MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST FEBRUARY 2022 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Geraint Williams, Clwyd Spencer, Ian Carrie, Jackie Jones, John Bellis, Cerian Jones, Geraint Roberts, Merfyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. APOLOGIES: None received.

3. DECLARATIONS OF INTEREST.
Councillor Amanda Lawson on agenda item 11 below.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4th January 2022 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES.
A. Denbighshire County Council Highways Department has planned for a Micro Asphalt programme to be undertaken in March or April which includes the Glasfryn housing estate in Henllan.
B. Councillor Jackie Jones confirmed that she has a subsequent meeting with Dr James Davies who has updates on the issues raised prior to the previous Council meeting.

6. MEMORIAL BENCH UPDATE.
No updated report since the precious Council meeting.

7. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that the “War Memorial Trust” has approved the Council’s grant aid towards the works required on the Henllan War Memorial subject to a second quotation being sought by the Trust.
The Chairman will now seek the second the second quotation and report back at the next Council meeting.

8. HENLLAN PUBLIC CONVENIENCES RISK ASSESSMENT REPORT.
Councillor Amanda Lawson provided members with a loose Risk Assessment for HCC and the toilets, it will need to be formalised and agreed by HCC, signed and dated, and then provided to Gareth for signing and dating. It will then need to be kept on file.
Councillor Lawson highlighted notes for consideration, but most of the content is minimal best practice. In terms of track and trace, it’d be great if something could be set up, but also the communication with groups using i.e., that they are responsible for their own track and trace and notifying HCC of any positive cases
Councillor Lawson has also recommended purchasing items i.e., signage, markings and posters – some of which I have available for purchase.
In terms of other items – sanitiser stations – these can come in the form of soap dispensers and fitted to the wall and labelled appropriately.
Members resolved to accept Councillor Lawson’s proposed report and Councillors Nicky Bassett-Powell and Amanda Lawson will now action the report and report back at the next Council meeting.
9. FINANCE UPDATE.
Bank balances £34,453.06.

10. NEWSLETTER/PUBLICITY OF THE COMMUNITY COUNCIL.
Following a number of years since Councillor Gwyn Roberts provided the Community Council newsletter service the Members resolved to discuss the format of the format of the new Community Council newsletter at the next Council meeting.

11. PLANNING APPLICATION.
Planning Application: 28/2021/1227 – Erection of detached double garage, including additional accommodation within dormer roof space, formation of hardstanding, landscaping and associated works at Porth Ceri, Garn Lane, Henllan – no objections.

12. CORRESPONDENCE.
Email received from Mrs Julie Roberts seeking the views of the Council Members with regards to the current usage and future usage of the “Community Grass Cutter Mower”. Councillor Nicky Bassett-Powell agreed to reply on behalf of the Community Council.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported on the following issues:-
A: County Council has received the following planning application “Change of use of land and ancillary buildings to form residential Traveller site for 6 caravans, with the existing dwelling Kynsal House retained for owners / managers accommodation; including formation of internal pathways and parking, landscaping and associated works.”
B. The 2022/23 Denbighshire County Council Tax demand will increase by 2.95%.

14. COVID-19 RESTRICTIONS UPDATE.
A. The public conveniences in Henllan are now open 24 hours a day.
B. The next Council meeting will be held via Zoom conference.

15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no urgent business for discussion.
