MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 7TH DECEMBER 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

PRESENT: Councillors Jackie Jones (Chair), Amanda Lawson, Gwyn Roberts, Ian Carrie, Cerian Jones, John Bellis, Clwyd Spencer together with the Clerk.

1: WELCOME TO THE TWO NEWLY ELECTED MEMBERS OF THE COUNCIL – COUNCILLORS CERIAN JONES AND IAN CARRIE – The Chair welcomed both Councillors Ian Carrie and Cerian Jones to their first meeting of the Council.

2. TO RECEIVE APOLOGIES FOR ABSENCE: Councillors Nicky Bassett-Powell, Merfyn Roberts, Geraint Williams together with Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST – None received.

4. DISCUSSION WITH MRS JULIE ROBERTS REGARDING THE SUPPLY AND SOWING OF THE “WILDFLOWER SEEDS” FOR HENLLAN VILLAGE.
Mrs Julie Roberts was unable to attend the meeting and members therefore resolved to defer the agenda item until the March 2022 meeting of the Council when the growing season has recommenced.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETINGS.
Members confirmed 2nd and 23rd November 2021 minutes as a true record.

6. MATTERS ARISING FROM THE MINUTES.
A: Councillor Gwyn Roberts reported that the Henllan School advances LED activation signage in Denbigh Street is now currently working, but the advanced 20mph restriction signage leading to Henllan School on Denbigh Street has still not been replaced. The Clerk agreed to contact Denbighshire County Council again regarding the issue together with Councillor Jackie Jones who will raise the issue in the surgery of Dr. James Davies, MP for the Vale of Clwyd, on 17th December 2021.
B. Upon receipt of the photographic evidence of the broken fence behind the Henllan Play Park, Denbighshire County Council informed the Community Council that the wooden fencing is the responsibility of the owners of the 4 Bryn Arwel Properties in Denbigh Street in Henllan and the members resolved for the Clerk to inform the owners of the 4 Bryn Arwel Properties that it is their responsibility to replace the wooden boundary fencing.
C. Clwb Ffermwyr Ifanc Llannefydd has withdrawn their recent grant application form from Henllan Community Council.
D. the Henllan Christmas Tree Lights event went well and according to plan on Wednesday 1st December 2021 in Henllan School at 3.00 pm. The Head Teacher of Henllan Primary School thanked the Community Council for providing the costs of the Christmas tree, Lights and power socket.

7. MEMORIAL BENCH UPDATE.
No updated report since the previous Council meeting. Councillors Clwyd Spencer and Gwyn Roberts agreed to liaise with the family of the late Gerallt Davies on the preferred location of the Memorial Bench.
8. HENLLAN WAR MEMORIAL WORK/GRANT AID.
No updated report since the precious Council meeting.

9. HENLLAN PUBLIC CONVENIENCES RISK ASSESSMENT REPORT.
No updated report since the previous Council meeting.

10. FINANCE UPDATE.
A. Bank balances £28,772.07.
B. Poppy Wreath Receipt from Henllan Community Council £25.00.
C. Authorised bill payments:-
1. Royal British Legion – Poppy Wreaths Appeal £50.00.
2. Hubbard Electrical for the Henllan School outside electrical socket and timer for the Community Christmas Tree £497.32.
3. Frank and Angeline Lawson for the newly replaced Christmas tree lights £102.99.
4. JT & M Signage for the provision of the Sunday Remembrance Service road closure signage £120.00.
5. Scottish Power for the Henllan Public Convenience electricity for the quarter ended 30th November 2021 £50.24.
6. Clerk’s 2022 Society of Local Council Clerk’s Membership £186.00.
C. The clerk has recently issued three Henllan Community Council Grant Application Forms for local organisations and await their return.

11. PLANNING ISSUES.
None received.

12. HIGHWAY SIGNAGE.
Following the recent request for the provision of “No Pedestrian Footpath” on the first section between Henllan towards Denbigh and Henllan towards Trefnant, Members resolved for the Clerk to ask Denbighshire County Council for the provision of the signage.

13. CORRESPONDENCE.
Mrs Gaynor Kumria asked for the Henllan Community Council for the following issues to be considered and completed by Denbighshire County Council:-
A: I am looking for help in obtaining a large 660 litre trade rubbish bin for Henllan churchyard, similar to the one being used in Denbigh churchyard. I understand the person in charge of this department is Abigail Chadwick, I phoned in September the help number and an email was sent to her, she did reply to that and sent the required forms electronically, which I was not able to access, I have sine called her two phone lines never a reply I have emailed and still no reply, after another call to the council offices I received a message to say hard copies were being sent, to date never received. Two further calls to the council offices each times assured they would get in contact and she would be in touch with me, as you can see from the email I have included you in, after my call on Friday and being assured someone would be in touch Monday, nothing. Sorry Gwyn long winded I know, but can you help, we need if possible this in place as soon as possible to deal with the Christmas flowers, wreaths, which are a nightmare to clear up. The plan is this bin would be emptied every month for which we will pay.

B. Second problem, the street lights outside the institute and the one on Llindir. Street at the bottom of Lon Lass are both out. Is this something you can request for us or let me have the details as to whom to contact? This area is now very dark at night.
C. Third problem the overhanging trees and branches on Lon Las is now of major concern as it is very dangerous at night to walk from the Llindir or Institute up the lane to church street, and with the street light out it is a danger.
The Clerk will inform Denbighshire County Council of the issues and await the relevant replies.

14. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A. County Councillor Geraint Lloyd-Williams updated Members with Denbighshire County Council updates since the previous Council meeting.
B. county Councillor Geraint Lloyd-Williams provided the following written report prior to the meeting:-
“Unfortunately due to attending a full council meeting today, I have to work into this evening, if I’m able to finish before 9 I’ll try and join the meeting. The only thing I was going to raise was the response to the Traveller Consultation, in that a permanent transit site was not required but a site to accommodate families linked to 3 local (Denbighshire) families, which I believe are on the coast is required. Anything else just email me, other than that have a good Christmas and if I cannot attend see you in the New Year.

15. COVID-19 RESTRICTIONS UPDATE.
Due to the continued Covid-19 restrictions, members resolved to continue with the current Zoom meetings of the Council in the New Year.

16. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Councillor Gwyn Roberts reported, in his capacity as Henllan Community Council School Governor on the Henllan School Board of Governors, that Henllan School has recently purchased and installed a “Defibrillator” and would welcome a contribution towards the cost of the equipment. Members resolved that Henllan School provides the costs involved for the equipment and the amount of grant aid expected.
