MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 6TH DECEMBER 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:- Councillors Nicky Bassett-Powell (Chair), Gwyn Roberts, Nia Bellis, Geraint Williams, Mrs Amanda Lawson-Stoner, Denbighshire County Councillors Delyth Jones and Geraint Lloyd-Williams together with the Clerk.

2. APOLOGIES FOR ABSENCE:- Councillors Jackie Jones, Ian Carrie, Clwyd Spencer, Cerian Jones, Merfyn Roberts together with Denbighshire County Councillor Pauline Edwards.

3. DECLARATIONS OF INTEREST.
Councillor Gwyn Roberts in respect of agenda item 11B below.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed minutes of the 2nd November 2022 as a true record.

5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A: The Clerk received thank you letters from the following organisation with regards to the grant aid received from the Community Council:-
1: The Samaritans.
2. Henllan Church Institute.
3. Henllan Community Leisure Association.
B. Councillor Nicky Bassett-Powell laid the annual Poppy Wreath during the Remembrance Sunday Service which was well attended.
C. No report received from Denbighshire County Council in relation to large vehicles driving on the narrow streets in Henllan causing damage to local properties.

6. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
No report received in the absence of Councillor Ian Carrie.

7. INITIATIVE LIAISON OFFICER’S REPORT.
Councillor Mrs Amanda Lawson-Stoner reported on the following events to be held during December 2022:-

8. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
Councillor Nicky-Bassett-Powell reported that Mrs Angeline Lawson BEM has agreed to get the second quotation required for the War Memorial cleaning.

9. FLOWER BEDS UPDATE.
Further discussions took place on the flower beds in Henllan and Members resolved for:-
A: Nicky Bassett-Powell agreed to look into the ownership of the highway verge into the Parc-y-Llan Estate in Henllan before erecting the third completed flower bed supplied by White Oak Property Services.
B. White Oak Property Services will supply a quotation for the repair of the existing flower bed on the Maes Sadwrn Housing Estate in Henllan.

10. ONE VOICE WALES TRAINING COURSES UPDATE.
No uptake since the previous Council meeting. Both Denbighshire County Councillors indicated that Mr Gary Williams of Denbighshire County Council are hosting a “Code of Conduct” training course on Friday 16th December 2022.

11. GRANT AID APPLICATIONS.
A: 2nd Henllan Brownies – Members resolved to the grant aid of £500.00.
B. Cylch Meithin, Henllan – Members resolved to the grant aid of £502.68.

12. COMMUNITY CHRISTMAS TREE.
The annual Christmas tree has been ordered and delivered by Mr & Mrs Frank Lawson via North West Christmas Tree Company.

13. FINANCE UPDATE.
A. Bank balances £33,778.66.

3. Denbighshire County Council for the “Local Elections Administrative Costs” on 5th May 2022 £150.79.

16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The following discussions took place with the County Councillors in attendance:-
A: Some Biodiversity Wildflower planting has recently been completed in Henllan.
B. County Council Members noted the sub-standard highway work on the Glasfryn Housing Estate and part of the Meifod road in Henllan which needs completing to a satisfactory standard.
C. The hedges next to the highway verge footway between Denbigh Golf Club and Coppy Farm requires cutting due to the narrowing of the footpath still has not been actioned.
D. The lack of Social Housing within the recent new build in the locality.
E. The next round of the “Local Development Plan” consultation will commence over the next few weeks.

17. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There was no urgent matters for consideration.
