MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH JANUARY 2022 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT: Councillors Nicky Bassett-Powell, Geraint Williams, Ian Carrie, Jackie Jones, Clwyd Spencer, Merfyn Roberts, Gwyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams together with the Clerk.
2. APOLOGIES: Councillors Amanda Lawson, Cerian Jones and John Bellis.
3. DECLARATIONS OF INTEREST: None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th December 2021 minutes as a true record.
5. MATTERS ARISING FROM THE MINUTES.
A. Councillor Jackie Jones met Dr James Davies MP since the previous Council meeting.
Dr Davies subsequently confirmed that he has contacted Mr Ben Wilcox-Jones at Denbighshire County Council regarding the missing 20mph Henllan School signage issues together the regards to the progress of the missing cycle path link between Henllan and Denbigh Golf Club and awaits the detailed reply from Mr Wilcox-Jones.
B. Mrs Angeline Lawson BEM provided the following report on the “Community Christmas Lunch” held on 11th December 2021:-
“I am pleased to advise you we successfully managed 70 Christmas meals. We had arranged two sitting, 12.30 and a 3.30 sitting, twenty-two attended the earlier siting and sixteen at the later sitting. We also carried thirty-two home deliveries.
We have received some lovely feedback, both in person and via social media.
We did a raffle, items kindly donated by the Henllan Community which raised £152.00 towards the Henllan Church Institute. We also received donations to the value of £145.00 towards Ty Gobaith.
The expense receipts that I have, totalled £786.53 this does not include the many kind financial donations for food and other items we have received from the “team” involved on the day.
£786.53 / 70 = £11.23 per head. It was a little more expensive than we had originally budget for, but I am sure the Community Council would agree, it was still relatively a low cost for a 4-course meal with a choice of wine/sherry and everyone also received a present from Santa! I have attached a copy of the Menu.
The Community Council had kindly agreed to donate towards the cost of this event. Henllan Community Leisure Association (HCLA) had agreed also to match fund.
The amount from each organisation would therefore be £393.27 each.”
Members thanked Mrs Lawson for all the work into the project together with the Community Councillor Members who assisted at the event.
C. Councillor Geraint Williams informed Council that the capital highway works at the Glasfryn Estate in Henllan has still not been commences. Denbighshire County Councillor Geraint Lloyd-Williams agreed to contact the relevant Officer within Denbighshire County Council regarding the issue.
6. MEMORIAL BENCH UPDATE.

7. HENLLAN WAR MEMORIAL WORK/GRANT AID.
No updated report since the precious Council meeting.
8. HENLLAN PUBLIC CONVENIENCES RISK ASSESSMENT REPORT.
No updated report since the precious Council meeting.
9. FINANCE UPDATE.
A. Bank Balances – £33,685.06.
B. Final 2021/22 precept receipt – £5,348.00
C. Authorised bill payments:-
1. Clerk’s salary for the quarter ended 31st December 2021 – £420.00.
2. Caretakers salary for the quarter ended 31st December 2021 – £115.94.
3. HMRC – PAYE for the quarter ended 31st December 2021 – £113.60.
4. Dwr Cymru for the public conveniences Water Rates for the six months ended 8th December 2021 – £49.30.
5. Henllan Community Leisure Association towards the costs the community Christmas lunch – £393.27.
10. TO SET THE COUNCIL’S PRECEPT REQUIREMENT FOR THE 2022/2023 FINANCIAL YEAR.
A. the Clerk provided members with spreadsheets of the Council’s 2019/2020 and 2020/2021 receipts and payments schedules.
B. After consideration, the Members resolved on the Council’s Precept requirement of £16,128 for the 2022/2023 financial year which is a precept standstill of £42.00 per Council Tax dwelling within the community area of Henllan.
11. PLANNING ISSUES.
None received for attention.
12. CORRESPONDENCE.
The Returning Officer of Denbighshire County Council confirmed that the cost of a contested Community Council election on 5th May 2025 would cost around £2,500 whilst an uncontested election would cost around £250.
13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported that the new Traveller Sites within Denbighshire would be located on the coastal strip of the County.
14. COVID-19 RESTRICTIONS UPDATE.
The Chair reported the Council’s Caretaker is now prepared to reopen the public conveniences at Henllan and the Members resolved that the timing is correct to reopen the facility.
15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved to hold the next Council meeting via Zoom conference.
16. NEXT COUNCIL MEETING – TUESDAY 1ST FEBRUARY 2022 AT 7.30 P.M. VIA ZOOM CONFERENCE.
