
B. Second 2020/21 precept receipt £5,404.00.
C. Winserve Website Fee £21.58.

11. PLANNING UPDATE.
Members raised no objections to the following applications received since the previous Council meeting:-
A: Application 28/2020/0513 – Proposed erection of single storey pitched roof attached garage at 8 Church Street, Henllan.
B. Application 28/2020/0525 – Demolition of existing single storey structure to side of dwelling, erection of two storey pitched roof extension, erection of single storey pitched roof outbuilding to rear of dwelling and associated works at The Old Post Office, Denbigh Street, Henllan.
C. Application 28/2020/0558 – Erection of a single storey extension to rear and side of dwelling at 4 Meifod, Bryn-y-Garn Road, Henllan.

12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Councillor Geraint Lloyd-Williams provided the following written report:-
A: The one way system that was proposed for Denbigh was not progressed, options have gone to WG for authorisation that the funding can be used alternatively.
B. Obviously schools have returned, DCC have decided pupils must wear masks in certain areas including school transport.
C. the Fflecsi bus seems to be working, there have been a few teething problems and it’s continuously monitored. Members noted the comments.

13. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members agreed to place the following as an agenda items at the next Council meeting:-
A: Old tip site in Henllan.
B. Council’s Website update.
