MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 7TH FEBRUARY 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:-
Councillors Jackie Jones (Meeting Chair), Mrs Amanda Lawson-Stoner, Merfyn Roberts, Ian Carrie, Geraint Williams, Gwyn Roberts, Clwyd Spencer, together Denbighshire County Councillor Pauline Edwards and the Clerk.

2. APOLOGIES FOR ABSENCE:-
Councillors Nicky Bassett-Powell, Nia Bellis together with Denbighshire County Councillors Delyth Jones and Geraint Williams.

3. DECLARATIONS OF INTEREST.
None received.

4. DISCUSSION WITH THE LOCAL POLICE OFFICER, PC JOHN WILLIAMS, FROM DENBIGH POLICE STATION REGARDING POLICING ISSUES WITHIN THE HENLLAN COMMUNITY COUNCIL AREA.
The Chair welcomed Police Officers Lloyd Williams and Richard Llewellyn to the meeting and noted the following concerns received by the Community Council:-
A: Speeding issues within Henllan.
B. Vehicles parking too near or on T-junctions within the village.
C. Large vehicles getting stuck and damaging properties going the wrong way in Henllan.
The Police Officers noted the concerns and will report back to the Council in due course with their findings and the Chair thanked them for their attendance.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed minutes of the 3rd January 2023 meeting as a true record.

6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A: Mr Peter Smith has re-commenced the translation of the Welsh minutes.
B. Denbighshire County Council has commenced on the required works required at the Glasfryn Estate in Henllan.

7. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie reported that he is still awaiting quotation from Scottish Power for the electricity supply for the equipment.

8. INITIATIVE LIAISON OFFICER’S REPORT.
Councillor Mrs Amanda Lawson-Stoner provided a verbal report on the Henllan events provided by the local organisations for the reminder of the current calendar year.

9. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
Councillor Nicky Bassett-Powell provided following report prior to the meeting:-
“Mrs Lawson has kindly offered to take this forward and has found a second company to quote.
The quote from North West Masonry is a couple of hundred less than the original quote Rev. Pritchard obtained from NuLife 18 months ago. However, the cleaning method they propose is not the DOFF cleaning recommended for our limestone memorial. I’ve spoken to NuLife and their quote still stands. Having had a spare hour this morning I have asked another couple of companies to quote. If anything comes back before tomorrow evening I’ll forward them on.
You may want to decide not to go ahead with applying for the WMT grant (next deadline 28th February) and just to get on with this and the Community Council bear the cost.
Its worth noting that being eligible to apply for the grant doesn’t necessarily mean it will be successful. They may decide to go for the lower quote – or discount the North West Masonry quote as its not for DOFF cleaning.”
Members resolved to proceed with the quotation from NuLife in the first instance Councillor Ian Carrie will arrange to review and determine the material of the War Memorial inscription in order to confirm it can take the power of the power washer.

10. FLOWER BEDS UPDATE.
Members reviewed the process of the completion of the Flower Beds issues in Henllan and resolved on the following:-
A: To accept the quotation of White Oak Property Services of £790.00 to repair the refurbishment of the Planter at Maes Sadwrn.
B. The completed planter to be placed on the entrance to Parc-y-Llan with the landowner permission on the exact location of the planter. Councillor Jackie Jones agreed to arrange a site meeting with the landowner.

11. ONE VOICE WALES TRAINING COURSES UPDATE.
No courses attended since the previous Council meeting.

12. TO RECEIVE THE UPDATED ANNUAL FINANCIAL STATEMENT COVERING THE PERIOD FROM 1ST APRIL 2022 TO 31ST JANUARY 2023.
The Clerk circulated Members with the updated financial statement covering the period from 1st April 2022 to 31st January 2023.

13. FINANCE UPDATE.
A: Bank balances:-
1: HSBC Current Account £11740.14.
2. HSBC Reserve Account £25,056.94.
B. Authorised bill payments:-
1. Scottish Power for the Public Convenience electricity supply for the quarter ended 30th November 2022 £109.31.
2. Henllan Church Institute meeting room hire for the January 2023 £30.00.
3. Mrs Angeline Lawson BEM for replacement Christmas Tree Lights £63.98.
4. HM Revenue & Customs for PAYE for the quarter ended 31st December 2022 £111.60.
5. Dwr Cymru for the Public Conveniences Water Rates for the half year ending 31st December 2022 £58.73.
6. Monthly bank charge fee £5.00.

14. YSGOL GYNRADD HENLLAN PRIMARY SCHOOL COMPLETED GRANT AID APPLICATION.
Grant application form received from Ysgol Gynradd Henllan to design, print and erect 10 “No Dog” fouling signage for the village of Henllan.
Members resolved to the grant aid of £500.00.

15. PLANNING ISSUES.
None received.

16. CORRESPONDENCE.
One Voice Wales are seeking one nomination from all Member Councils in Wales into a ballot to attend King Charles III Garden Party on either 3rdor 9th May 2023. Members nominated Councillor Mrs Amanda Lawson-Stoner to attend on behalf of Henllan Community Council.

17. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Denbighshire County Councillor Pauline Edwards noted the works required on the Ochr-y-Bryn Highway in Henllan.

18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved to discuss the potential joint meeting with the Children of Yagol Gynradd Henllan Primary School.
