MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST DECEMBER 2020 VIA ZOOM CONFERENCE AT 7.30 P.M.
PRESENT: Councillors Nicky Bassett-Powell (Chairman), Geraint Williams, Martin Pritchard, Dewi Jones, John Bellis, Merfyn Roberts, Gwyn Roberts and the Clerk.
1: WELCOME TO THE NEW COUNCIL MEMBER: The Chairman welcomed and introduced the new Council Member, Councillor Martin Pritchard to the meeting.
2. APOLOGIES: Councillors Amanda Lawson, Clwyd Spencer together with Denbighshire County Councillor Geraint Lloyd-Williams.
3. DECLARATIONS OF INTEREST: None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 3rd November 2020 minutes as a true record and signed by the Chairman.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Councillor Amanda Lawson kindly laid the “Poppy Wreath” on behalf of the Community Council at the Remembrance Sunday Service.
B. the Chairman of Clwb Pel Droed Henllan Football Club Juniors and Girls teams thanked Council for the generous grant aid of £300.00.
6. HENLLAN OLD TIP SITE.
The Chairman reported that the “Henllan Old Tip Site” Committee has not met since the previous Council meeting.
7. TOP PARK IN HENLLAN.
There was no update to report.
8. COVID19 RESTRICTIONS UPDATE.
Members agreed that the Public Conveniences in Henllan should remain closed for the foreseeable future.
9. VACANT SEAT UPDATE.
The Clerk reported that there are two applicants to be considered for co-option for the one vacant seat that remains on the Council, videlicet – Jackie Jones and Dominic Harrison.
After consideration of the information provided by the two applicants, the Members resolved to co-opt Jackie Jones to fill the vacant seat that exists on the Council.
10. FINANCE UPDATE.
A. Bank balances £21,707.79.
B. Authorised bill payments:-
1. North West Christmas Tree Company for the Community Christmas Tree £108.00.
2. Clerk’s salary for the quarter ended 31st December 2020 £420.00.
3. HM Revenue & Customs for PAYE for the quarter ended 31st December 2020 £105.00.
11. PLANNING ISSUES UPDATE.
There were no planning issues to report.
12. CORRESPONDENCE.
Artisan-Memorials have been commissioned to create a memorial to the late Edith Adey Jones by our client Ms Angharad Adey-Caplan and are interested to know of any rules and regulations that apply to memorials at St Sadwrn Church in Henllan.
Councillor Martin Pritchard agreed to reply directly to Artisan-Memorials.
13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams provided the following report:-
“The County Council are slowly returning to having regular meetings (obviously online), with the main agenda item, being recovery from the pandemic and how are we managing as an authority. Two things I would have said, were the current LDP looks like it will be extended, with the new one being delayed, also as an independent group member, we have written to the first minister, without concerns in regards to those local businesses that are falling through the cracks, who don’t meet certain requirements to gain funding. We are yet to have a response. Also we have another letter due to go out, which covers our concerns in regard to the future restrictions and it’s blanket use across all of Wales, rather than a tier system, we have asked for figures and calculations that they have used to come to these decisions, especially when you compare the North Wales rates against the South.
I wish that everyone has a Merry Christmas considering what’s allowed and let’s hope the New Year brings the vaccine and a light at the end of the tunnel.”
14. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. the Chairman agreed to circulate Members with details of the Covid-19 test centre currently in Ruthin.
B. the Clerk agreed to circulate the Welsh minutes of the previous Council meetings from the next Council meeting onwards which are still kindly been translated by Peter Smith.
