MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON WEDNESDAY 2ND NOVEMBER 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Nicky Bassett-Powell (Chair), Gwyn Roberts, Merfyn Roberts, Nia Bellis, Mrs Amanda Lawson-Stoner (via Zoom), together with Denbighshire County Councillor Pauline Edwards and the Clerk.
2. APOLOGIES FOR ABSENCE.
Councillors Ian Carrie, Geraint Williams, Jackie Jones, Clwyd Spencer, Cerian Jones together with Denbighshire County Councillors Delyth Jones and Geraint Lloyd-Williams.
3. DECLARATIONS OF INTEREST.
A. Councillor Mrs Amanda Lawson-Stoner with regards to the Henllan Community Leisure Association grant aid appeal.
B. Councillor Gwyn Roberts with regards to the Cylch Meithrin Henllan grant aid letter.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed the minutes of the 4th October 2022 meeting as a true record.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. the “Speed Identification Device” on the approach to Henllan Primary School is still not working.
B. No report received from Denbighshire County Council in relation to large vehicles driving on the narrow streets in Henllan causing damage to local properties.
6. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie provided Members, prior to the meeting, a detailed report on the three quotations received for the proposed “Speed Identification Devices”. Members resolved to defer selection of the preferred quotation to the next Council meeting when Councillor Carrie will be in attendance.
7. INITIATIVE LIAISON OFFICER’S REPORT.
Councillor Mrs Amanda Lawson-Stoner provided a verbal report that there is no “Henllan Bonfire and Fireworks” display this year and subsequently provided details of various functions within the Henllan Community over the next twelve months.
8. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
No updated report following the previous Council meeting.
9. REMEMBRANCE SUNDAY 13TH NOVEMBER 2022 SERVICE.
Councillor Nicky Bassett-Powell will lay the “Poppy Wreath” on behalf of the Council.
10. FORMER “OLD TIP SITE” IN HENLLAN UPDATED REPORT.
No updated report following the previous Council meeting.
11. FLOWER BEDS UPDATE.
A. Mrs Julie Roberts has completed the winter plants planning for the current flower beds within Henllan for the cost price of £116.99.
B. Members discussed both the condition of the current state of the flower bed at the Maes Sadwrn Estate in Henllan and possible location of the completed new flower bed by White Oak Property Services. Members resolved to ask White Oak Property Services for a quotation to repair the current flower bed in Maes Sadwrn prior to resolving on the way forward.
12. CLWB PEL DROED HENLLAN JUNIORS – REQUEST FOR SUPPORT.
Clwb Pel Droed Henllan Juinors are in the the process of seeking grant aid from various organisations and seek the written support approval of the Community Council. Members resolved to provide the letter of support as requestesd.
13. HENLLAN CHURCH INSTITUTE WINTER WARM MEETINGS.
Members discussed the completed grant aid application form received from the Henllan Church Institute to provide a monthly lunch club, at a low cost. To provide two course lunch of soups and bread followed by a pudding and tea and coffee, to provide time for social interaction in a warm environment. Members resolved to the grant aid of £650.00.
14. ONE VOICE WALES “TRAINING PLAN” REQUIREMENT OF ALL CITY, TOWN AND COMMUNITY COUNCIL’S IN WALES.
The Clerk circulated Members with the One Voice Wales Training Plan requirements to all Local Authorities within Wales which included the list and dates of the training dates provided by One Voice Wales for October, November and December 2022.
15. GRANT AID APPLICATION FROM THE RHYL BRANCH OF THE SAMARITANS
Members considered the completed grant aid application form provided by the Rhyl Branch of the Samaritans and resolved to the grant aid of £200.00.
16. FINANCE.
A. Bank balances £35,287.27.
B. Authorised payments:-
1. Julie Roberts for flower beds planters £116.99.
2. Viking Direct for the Henllan Public Convenience provisions together with stationery and printer ink cartridges £124.45.
3. HSBC monthly bank charges £5.00.
4. Henllan Church Institute for the Council meeting £30.00.
5. Grant aid to The Samaritans, Rhyl Branch £200.00.
6. Grant aid to the Henllan Community Leisure Association £500.00.
7. Grant aid to the Henllan Church Institute £650.00.
17. PLANNING ISSUES.
None received.
18. CORRESPONDENCE.
A. Completed “Grant Aid Application Form” from the Henllan Community Leisure Association are looking for financial support to hold a Christmas nostalgic afternoon to include afternoon tea, vocalist and speaker. The music will be based 40s, 50s and 60s, on the afternoon on the 10th of December, commencing at 2.30pm, Henllan Church Institute. This will be an adult ticket only event at a cost of a modest £3.00. We have received a financial donation from another organisation but are looking for further donations to help support this event.
Members resolved to the grant aid of £500.00 to the Henllan Community Leisure Association in support of the “Grant Aid Application”.
B. Letter received from Cylch Meithrin Henllan seeking a small donation towards ICT equipment. Members resolved to provide Cylch Meithrin Henllan with the Council’s “Grant Aid Application Form”.
C. the Clerk circulated members with the “Applications for Commuted Sums” email from the Community Development Team of Denbighshire County Council which shows grant aid of £1,255.11 to be spent within the Henllan Community Council area.
19. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A: Councillor Pauline Edwards reported that the new housing estate opposite Coppy Farm in Henllan Street, Denbigh will be complete by the end of January 2023 and will commence to be occupied from March 2023.
B. Councillor Pauline Edwards noted the query from members of the Council that the hedges next to the highway verge footway between Denbigh Golf Club and Coppy Farm requires cutting due to the narrowing of the footpath.
20. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no further business for consideration.
