MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 2ND NOVEMBER 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT:- Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Geraint Williams, John Bellis, Gwyn Roberts, Jackie Jones, Merfyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams.
2. APOLOGIES:- Councillors Dewi Jones and Clwyd Spencer.
3. DECLARATIONS OF INTEREST.
A. Councillor Amanda Lawson on item 4 below.

4. DISCUSSION WITH MRS ANGELINE LAWSON BEM REGARDING THE HENLLAN COMMUNITY LEISURE ASSOCIATION EVENTS DURING THE REST OF THE 2021 CALENDAR YEAR.
The Chairman welcomed Mrs Angeline Lawson BEM, Treasurer of the Henllan Community Leisure Association to the meeting. Mrs Lawson provided details within the Henllan Community Council Grant Application Form on behalf of the Henllan Community Leisure Association for funding towards the proposed Christmas festivity event for the most vulnerable members of the local community to be held on Saturday 11th December 2021. After consideration, Members resolved to grant aid any shortfall on the Community Event to the Henllan Community Leisure Association.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL.
Members confirmed 5th October 2021 minutes as a true record.
6. MATTERS ARISING FROM THE MINUTES.
A: Councillor Gwyn Roberts reported that the Henllan School advances LED activation signage in Denbigh Street is now currently working, but the advanced 20mph restriction signage leading to Henllan School on Denbigh Street has still not been replaced.
B. Denbighshire County Council has repaired the large potholes between The Lodge and Chweffordd in Henllan have been repaired.
C. Dr. Hugo Watts of White Oak Property Services would like to meet the members of the Council before quoting to replace the flower beds on the Maes-yr-Efail and Maes Sadwrn Housing Estates in Henllan. Members resolved to invite Dr. Watts to the next Council meeting of the Council.
D. Denbighshire County Council require photographic evidence of the broken fence behind the Henllan Play Park. Councillor Amanda Lawson kindly agreed to provide the Clerk with the required photographs.
E. Councillor Geraint Williams reported of the Denbighshire County Council sub-standard work on the Glasfryn Estate road. County Councillor Geraint Lloyd-Williams will take the issues to the relevant Officers of Denbighshire County Council.
F. Councillor Nicky Bassett-Powell will meet the owners of the Henllan Shop to seek permission to locate the annual Community Christmas Tree outside the shop again in 2021.
G. Councillors Nicky Bassett-Powell and Amanda Lawson are in the process of preparing and completing the risk assessment of the Public Conveniences in Henllan.
7. VACANT SEAT UPDATE.
The Clerk reported that there are two applications received for the one vacant seat that exists on the Council. Members resolved to hold an Extra Ordinary Meeting of the council on Tuesday 23rd November 2021 at 7.00 p.m. to interview the two applicants for the vacant seat.
8. REMEMBRANCE SUNDAY SERVICE 14TH NOVEMBER 2021.
A: Denbighshire County Council has sanctioned the street closures in Henllan between 10.30 and 11.30 am for the Remembrance Day Service.
B. J.T. & M. Signs will provide the necessary road closure signs for the 14th November 2021 at the cost of £100.00 plus VAT.
C. the Chairman will lay the Poppy wreath on behalf of the Community Council.
9. MEMORIAL BENCH.
No updated report since the previous Council meeting. Councillors Clwyd Spencer and Gwyn Roberts agreed to liaise with the family of the late Gerallt Davies on the preferred location of the Memorial Bench.
10. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that she awaits a reply from the War Memorials Trust if the grant application is successful for funding towards the Henllan War Memorial.
11. HENLLAN COMMUNITY LEISURE ASSOCIATION GRANT AID APPLICATION.
Already covered under agenda item 4 above.
12. CLWB FFERMYR IFANC LLANNEFYDD GRANT AID APPLICATION.
The Clerk circulated Members with the letter supplied on behalf of Clwb Ffermwyr Ifanc Llannefydd requesting grant aid towards the running costs of the organisation following the Covid-19 Pandemic. Members resolved for the Clerk to send the Community Council’s Grant Aid Application for completion by the Clwb Ffermwyr Ifan Llannefydd.
13. FINANCE UPDATE.
A. Bank balances £29,512.00.
B. Mrs Julie Roberts seeks permission to plant winter plants at the new flower beds at the estimated cost of £20.00. Members resolved to accept the extimate and grant Mrs Roberts to proceed with the works.
C. Mrs Julie Roberts seeks permission to plant wild flower seeds around Henllan village at the estimated cost of £125.00 per kilo. Members resolved for the Clerk to ask Mrs Roberts of the size of the areas involved to sow the seeds and the amount of seeds required.
14. PLANNING ISSUES.
None received.
15. CORRESPONDENCE.
A. Dr. James Davies, MP for the Vale of Clwyd, provided Council with contact details to attend his surgeries.
B. the Clerk circulated Members with details of the “Green Communities Project”.
16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported on the following issues:-
A: The Community Development Team announced that there is £1,254.11 available for the Henllan Community Council area from the “Open Space Commuted Sums Funding 2021/2022” and the application window runs from 1st November 2021 to 31st January 2022.
B. No update on the Gypsy and Traveller Accommodation Assessment (GTAA) 2021 for Conwy and Denbighshire.
C. The new housing development at Tan-yr-Ysgubor on the Denbigh to Henllan road is progressing well.
17. COVID-19 RESTRICTIONS UPDATE.
No update received since the previous Council meeting.
18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members raised the following recent issues in Henllan:-
A: One of the Public Convenience doors has been attacked with a knife recently.
B. There has been some anti-social behaviour recently in Henllan.
