MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 5TH OCTOBER 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, John Bellis, Merfyn Roberts, Dewi Jones, Gwyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd-Williams together with the Clerk.

2. TO RECEIVE APOLOGIES FOR ABSENCE: Councillors Geraint Williams and Jackie Jones.

3. DECLARATIONS OF INTEREST: None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th September 2021 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES.
A: Councillors Gwyn Roberts has now also reported that the Henllan School advances LED activation signage in Denbigh Street is still currently not working together that the advanced 20mph restriction signage leading to Henllan School on Denbigh Street has been removed and needs replacing.
B. Councillor Clwyd Spencer reported that the large potholes between The Lodge and Chweffordd in Henllan has still not been repaired and the Clerk agreed to remind Denbighshire County Council that the pothole has not been repaired.
C. Members resolved to renew the remaining flower beds over the forthcoming winter months. The Clerk reported that Meifod Wood Products in Denbigh has still not re-opened and agreed to contact White Oak Property Services for a quotation to replace the flower beds on the Maes-yr-Efail and Maes Sadwrn Housing Estates in Henllan.

6. VACANT SEAT UPDATE.
The Clerk reported that there no applicants received to be considered for co-option which will now be considered at the next Council meeting. The Clerk agreed to send all Members an updated Co-option notice for information.

7. REMEMBRANCE SUNDAY SERVICE 14TH NOVEMBER 2021.
The Clerk updated confirmed the following:-
A: Denbighshire County Council has sanctioned the street closures in Henllan between 10.30 and 11.30 am for the Remembrance Day Service.
B. J.T. & M. Signs will provide the necessary road closure signs for the 14th November 2021.
C. Poppy wreath for the Community Council has been ordered.

8. MEMORIAL BENCH.
No updated report since the previous Council meeting. Councillors Clwyd Spencer and Gwyn Roberts agreed to liaise with the family of the late Gerallt Davies on the preferred location of the Memorial Bench.

9. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that she awaits a reply from the War Memorials Trust if the grant application is successful for funding towards the Henllan War Memorial.
10. FINANCE UPDATE.
A. Bank balances £30,123.00.
B. Authorised bill payments:-
1. Caretaker’s salary for the quarter ended 30th September 2021 £85.42.
2. Clerk’s salary for the quarter ended 30th September 2021 £420.00.
3. HM Revenue & Customs for PAYE for the quarter ended 30th September 2021 £105.80.
C. Members resolved to increase the Caretaker’s hours by one hour to four hours a month from 1st September 2021.
D. Members resolved to fund the annual Community Christmas Tree and new lights via Mrs Angeline Lawson BEM for the current 2021 year.

11. PLANNING ISSUES.
There were no planning issues to report.

12. CORRESPONDENCE.
Already covered elsewhere within the minutes.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Councillor Geraint Lloyd-Williams reported that the following issues are ongoing within the County Council:-
A: Gypsy and Traveller Accommodation Assessment (GTAA) 2021 for Conwy and Denbighshire.
B. New Member Area Groups.
C. Local Development Plan.
D. Confirmed that all Denbighshire County Council Parks are inspected annually.

14. COVID-19 RESTRICTIONS UPDATE.
A. As the Welsh Government is still informing local Councils, under the current Covid-19 regulations to retain their current meetings via virtual meetings the Members resolved to keep to the current virtual Zoom meetings for the remainder of the current Calendar year.
B. Councillors Gwyn Roberts and Merfyn Roberts recently met with the Council’s Caretaker who confirmed that he will recommence opening and closing the Public Conveniences in Henllan.
C. Councillors Nicky Bassett-Powell and Amanda Lawson will complete the Covid-19 risk assessment for the Henllan Public Conveniences and authority was granted to proceed with the necessary Covid-19 equipment and materials required within the building prior to the next Council meeting.

15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: The Clerk will remind Denbighshire County Council of the broken fence behind the Henllan Play Park.
B. Mrs Angeline Lawson BEM, on behalf of the Henllan Community Leisure Association will complete the Henllan Community Council Grant Aid Form prior to the next Council meeting in aid of community activities scheduled for the remainder of the 2021 Calendar year.

B. Dywedodd y Cynghorydd Clwyd Spencer nad yw’r tyllau mawr yn y ffordd rhwng Lodge Plas Heaton a Chweffordd byth wedi cael eu trwsio. Bydd y Clerc yn atgoffa Cyngor Sir Ddinbych.
C. Penderfynwyd adnewyddu gweddill y gwlâu blodau dros y gaeaf. Dywedodd y Clerc nad yw Meifod Wood Products yn Ninbych byth wedi ail agor. Bydd yn cysylltu â White Oak Property Services i gael amcan bris am adnewyddu gwlâu blodau Maes-yr-Efail a Maes Sadwrn, Henllan.
