MINUTES OF THE ANNUAL GENERAL MEETING OF THE HENLLAN COMMUNITY COUNCIL HELD ON WEDNESDAY 11TH MAY 2022 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chair), Clwyd Spencer, Jackie Jones, Geraint Williams, Cerian Jones, Gwyn Roberts, Denbighshire County Councillors Geraint Lloyd-Williams and Pauline Edwards together with the Clerk of the Council.

2. APOLOGIES FOR ABSENCE: Councillor Merfyn Roberts.

3. TO COMPLETE THE “DECLARATION OF ACCEPTANCE OF OFFICE” AND “MEMBERS CODE OF CONDUCT – REGISTER OF MEMBERS’ INTERESTS (NOTIFICATION OF INTERESTS)” FORMS.
Members completed and signed the two requited forms at the commencement of the meeting.

4. ELECTION OF COUNCIL CHAIRMAN FOR THE 2022/23 TERM OF OFFICE – Members elected Councillor Nicky Bassett-Powell as Chair of the Council for the 2022/23 term of office.

5. ELECTION OF COUNCIL VICE-CHAIRMAN FOR THE 2022/23 TERM OF OFFICE – Members elected Councillor Jackie Jones as Vice-chair of the Council for the 2022/23 perm of office

6. DECLARATIONS OF INTEREST – None received.

7. CO-OPTION PROCESS FOR THE VACANT SEATS THAT EXIST ON THE COUNCIL.
The Clerk will now publish the Council’s formal Co-option notice for the three vacant seats that exist on the Council with the closing date set at 31st May 2022.

8. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 5th April 2022 minutes as a true record.

9. MATTERS ARISING FROM THE MINUTES.
Councillor Gwyn Roberts reported:-
A: The electronic 20 mph speed activation signage has been relocated on the approach to Ysgol Henllan Primary School, but the LED display is still not working.
B. Ysgol Henllan School thanked the Community Council for the grant aid towards the “Defibrillator” costs.

10. MEMORIAL BENCH UPDATE.
Councillor Gwyn Roberts is in the process of arranging a site meeting with Mrs Eryl Davies, Councillor Clwyd Spencer and Mr Chris Brown at the “Top Park” in Henllan to agree the location of the memorial bench for the late Gerallt Davies and will report back at the next Council meeting.

11. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that she is in the process of seeking information from Reverend Martin Pritchard before awarding the works required on the Henllan War Memorial to the successful applicants.

12. REPLACEMENT FLOWER BEDS UPDATE.
The Clerk agreed to contact Mrs Julie Roberts regarding the provision of plants for the Henllan Flower Beds.

13. FINANCE ISSUES.
A: Bank balances £34,586.36.
B. First 2022/23 Precept receipt £5,376.00.
C. Authorised bill payments:-
1. Viking Direst for the Henllan Public Conveniences provisions £101.36.
2. BHIB annual insurance renewals £399.70.

14. PLANNING ISSUES.
None received.

15. CORRESPONDENCE.
None received.

16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The Chairman welcomed two out of the three Denbighshire County Councillors who represent Henllan to the meeting following the recent County Council elections held on 5th May 2022 – Councillors Pauline Edwards and Geraint Lloyd-Williams.
Councillor Lloyd-Williams reported that the Annual general Meeting of the County Council will be held on 24th May 2022 when the new Chairman, Vice-Chairman and Leader of the Council will be elected.

17. COVID-19 RESTRICTIONS UPDATE.
Members resolved, due to the lifting of the Covid-19 restrictions, Council can now meet face to face again and Councillor Nicky Bassett-Powell agreed to the officials of the Church Institute to book the facilities of the Institute for the next Council meeting.

18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: Councillors Jackie Jones and Nicky Bassett-Powell will meet Dr. James Davies MP on 13th May 202 to discuss the lack of public footpath/cycle path locally heading out of Henllan.
B. Councillor Gwyn Roberts indicated he is ready to step down as the Council’s School Governor representative after five years in the post. Members resolved to review the Council’s representation on outside bodies at the next Council meeting.
C. Councillor Geraint Williams reported that some of the recent tarmacadam works on the Glasfryn Estate in Henllan has failed. The Clerk agreed to inform Denbighshire County Council of the issues raised.
