MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH JULY 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:-
Councillors Jackie Jones (Chair), Ian Carrie, Amanda Lawson-Stoner, Nicola Neale. Nia Bellis, Clwyd Spencer, Gwyn Roberts, Merfyn Roberts, Geraint Williams together with Denbighshire County Councillor Pauline Edwards and the Clerk.
2. APOLOGIES FOR ABSENCE.
Councillor Cerian Jones and Denbighshire County Councillors Delyth Jones and Geraint Lloyd-Williams.
3. DECLARATIONS OF INTEREST.
None received.
4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
There were no members of the public in attendance.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th June 2023 minutes as a true record and signed by the Chair.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A: Mr Philip Neale erected the Top Park Plaque prior to the previous Council meeting.
B. County Councillor Delyth Jones reported:-
As an update with regards to Road safety issues raised in the last meeting.
I sent in a request for information – support with both the dropped kerb line marking in response to the residents’ concerns. Also a note of request with regards to the wider issues and ongoing concerns in connection with the Road safety and excess speed concerns noted by residents on a regular basis. The request was sent in immediately after last month’s committee.
I have now made initial contact with Rebecca Musgrave and am in the process of arranging a meeting with her to look at these matters more closely as soon as I return home. I hope to be able to arrange a meeting to walk around the village, possibly with the concerned resident in order to identify the main areas of concern and restriction in terms of both wheelchair, mobility aids and people with prams in order to see what can be done. I will report back any actions as soon as I have anything further to report. I will also discuss the possibility of inviting a member of the road safety team to a HCC meeting in the autumn with a view to also discuss possible open resident meetings to address concerns.
Apologies that I do not have more comprehensive news as yet, but progress is being made.
7. HENLLAN WAR MEMORIAL UPDATE.
Mrs Angeline Lawson BEM reported:-
“Unfortunately, no, I have had no luck.
Two contractors have been out to have a look at the works. A further two said they would not be interested in quoting.
Following numerous calls to both, one said that as it was only 3 letters it was not cost effective for them to quote, the other has not returned my calls.
Very frustrating indeed.
If any Council Members can advise on any potential contractor, I’d be happy to follow it up.”
8. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie reported:-
“I will be receiving our recently purchased SID sign this coming Tuesday 18th July from Becky at Denbighshire County Council.
Once received I will of course study the instructions for fitting and get the sign fitted asap, this may have to be commissioned by Becky I will check about this.
Soon as possible I will get this fitted to the existing post.
One up and running I would to invite Councillor Gwyn Roberts Governor of Henllan School the Headmaster plus Children to the sign so we can have a photo taken for our Facebook page.”
9. TOP FIELD UPDATE.
Members resolved to invite Mr Chris Brown to the next Council meeting to discuss the “Top Field” issues.
10. FLOWER BEDS UPDATE.
A; Mrs Julie Roberts thanked members for the lovely gift for looking after the Flower Beds.
B. Ysgol Henllan will maintain the Flower Beds in Denbigh Street whilst members will assist Councillor Nicola Neale maintaining the other Flower Beds in Henllan.
C. Mr Sefton Bentley reported:-
“There is the small island near the house with a little pine tree in it and I maintain that piece of grass and tree.
Would it be possible to provide me a single layer of the new flower boxes what’s been put in place around Henllan? All I require is a new layer. The square sleepers are now falling apart after 9 yrs. It gives me great pleasure to ensure as you entre Henllan from Trefant side, it looks welcoming especially Xmas time.”
Members resolved to defer decision until the proposed Denbighshire County Council highway works on location has been completed.
11. HENLLAN PUBLIC CONVENIENCES REQUIRED WORKS.
All the required works has now been completed.
12. RECENT ANTISOCIAL BEHAVIOUR IN HENLLAN.
Councillor Ian Carrie reported:-
“On Monday I received a phone call from Gareth who attends to the toilet block to advise that the Gents toilets at Top Park had been vandalised.
He locked the door to the Gents toilets and I arranged to meet him there and I took photographic evidence which is attached.
This was the first incident that was reported. However I have since been notified of two further incidents.
The first is regarding Youths who have been kicking the front door of a resident on Church Street Henllan, and the second was the Hairdressers on Church St / School St who reported having a drinks carton thrown at the property, however the owner confronted the youths who denied responsibility.
I placed the photos on the Henllan Facebook page and have been given some possible names of youths that could have caused the damage however, nothing can be proven.
I have contacted our Chairperson Jackie and we are attempting to contact the local Police Officers that attended one of our Community Council meetings to seek their help and requesting if they could arrange a drive through from local police officers as a possible deterrent.”
13. ONE VOICE WALES TRAINING COURSES UPDATE.
The Chair and Vice-Chair will attend the “Module 10 – Chairing Skills” of the One Ove Voice Wales Training Course on 25th July 2023.
14. FINANCE UPDATE.
A: The Clerk updated Members with the Council’s bank transactions spreadsheets covering the period from 1st April to 30th June 2023.
B. Authorised payments:-
1. Monthly HSBC Fee £5.00.
2. Henllan Church Institute for Council meeting £30.00.
3. Dwr Cymru for the public conveniences Water Rates £54.71.
4. Viking Direct for the public convenience provisions £120.35.
5. EG Morris Electrical to carry out electrical inspection and report for the Henllan toilet block – £102.00.
6. Clerk’s salary for the quarter ended 30th June 2023 £720.00.
7. HM Revenue & Customs for PAYE for the quarter ended 30th June 2023 £180.00.
C. Members considered the following completed Henllan Community Council Grant Aid forms:-
1. Warm Space at the Henllan Church Institute – Members resolved to grant aid £739.00 towards the costs of the project.
2. Printer costs for the Ysgol Sul at the Capel Methodist Henllan – Members resolved to grant £500.00 of the project costs.
15. PLANNING APPLICATION.
Planning application: 28/2023/0419 – Change of use of agricultural land to form equestrian paddock and associated works on land at Tan-y-Graig, Mill Lane, Henllan – Members felt that there is insufficient information provided for observations to the subject planning application and plans.
Members observed that at the very least the planning application, if granted, should have a screening condition to protect highway users and neighbouring properties.
16. CORRESPONDENCE.
The Clerk received report from a local resident regarding some overgrown highway hedges within Henllan Village which are obstructing the village pavements. Councillor Ian Carrie has already reported the issue to Denbighshire County Council via Customer Services.
17. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Pauline Edwards reported:-
A: The new housing development in Henllan Street at Denbigh will be complete by middle of August.
B. The Local Development Plan Development Plan is currently under consideration by the County.
18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
