MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH JUNE 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.15 P.M.

1: CO-OPTION PROCESS FOR THE VACANT SEATS THAT EXIST ON THE COUNCIL.
The Clerk reported on the three applications and CV’s received to fill the three seats that currently exists on the Council from:-
A: Ian Carrie.
B. Amanda Lawson.
C. Nia Bellis.
Members resolved to Co-opt the three applicants onto the Henllan Community Council.

2. PRESENT.
Councillors Nicky Bassett-Powell, Jackie Jones, Geraint Williams, Gwyn Roberts, Merfyn Roberts, Clwyd Spencer, Amanda Lawson, Denbighshire County Councillors Pauline Edwards and Delyth Jones together with the Clerk.

3. APOLOGIES FOR ABSENCE.
Councillors Ian Carrie, Nia Bellis, Cerian Jones and Denbighshire County Councillor Geraint-Lloyd-Williams.

4 TO COMPLETE THE “DECLARATION OF ACCEPTANCE OF OFFICE” AND “MEMBERS CODE
OF CONDUCT – REGISTER OF MEMBERS’ INTERESTS (NOTIFICATION OF INTERESTS)” FORMS ATTACHED TO BE HANDED OVER TO THE CLERK OF THE COUNCIL.
The Clerk confirmed that the three newly co-opted Members of the Council have received both forms for completion.

5. DECLARATIONS OF INTEREST.
A: Councillors Gwyn Roberts and Clwyd Spencer on agenda item 12A below.
B. Councillors Merfyn Roberts and Amanda Lawson on agenda item 12B below.

6. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed the previous Council minutes held on 11th May 2022 as a true record.

7. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Councillor Jackie Jones reported that she met with Dr. James Davies, MP for the Vale of Clwyd, and Mr Ben Wilcox-Jones, Principal Engineer – Road Safety and Active Travel Officer from Denbighshire County Council.
Mr Wilcox-Jones reported that due to the continued finance and land constrains to prevent the completion of the Foot/Cycle path on the Henllan to Denbigh town highways is prepared to attend the next Council meeting to explore alternative proposals/routes.
Members thanked Councillor Jackie Jones for attending the meeting on the Council’s behalf.
B. Following the recent tarmac potholes preparation repairs on the Glasfryn Housing Estate in Henllan, the highway new tarmac lay on the Glasfryn housing estate in Henllan will take place within the current financial year.
C. Mrs Julie Roberts has completed the flower beds planters within Henllan village at the cost of £78.34.

8. COUNCIL’S REPRESENTATIVES ON OUTSIDE BODIES:-.
A. Henllan Parochial Charities – Councillor Merfyn Roberts.
B. Christian Aid Committee – Councillor Gwyn Roberts.
C. One Voice Wales – Councillor Jackie Jones.
D. Henllan School Governor – Councillor Gwyn Roberts.
E. Henllan Village Activities Committee – Councillor Amanda Lawson.

9. MEMORIAL BENCH UPDATE.

10. HENLLAN WAR MEMORIAL WORK/GRANT AID.

11. REPLACEMENT FLOWER BEDS UPDATE.

12. GRANT AID APPLICATIONS.
Members considered both the following “Grant Aid” application forms and resolved to grant aid £500.00 each to both organisations:-
A. Henllan Summer League Football Club.
B. Henllan Church Institute.

13. FINANCE ISSUES.
A: Bank balances £34,005.00.
B. Bill payments:-
1. Bank Charges £5.00.
2. Clerk’s “Fineline” stationery expenses £46.22.
3. Scottish Power for the public conveniences electricity supply £88.06.
4. Henllan Church Institute for the meeting room hire £30.00.
5. Henllan Church Institute fror the sound system “Grant Aid” £500.00.
6. Henllan Summer League Football Team “Grant Aid” for the line markers £500.00.
7. Information Commissioner’s Office for the 2022 Annual Membership Fee £30.00.
8. Dwr Cymru for the public conveniences water supply £51.15.

14. PLANNING ISSUES.
None received.

15. CORRESPONDENCE.
None received.

16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members were supplied with the following updates:-
A: The £150.00 benefit towards the heating costs are now being issued by Denbighshire County Council.
B. The “Flexibus” service does not appear to be working out as it should.
C. Training courses are still being provided to the County Councillors.

17. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members noted the following issues:-
A: Loose wooden panels still exist at the Maes Sadwrn Estate in Henllan.
B. Motorists with large vehicles are using the Cae Drain, Henllan to Plas Chambers, Denbigh road as an unrecognised short cut.
C. Lon Fain in Henllan should have a narrow road signage on both entrances to the highway.
