MONTHLY MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 2ND MAY 2023 IN THE HENLLAN CHURCH INSTITUTE AT 7.30 P.M.

1: PRESENT;
Councillors Jackie Jones (Chair), Clwyd Spencer, Geraint Williams, Gwyn Roberts, Merfyn Roberts, Nia Bellis, Denbighshire County Councillors Delyth Jones and Pauline Edwards and the Clerk.

2. APOLOGIES FOR ABSENCE.
Councillors Nicky Bassett-Powell, Ian Carrie, Amanda-Lawson-Stoner, Cerian Jones and Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST.
None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4Th April 2023 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Thank you letters were received from the following organisations regarding the grant aid:-
A: St. Sadwrn Church Cemetery Account towards the annual cemetery costs.
B. Henllan Community Leisure Association towards the “Coronation” event costs.

6. HENLLAN WAR MEMORIAL UPDATE.
Mrs Angeline Lawson BEM reported that the cleaning of lettering at the Henllan War Memorial has been completed by North West Stone Masonry for the cost of £850.00.
There are three letters that have been damaged (agreed by Council Members) and will be reviewed for repair by Mrs Lawson and will report back to Council.

7. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
No update to report.

8. YSGOL GYNRADD HENLLAN PRIMARY SCHOOL JOINT MEETING WITH THE COMMUNITY COUNCIL.
Councillor Gwyn Roberts reported that the six posters provided by Henllan School have now been laminated and will be erected around the village by Councillor Roberts at the following locations:-
A: School Gate.
B. Football Field.
C. Maes Sadwrn Park.
D. Ffordd Meifod Road.
E. Two next to the existing Flower Beds.

9. INITIATIVE LIAISON OFFICER’S REPORT.
No update to report.

10. FLOWER BEDS UPDATE.
Councillor Nicky Bassett-Powell agreed, in the short term, to look after the Henllan Flower Beds planters.

11. HENLLAN PUBLIC CONVENIENCES REQUIRED WORKS.
A; The lock located at the disabled toilets ia a “Radar” lock which is opened by the universal “Radar” key.
B. Need to confirm the required national inspections for the property.

12. ONE VOICE WALES TRAINING COURSES UPDATE.
The Clerk circulated Members with the May 2023 One Voice Wales training courses and that Denbighshire County Council are also providing training courses.

13. FINANCE UPDATE.
A: Bank balances £36,196.07.
B: First 2023/24 Precept Receipt £5,474.00.
C. Authorised receipts:-
1. Monthly HSBC fee £5.00.
2. North West Stone Masonry £850.00.
3. Henllan Church Institute for Council meeting £30.00.
4. BHIB Ltd annual insurance premium £450.86.

14. KING CHARLES III CORONATION UPDATE.
Councillor Jackie Jones will attend the King Charles III Coronation event hosted by the HCLA on 7th May 2023 to hand out the “Coronation Medals” provided by the Council.

15. TO REVIEW THE CLERK’S SALARY FOR THE 2023/24 FINANCIAL YEAR.
Councillors Nicky Bassett-Powell and Jackie Jones met prior the meting to discuss the Clerk’s salary increase and recommends the following salary for the full Council to ratify – 20 hours per month @ £15.00 per hour = £300.00 per month. Members resolved to accept the recommendation.

16. PLANNING ISSUES.
None received.

17. CORRESPONDENCE.
Letter received by the Clerk reporting that the fallen top park “Plaque” is missing.
Members resolved that the “Plaque” is located in the storeroom of the Public Conveniences in Henllan. Councillor Gwyn Roberts will re-erect the “Plaque”.

18. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillors in attendance noted the large highway pothole on the Henllan to Trefnant road.

19. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no urgent business for discussion.
