MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 5TH SEPTEMBER 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:
Councillors Jackie Jones (Chair), Bassett-Powell, Nia Bellis, Geraint Williams, Gwyn Roberts, Clwyd Spencer, Merfyn Roberts together with Denbighshire County Councillors Delyth Jones, Pauline Edwards, Geraint Lloyd-Williams and the Clerk.

2. APOLOGIES FOR ABSENCE.
Councillors, Ian Carrie, Amanda Lawson and Cerian Jones.

3. DECLARATIONS OF INTEREST.
None received.

4. DISCUSSION WITH MR CHRIS BROWN N REGARDS TO THE “RECREATION” FACILITIES WITHIN HENLLAN.
The Chair welcomed Mr Chris Brown to the meeting who presented Community Council in regards to the “Recreation Facilities” in Henllan. Following the background to the report, Mr Brown summarised in the short term (1 to 3 years) improvements needs to be made in the following areas:-
A: Changing Clubhouse facility.
B. Pitch.
C. Maintenance.
D. Car Park.
E, Pitch Access.
F. Space Issues.
G. Other Locations.
Mr Brown concluded his report with five recommendations.
Members resolved to elect the following “Task and Finish Group” to discuss the findings of Mr Brown’s report:-
Community Councillors Clwyd Spencer, Nia Bellis, Nicky Bassett-Powell, Denbighshire County Councillors Delyth Jones and Pauline Edwards together with Mr Chris Brown.

5. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
There were no members of the public in attendance.

6. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4th July 2023 minutes as a true record and signed by the Chair.

7. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Already covered elsewhere within the minutes.

8. HENLLAN WAR MEMORIAL UPDATE.
No updated report since the previous Council meeting.

9. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie reported – “SID update the sign is in and working however, SETs will be returning to tweak the installation. Rebecca Musgrave will be attending to the change of speed limit on the 17th Sept to 20mph.”
10. OLD TIP FIELD UPDATE.
Denbighshire County Councillor reported that the next site meeting with Rebecca Musgrave at the former “Old Tip site” in Henllan will be on 13th September 2023 at 10.00 am and any of the Members of the Community Council are welcome to attend the site meeting.

11. FLOWER BEDS UPDATE.
Councillor Nicky Bassett-Powell reported “With the exception of the Maes Sadwrn Flower Beds which requires re-stocking in the Autumn all the other flower beds owned by the Community Council are fully stocked with, Ysgol Henllan (Opposite entrance to Parc-y-Llan Housing Estate), Eryl Davies flower planter (Bronllan) and Mrs Eleri Wynne (next to Plas Meifod Farm Entrance).

12. HENLLAN PUBLIC CONVENIENCES REQUIRED WORKS.
All of the required works are completed onsite.

13. TRAINING COURSES UPDATE.
A: The Clerk circulated Members with the One Voice Wales September 2023 Training Courses list.
B. Denbighshire County Councillors confirmed that Denbighshire County Council has offered the “Code of Conduct” course free of charge to the Members of the Council.

14. FINANCE UPDATE.
A: Bank balances £37,495.56.
B. Second 2023/24 precept instalment £5,474.00.
C. Two £5.00 monthly HSBC bank charges £10.00.
C. Council received the Henllan Flower Show Grant Application Form for consideration. Members resolved to defer decision until the next Council meeting in order to receive additional financial information from the applicants.

15. PLANNING ISSUES.
A: The Town and Country Planning (Development Management Procedure) (Wales) Order 2012 (As Amended). Consultation prior to lodging a planning application. Land off Cil y Coed, Henllan pre Denbighshire County Council planning application for information purposes.
B. Planning Application: 28/2023/0581 – Erection of extension to side of dwelling and associated works at 1 Glasfryn, Henllan – No objections.
C. Denbighshire County Council has granted planning permission for the planning application: 28/2023/0419 – Change of use of agricultural land to form equestrian paddock and associated works on land at Tan-y-Graig, Mill Lane, Henllan.

16. REMEMBRANCE SUNDAY SERVICE 12TH NOVEMBER 2023.
Confirmation that the annual Remembrance Sunday Service will take place on 12th November 2023 and the Clerk will arrange for a road closure application with both Denbighshire County Council and JT & M Signs.

18. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A: Updated written report from Councillor Delyth Jones in Appendix 1 below.
B: Denbighshire County Council has created more “Wild Flowers” areas this by the introduction of the Yellow Rattle plant which increases the chances of establishing and maintaining flower-rich grassland. Yellow rattle reduces the above ground grasses and legumes and is also thought to affect the rate of nutrient cycling and the composition of the soil microbial community.
C. Members resolved to ask Denbighshire County Council to provide a “STOP” sign and highway markings at the Church Street highway junction with Denbigh Street in Henllan.

19. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no urgent business for consideration.

20. NEXT COUNCIL MEETING – TUESDAY 3RD OCTOBER 2023 IN THE HENLLAN CHURCH INSTITUTE AT 7.30 P.M.

APPENDIX1.

With regards to the ongoing concerns with regards to speed of travel through Henllan as discussed in the June meeting of HCC. I have now spoken to Becky and received the following as a response:

• She drew attention to the new SIDS device to be delivered next week. Noted that DCC would be happy to monitor the speeds noted on the device once fitted as to whether or not any further steps may be needed.
• It was noted that they would not be able to agree to a formal speed monitoring exercise at this point due to i) cost ii) forthcoming reduced speed limit to 20 mph soon.
• Road safety are awaiting further guidance from WG with regards to monitoring of speed Data in the proximity of all schools. Becky was of the opinion that WG are likely to request this Data and therefore a monitoring exercise in the vicinity of Henllan school would then be completed at that point. We will have to wait and see.
• Road safety are also in discussion with police/community police with a high likelihood that officers will be carrying out an engagement/enforcement exercise (i.e. possibly with speed cameras) once the new 20 mph are in force. Becky will discuss with them the possibility of arranging for a visible presence by them near the school in order to engage with residents and highlight the need to adhere to the speed limit by passing traffic.
• Becky and team are in the process of developing their comms strategy via website, social media etc in order to highlight new 20 mph – comms would then be available to be shared on the Henllan Fb pages/communications.
• Becky is happy to continue to work with HCC during and following the above.

I also discussed the possibility of ‘H’ line markings for dropped kerbs around the village. Becky was very much in agreement that cars parking across such crossings was a very real problem not only for the disabled wheelchair users but also families with prams and elderly residents with mobility aids.

I am therefore in the process of arranging a meeting with the Resident who attended June meeting, Becky and myself to walk around the village in order to identify and fully understand the issues. I am waiting for time / date for this but am hopeful to be able to arrange something for next Tuesday as Becky will be in Henllan with the SIDS. If a member of HCC would like to join us for this informal meeting please let me know and I will share the details with you.

Any works line marking would need to be discussed and agreed with Peter Leigh. Becky also noted that there would be a cost of approx. £50 associated with each marking – a discussion would also need to be had with regards as to who would be responsible for these costs. Would HCC be willing to discuss the matter should the need arise with a view to funding / part funding the works if necessary?

Becky also suggested that an engagement exercise in the vicinity of the most offending areas might also be considered – either by way of leafleting, or also by way Community police engaging with residents (knocking doors) to gently raise the issue. This type of strategy has proven to be quite effective in other locations with a similar issue.
