MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH OCTOBER 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT.
Councillors Jackie Jones (Chair), Merfyn Roberts, Gwyn Roberts, Clwyd Spencer, Geraint Williams, Nia Bellis, Denbighshire County Councillors Pauline Edwards, Delyth Jones and Geraint Lloyd-Williams together with the Clerk.

3. DECLARATIONS OF INTEREST.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th September 2022 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Denbighshire County Council Highways Department are discussing with the suppliers of the Micro Ashphalt at the Glasfryn Housing Estate regarding the bad lay of the material laid.
B. SID signage is not working again on the approach to Ysgol Henllan School.

6. ROAD SAFETY AND ACTIVE TRAVEL UPDATE.
Councillor Ian Carrie provided a written report that he is the process of seeking a third quotation for the provision of the newly erected SID signage in Henllan.

7. INITIATIVE LIAISON OFFICER’S REPORT.

8. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
No report supplied.

9. TO RECEIVE THE COUNCIL’S SUB-COMMITTEE SITE MEETING REPORT AT THE FORMER “OLD TIP SITE” IN HENLLAN ON 9TH SEPTEMBER 2022.
Councillor Nicky Basset-Powell provided the following report for circulation amongst the Members on the “Old Tip Site” Meeting on 9thSeptember 2022.
“We reported at the last meeting that Denbighshire County Council are investigating a possible bid to Welsh Government for a grant to create a new community woodland and community recreation site on the Old Tip site in Henllan.
DCC’s proposed plans are for new wooded and wildflower meadow areas to be created, community orchard and pond, plus the construction of a wildlife tower (for owls, bats and insects) and an outdoor classroom for educational purposes, as well as the inclusion of a recreational space and picnic/seating areas with formal and informal paths around the site.
These plans have been created following a site visit with Denbighshire Countryside colleagues and initial chats with some residents in adjacent properties. Community Councillors were invited to attend a site meeting on Friday 9th September. Councillors Nicky Bassett-Powell, Gwyn Roberts, Ian Carrie and Clwyd Spencer attended the site meeting. Once the meeting had started at the gate of the old tip site, a member of the public, who did not introduce themselves, or ask permission, stood nearby to record what was being said on their mobile phone. The assembled representatives decided that they had no objection to what was being said being recorded, so did not challenge the recording being made.
The consensus achieved was that the community council representatives had no objections to DCC’s plans for the site. However, it was made clear that to achieve the outcome that DCC desired, more thought was required as to how the local residents could safely access the site as no pedestrian or vehicular access is planned. It was felt that the current access would not be safe for children and as part of the plans include an outdoor classroom both the community and County Councillors felt that as much as plans for the site had merit, the inability to access the site would a barrier to residents. DCC representatives acknowledged the concerns but implied that the issues raised were beyond their remit and that should they achieve a grant from Welsh Government, DCC and Community Councillors would have to lobby for better access either to a different section of the council or look elsewhere for funding or permission to improve the access.”

10. REMEMBRANCE SUNDAY 13TH NOVEMBER 2022 SERVICE.
The Clerk reported:-
A: Denbighshire County Council, as the local Highway Authority, have granted the road closure notice closure for Sunday 13th November 2022 between 10.30 and 11.30 am.
B. JT & M Signs will provide the temporary road closure signs for the cost of £120 plus VAT.
C. Councillor Nicky Bassett-Powell is in receipt of the Council’s “Poppy Wreath”.

11. FINANCE UPDATE.
A. Bank balances £36,698.25.
B. Authorised bill payments:-
1. Scottish Power for the Public Conveniences electricity supply £96.36.
2. Winserve for the Council’s Annual Website Fees £97.20.
3. Winserve for the Council’s Annual Website Fees £21.58.
4. Gareth Evans, Caretaker’s Salary for the quarter ended 30th September 2022 £108.36.
5. Clerk’s Salary for the quarter ended 30th September 2022 £420.00.
6. HM Revenue & Customs for PAYE for the quarter ended 30th September 2022 £111.40.
7. Henllan Church Institute for the September and October meetings of the Council £60.00.
8. Monthly HSBC Bank Charges £5.00.
C. Mrs Julie Roberts provided an estimate of between £75 and £100 for the top up costs of the flowers and compost currently required at the Council’s planters. Members resolved to accept the estimated cost and for Mrs Roberts to proceed with the required work.

12. GRANT AID APPLICATIONS.
A. Clwb Pel Droed Henllan Football Club – Members resolved to the grant aid of £500.00.
B. Henllan Flower Show – Members resolved to the grant aid of £500.00.
C. Rhyl branch of “The Samaritans” – Members resolved for the Clerk to send a copy of the Council’s Grant Aid Application Form to the Samaritans for completion.

13. PLANNING ISSUES UPDATE.
None Received.
14. CORRESPONDENCE.
A. One Voice wales provided Council, via the Welsh Government, with the “Training Plan” requirement of all City, Town and Community Council’s in Wales for action as soon as possible.
B. Denbighshire County Council Chairman’s Civic Service with be held on Sunday 20th November 2022 in the Ebenezer Chapel, Rhuddlan at 1.30 p.m.
C. Welsh Government Funded Defibrillators document for information purposes.
D. Denbighshire County Council list of the current 1,259 grit bins for information purposes.
E. Local residents provided Council at the commencement of the meeting with details of large vehicles getting stuck and damage properties on the narrow streets in Henllan recently on the assumption of the incorrect “Satellite Navigation” incorrect instruction. The three Denbighshire County Councillors present at the meeting agreed to raise the issue with the Highways Department of Denbighshire County Council.

15. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members discussed the current Housing Development under construction at Henllan Street in Denbigh which are “Passive Housing” design and are not considered to be “Social Housing”.

16. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: Members discussed the Disabled Access issues at the Church.
B. In order to accommodate the Clerk’s request the Members kindly agreed to defer the date of the next Council meeting to the following day of Wednesday 2nd November 2022.

17. NEXT COUNCIL MEETING – WEDNESDAY 2ND NOVEMBER 2022 AT 7.30 P.M. IN THE HENLLAN CHURCH INSTITUTE.
