MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 6TH JUNE2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Nicky Bassett-Powell, Gwyn Roberts, Merfyn Roberts, Geraint Williams, Mrs Amanda Lawson-Stoner, Denbighshire County Councillors Delyth Jones and Geraint Lloyd-Williams together with the Clerk.
2. APOLOGIES FOR ABSENCE.
Councillors Nia Bellis, Clwyd Spencer, Cerian Jones together with Denbighshire County Councillor Pauline Edwards.
3. DECLARATIONS OF INTEREST.
None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd May 2023 minutes as a true record and signed by the Chair.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Already covered elsewhere within the minutes.
6. HENLLAN WAR MEMORIAL UPDATE.
Mrs Angeline Lawson BEM is awaiting a quotation from Vallance Memorials from Ruthin for the required works on three letters on the War Memorial.
7. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie reported that the anticipated works will take place in July 2023.
8. KING CHARLES III CORONATION EVENT REPORT.
The King Charles III Coronation event hosted by the HCLA on 7th May 2023 was well attended and enjoyed by all and the “Coronation Medals” provided by the Council were handed out and gratefully received by the local Children.
9. INITIATIVE LIAISON OFFICER’S REPORT.
Report for the remainder of the 2023 calendar already supplied by Councillor Mrs Amanda Lawson-Stoner.
10. FLOWER BEDS UPDATE.
A: The Maes Sadwrn Flower Bed has now been repaired by White Oak Property Services.
B. Mrs Eryl Davies has completed the planning works on the Bron Llan, Llindir Street Flower Boxes at the cost of £103.96 to the Council.
C. Councillor Nicky Bassett-Powell reported that further volunteers, Councillor Gwyn Roberts and Ms June Roberts) to look after the planters within Henllan for the summer months with additional volunteers required within the winter months.
11. HENLLAN PUBLIC CONVENIENCES REQUIRED WORKS.
A: Members resolved to appoint E G Morris Electrical Contractor from Denbigh the required national inspections for the property.
B. Members authorised for the minor repairs required on the premises.
12. TOP FIELD PLAQUE.
Councillor Gwyn Roberts has kindly re-erected the missing “Plaque” at the Top Park.
13. ONE VOICE WALES TRAINING COURSES UPDATE.
A: The Clerk circulated Members with the May 2023 One Voice Wales training courses and that Denbighshire County Council are also providing training courses.
B. The Chair reported that Denbighshire County Council will provide some training courses during September 2023.
14. FINANCE UPDATE.
A: The Clerk updated Members with the annual financial statement covering the month of April 2023.
B. Authorised payments:-
1. Monthly HSBC Fee £5.00.
2. Henllan Church Institute for Council meeting £30.00.
3. Scottish Power for the public conveniences electricity supply £132.47.
4. Mrs Eryl Davies for flower bed planters £103.96.
5. Information Commissioner’s office for Data Protection annual fee £35.00.
6. White Oak Property Services for the Maes Sadwrn Flower Beds repairs £790.00.
15. PLANNING ISSUES.
None received.
16. CORRESPONDENCE.
A: The Chair of the Governing Body of Ysgol Gymraeg Henllan reported:-
I have recently noticed on social media more and more comments about the safety of our roads in Henllan.
I am the chair of governors at Ysgol Gymraeg Henllan and we, as a school, have also complained in the past to Denbighshire CC about the speed of some vehicles on the roads in Henllan, we already have a pupil who suffered severe, life changing injuries due to a road traffic accident, admittedly this was not in Henllan but a nearby village, however, it is only a matter of time I feel before this happens here.
I would urge you to please raise this issue once again with our full support, if we as a school can help in any way, maybe the school council could help, then please do not hesitate to ask, I thank you for your support in advance.”
Denbighshire County Ward Councillors reported that Safety Officers of the County Coucncil are in the process of assessing the concerns of the issues raised and report back in due course.
B. Denbighshire County Council Local Development Plan Team provided City, Town and Community Council LDP Drop in Sessions during June and July 2023.
17. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The County Councillors present provided an updated report on the “Top Field” (former old dump field in Henllan).
18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There was no urgent business for discussion.
