MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 6TH SEPTEMBER 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT.
Councillors Nicky Bassett-Powell (Chairman), Jackie Jones, Gwyn Roberts, Nia Bellis, Geraint Williams, Ian Carrie, Mrs Amanda Lawson-Stoner, Clwyd Spencer, Merfyn Roberts, Denbighshire County Councillors Pauline Edwards and Delyth Jones together with the Clerk.

2. APOLOGIES FOR ABSENCE.
Councillor Cerian Jones and Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST.
None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 5th July 2022 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Denbighshire County Council confirmed that both the litter bins have been emptied and the broken fence fixed at the Play Park in Henllan.
B. The “Speed Identification Device” is now working on the Denbigh Road in Henllan.
C. Councillor Clwyd Spencer will make arrangements to replace the Henllan Maes Sadwrn Flower Bed over the next couple of weeks.

6. ROAD SAFETY AND ACTIVE TRAVEL UPDATE.
Councillor Ian Carrie reported following the visit at the previous Council meeting of Mr Ben Wilcox-Jones, Denbighshire County Council Principal Engineer for Road Safety and Active Travel would work with the Community Council to facilitate the introduction of a Community Funded Speed Indicator Devise (SID) in Henllan supplied by the County Council’s preferred supplier, Pandora Technologies Limited who provided the following quotation:-
PTSC 928 Radar speed sign with additional, bi-lingual ‘ARAFWCH/SLOW DOWN’ £2495.00 + vat each this is for a mains fit sign and you would have to have the relevant permission to connect to the mains of whoever owns the post.
Optional data-logging facility and PC based traffic statistics software. Collected data, such as average traffic volume and average speeds, can then be
downloaded via the USB lead provided, to a laptop PC and takes just a few seconds for the license £250.00 + vat
PTSC 823 Solar kit £475.00 + vat offering a ‘fit and forget’ 24/7 power solution, provided that the solar panel is facing South and
is not in major shadow of trees or buildings.
Carriage for 1 number sign and solar to Denbigh £45.00 + vat
There is also an electric power supply fee provided by Scottish Power for £300 plus vat.
Members resolved to accept Councillor Carrie’s report and to proceed with the order subject to the necessary criteria and value for money being met.

7. INITIATIVE LIAISON OFFICER’S UPDATED REPORT.
Councillor Mrs Amanda Lawson-Stoner reported:-
A: HLCA are in the process of completing arrangements for the annual “Bonfire Night” event in 5th November 2022 on the Garn Field subject to enough volunteers being available to host the event.
B. In the process of receiving the Council Members profiles for the Council’s Website.

8. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
No update since the previous Council meeting.

9. TO RECEIVE THE COUNCIL’S SUB-COMMITTEE SITE MEETING REPORT AT THE FORMER “OLD TIP SITE” IN HENLLAN.
Councillor Nicky Bassett-Powell reported that Denbighshire County Council has arranged a site visit with Henllan Ward Members on Friday 9th September 2022 at 10am and would be delighted if representatives from Henllan community council would be able to attend to meet officers and discuss the plans in person also. The proposed plans are for new wooded and wildflower meadow areas to be created, community orchard and pond creation, construction of a wildlife tower (for owls, bats and insects) and an outdoor classroom for educational purposes, as well as the inclusion of a recreational space and picnic/seating areas to enjoy with formal and informal paths around the site. These plans have been created following a site visit with Countryside colleagues and initial chats with some residents in neighbouring homes.
Councillors Nicky Bassett-Powell, Jackie Jones, Gwyn Roberts and Geraint Williams agreed to attend the site meeting.

10. FINANCE ISSUES.
A. Bank balances £37,443.56.
B. Second 2022/23 precept receipt £5,376.00.
C. HSBC monthly bank charge fee £5.00.
D. Grant application form from CPD Henllan for consideration at the next Council meeting.

11. PLANNING ISSUES UPDATE.
Denbighshire County Council has granted planning permission on the following planning applications:-
A: Planning Application: 28/2022/0535 – Alteration to internal room layout and associated works (Listed Building Application) at Bryn Ffynnon, Llindir Street, Henllan.
B. Planning Application: 28/2022/0560 – Erection of a detached single storey building ancillary to existing dwelling at Trigfan, Ochr-y-Bryn, Henllan.

12. CORRESPONDENCE.
For information purposes, the Clerk forwarded the following emails to the Members of the Council from Denbighshire County Council:-
A: Have your say on our Corporate Plan 2022 to 2027.
B. Conwy and Denbighshire Draft Well-being Plan.
C. Grant funding opportunity information from Disability Wales.

13. MEMBERS REPORTING OF DENBIGHSHIRE COUNTY COUNCIL ISSUES BETWEEN MEETINGS.
Members can report Denbighshire County Council issues between Council meeting directly with Denbighshire County Council or via the Clerk.

14. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members noted the recent bad quality of slurry seal tarmacadam lay on the Glasfryn Estate in Henllan.

15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There was no urgent business for consideration.
