MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD OCTOBER 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Nicky Neale, Geraint Williams, Clwyd Spencer, Merfyn Roberts, Gwyn Roberts, Amanda Lawson together with Denbighshire County Councillor Pauline Edwards and the Clerk.

2. APOLOGIES FOR ABSENCE.
Councillors Nia Bellis and Cerian Jones together with Denbighshire County Councillors Delyth Jones and Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST.

4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
No members of the public were in attendance.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 5th September 2023 minutes as a true record and signed by the Chair.

6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Denbighshire County Council noted the request “STOP” sign and highway markings at the Church Street highway junction with Denbigh Street in Henllan.

7. TASK AND FINISH GROUP REPORT.
Denbighshire County Councillor Delyth Jones reported per appendix 1 below.

8. HENLLAN WAR MEMORIAL UPDATE.
The Clerk will update the previous Council Minutes to read:
“Mrs Angeline Lawson, BEM, reported that a contractor for the war memorial lettering is still being sought.”

9. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie reported that the equipment on site is now working after a couple of recent repairs to the equipment.

10. FORMER TIP FIELD UPDATED REPORT.
Denbighshire County Councillor Delyth Jones reported per appendix 1 below.

11. FLOWER BEDS UPDATE.
Councillor Nicky Bassett-Powell reported at the previous Council meeting – “With the exception of the Maes Sadwrn Flower Beds which requires re-stocking in the Autumn all the other flower beds owned by the Community Council are fully stocked with planters and are look after by Angeline Lawson during school holiday periods (Maes-yr-Efail), Ysgol Henllan (opposite entrance to Parc-y-Llan Housing Estate and at Maes-y-Felin Housing Estate) and Mrs Eleri Wynne (next to Plas Meifod Farm Entrance) and Eryl Davies Bronllan planter.

12. ONE VOICE WALES AND DENBIGHSHIRE COUNTY COUNCIL TRAINING COURSES UPDATE.
The Clerk circulated Members with the One Voice Wales September 2023 Training Courses list.

13. FINANCE UPDATE.
A: The Clerk circulated Members with the updated annual financial statement covering the period from 1st April to 30th September 2023.
B. Schedule of authorised payments:-
1. One Voice Wales Training courses £76.00.
2. Church Institute meeting hire £30.00.
3. Public Conveniences Electricity £169.12.
4. Winserve Websire fees £111.78.
5. Monthly HSBC Fee £5.00.

C. Henllan Flower Show Grant Application Form. Members duly condidered the application form and resolved to the grant aid of £800.00.
D. the Chair and Responsible Financial Officer signed off the completed Annal Returns for the four years ended 31st March 2023.

14. PLANNING APPLICATIONS -None received.

15. REMEMBRANCE SUNDAY SERVICE 12TH NOVEMBER 2023.
A: Denbighshire County Council confirmed the completion of the “Road Closure” Order.
B. JT & M Signs will provide the road closure signage for the quoted of £150 + VAT.
C. the Chair will lay the ordered Poppy Wreath on behalf of the Community Council.

16. CORRESPONDENCE.
A: the Principal Chartered Valuation and Estates Surveyor of Denbighshire County Council informed Council that the County assets of Peronne Farm and Land at Maes-y-Groes Farm in Henllan are surplus to the requirement and will subsequently disposed to the tenants.
B. Councillor Ian Carrie reported that Denbighshire County Council Commuted Sums Grant within the 2023/24 financial year is £1,293.98 and will contact Denbighshire County Council to check the availability of the grant towards play equipment for the Hanllan Play Park.
C. Members resolved to provide a letter of support towards Amanda Lawson’s application to Grwp Cynefin for a property in Henllan.

18. NEXT COUNCIL MEETING – TUESDAY 7TH NOVEMBER 2023 IN THE HENLLAN CHURCH INSTITUTE AT 7.30 PM
APPENDIX 1.

1. Rebecca Musgrave meeting and walkabout. May I in the first instance correct the record made for the last meeting (Scan of Welsh version) – the meeting with Rebecca Musgrave was arranged in connection with Road Safety issues around the village – in particular in response to a request made by Mr Nathan Penfold as a village resident, who is also a wheelchair user. Mr Penfold and his wife attend a meeting of the HCC before the summer noting issues surrounding dropped curbs being blocked by parked cars etc.

13 September – meeting held with Rebecca Musgrave, Cllr Delyth A Jones, Nicky Neale and Jackie Jones.

• Walkabout held with Mr & Mrs Penfold and above members to discuss issues surrounding dropped curbs and how this impacts ease of movement around the village for several groups of resident – wheelchair users; families with pushchairs/young families; users with mobility aids.
• Key dropped kerbs identified that can appear hidden due to location and the materials used for construction – agreement for RM to request ‘H line markings’ to be added in order to draw attention.
• Discussion held re road safety issues identified with vehicles entering Denbigh Street from Church Street – change of line marking discussed in order to alert drivers to the need to prioritise vehicles on Denbigh street before moving out of the junction. RM agreed to take discuss this issue further with the Road safety service with a view to actioning this request. It was noted that requested change to the signage i.e. for a STOP sign – was likely to be a long, arduous and very costly process that would require WG sanction and was therefore unlikely to be a possibility. Issues of car parking adjacent to the junction, outside the village shop also discussed – noted issues surrounding the need for easy access to the village shop as an important factor. More consideration by HCC needed.
• Costs associated with the agreed dropped kerb H lines and junction line markings – RM agreed costs to be covered by DCC Road Safety budget.
• Timing of the completion of works would be dependent on deploying Line marking team at a time when other planned works are to be completed in the vicinity. RM to confirm when this is likely to be in due course.
• Also discussed request for Street name signage on the lane adjacent to the Church/Church institute – DAJ requested confirmation of the legally adopted name for this Lane in order to make further enquiries. NN/JJ to confirm in due course.

2. Pedestrian safety: Also discussed during walkabout – concerns surrounding pedestrian safety along parts of Garn Lane e.g. dog walkers; wheelchair users etc. I have made initial enquiries with Adrian Walls (DCC Highways Information Manager) and Ben Wilcox-Jones (Active Travel and Road Safety) to look at possible alternatives along this narrow route. I will be able to share more information in the November meeting.

3. The Old Tip – update. I have asked for an update from Liz Wilcox-Jones re this development – please see e mailed response and attached map demonstrating proposed extended footpath as access to the site.

4. Top Park – I have been in touch with Gary Williams (Corporate Director) and Dave Lorey in order to request and update with the regards to the legal standing of the Covenant as discussed in the last meeting. To date I have received no further information. Cllr Gwyneth Ellis (Plaid Cymru Lead Member for Finance, Property and Assets) has agreed to support the process. I will continue to pursue this matter and will hopefully have more to report at the November meeting.

5. Parc y Llan play park – I received report of an issue with a trip hazard at the park by a concerned resident, parent. I have made enquiries – the Parc is under the governance of DCC Housing department. I have now been notified that there was a safety issue with a seesaw at the park. Item was removed for repair. Local company have been issued with the works but some delay has been encountered with the delivery of the necessary parts in order to repair the apparatus. DCC have now chased this matter with the relevant company in order for the seesaw to be reinstated ASAP. I have notified the resident with this information and asked that she contact me again if there is no action within the next few weeks.
