MINUTES OF HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST MARCH 2022 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT.
Councillors Jackie Jones (Chairman), Geraint Williams, Clwyd Spencer, Ian Carrie, Gwyn Roberts, Cerian Jones, John Bellis, Merfyn Roberts and the Clerk.

2. TO RECEIVE APOLOGIES FOR ABSENCE:.
Nicky Bassett-Powell, Amanda Lawson together with Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST.
None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 1st February 2022 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES.
Denbighshire County Council has repaired the necessary street lights since the prior Council meeting.

6. MEMORIAL BENCH UPDATE.
No updated report since the precious Council meeting.

7. HENLLAN WAR MEMORIAL WORK/GRANT AID.
No updated report since the precious Council meeting.

8. HENLLAN PUBLIC CONVENIENCES RISK ASSESSMENT REPORT.
Nicky Bassett-Powell and Amanda Lawson are now in the process to action the report received in the previous council meeting and will report back at the next Council meeting.

9. REPLACEMENT FLOWER BEDS UPDATE.
The Clerk reported that White Oak Property Services have completed the three flower beds for the Maes-yr-Efail and Maes Sadwrn Housing Estates in Henllan and will arrange the initial site meeting between Councillors Nicky Bassett-Powell and Clwyd Spencer with the contractor (White Oak Property Services).

10. COMMUNITY MOWER.
Following the email received from Mrs Julie Roberts at the previous seeking the views of the Council Members with regards to the current usage and future usage of the “Community Grass Cutter Mower”, Councillor Nicky Bassett-Powell kindly replied on behalf of the Community Council.

11. NEWSLETTER/PUBLICITY OF THE COMMUNITY COUNCIL.
The only observation made at the meeting was to include the Community Council news as part of the Henllan Church magazine. Members resolved to fully discuss the issue at the next Council meeting.
12. LOCAL ELECTIONS 05.05.22.
The Clerk emailed Members prior to the meeting with the timetable of events and nomination pack for the Local Council Elections set for 5th May 2022.

13. COUNCILLOR’S ALLOWANCE 2021/22.
The Clerk emailed Members with the annual Councillor’s Allowances 2021/22 claim forms prior to the meeting.

14. FINANCE ISSUES:-
A. Bank balances £32,750.
B. Authorised bill payments:-
1. Clerk’s salary for the quarter ended 31st March 2022 £420.00.
2. Caretaker’s salary for the quarter ended 31st March 2022 £108.56.
3. HM Revenue & Customs for PAYE for the quarter ended 31st March 2022 £111.40.
4. Clerk’s expenses for the full year ended 31st March 2022 £583.20.
5. One Voice Wales 2022/23 Membership Fees £146.00.
6. Scottish Power for the Henllan Public Conveniences Electricity Supply £77.56.
C. Grant Aid Applications:-
1. Ysgol Henllan School towards the costs of the School “Defibrillator” £500.00.
2. Wales Air Ambulance Charitable Trust £250.00.
3. TY Gobaith/Hope House £250.00.

17. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor provided Members with the following written report prior to the Council meeting:-
Good or bad news but I have decided to stand in the next election, I believe the pre-election period will be from the 18th March, so fingers crossed and see you on the campaign trail and hopefully in future meetings. Nothing much to report, you may have seen in the press that Ysgol Plas Brondyffryn is planned to have a new build, this will bring all the remote sites, except the residential site all on one plot, this is part of the next phase of the 21st century schools project, I’m unsure if any residents from Henllan use the school but it will be an addition to all ready fantastic facility. Also the junction entering town from Henllan (Bryn Seion and Ffordd Ysgubor) is being made safer and brought up to current highway specifications, so it may cause some disruption going into Denbigh.

18. COVID-19 RESTRICTIONS UPDATE.
Members resolved to hold the next Council meeting via Zoom conferencing.
