MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON WEDNESDAY 6th DECEMBER 2023 IN THE LLINDIR INN, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Clwyd Spencer, Geraint Williams together with Denbighshire County Councillor Pauline Edwards.
2. APOLOGIES FOR ABSENCE.
Councillors Nia Lyon, Gwyn Roberts, Amanda Lawson, Cerian Jones, Councillor Delyth Jones Denbighshire County Council, Geraint Lloyd Williams Denbighshire County Council, Ifan Davies Clerk to the Council.
3. DECLARATIONS OF INTEREST.
No declarations of interest were tabled at the meeting.
4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
None in attendance.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th November 2023 minutes as a true record and signed by the Chair.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Already covered elsewhere within the minutes.
7. TASK AND FINISH GROUP.
Report was submitted to the Council by e-mail by Councillor Delyth Jones Denbighshire County Council this was read to the attendees by Councillor Ian Carrie.
This report contained details of how Top Park could trusteeship could be transferred from Denbighshire County Council to other trustees yet to be determined.
An offer was tabled by Councillor Delyth Jones Denbighshire County Council for an officer of the County Council to come to the Henllan Community Council to discuss the process of transfer.
Councillor Carrie offered to produce a report with Chris Brown (to be agreed) on what maintenance and minor improvements that would be required to Top Park by the new trustees prior to Denbighshire County Council handover.
8. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
The SID sign on Denbigh Street is now working correctly however, vehicles are still speeding through Henllan village.
Councillor Jackie Jones and Councillor Ian Carrie are investigation the loan of a Radar Gun loan from North Wales Police in the New Year to see if future enforcement may be necessary.
The requested H marking has been installed on Garn Lane junction of School Street as requested by the Community Council. However, the requested STOP sign cannot be installed as the Welsh Assemblies Roads criteria has not been met, the resident who requested this has been informed.
10. FLOWER BEDS UPDATE:-
A. Maes Sadwrn Flower Bed contents – Clwyd Spencer reported that a local landscape gardener has shown an interest in removing the hard packed soil to get this replaced. Consultation will be held with local residents on what to plant in this planter. Site meeting prior to the next Council meeting to assess the amount of work required.
B. Winter planters – Councillor Nicola Neale, and Councillor Jackie Jones has supplied the replacement winter planters for the remainder of Henllan.
11. HENLLAN COMMUNITY LEISURE ASSOCIATION GRANT AID APPLICATION FORM.
Members considered the completed grant aid application form provided by Henllan Community Leisuire Association (HLCA) for funding costs towards the provision of Marquee and expenses of £1,000.00 for the Henllan Christmas Market. Unfortunately, financial information was not attached to the grant application. Decision on this grant was deferred until the next meeting giving the HLCA time to supply the missing financial information.
12. DENBIGHSHIRE COUNTY COUNCIL COMMUTED SUMS.
Councillor Ian Carrie is communicating with Denbighshire County Council with regards to the Commuted Sums Grant within the 2023/24 financial year is £1,293.98 for the Henllan
13. FINANCE UPDATE
The Clerk circulated Members with the updated annual financial statement covering the period from 1st April to 30th November 2023.
14. PLANNING ISSUES
No planning issues were submitted.
15. CORRESPONDENCE – TREES FELLED IN HENLLAN.
Councillor Delyth Jones Denbighshire County Council reported that Simon Williams, Planning enforcement officer County Council is looking into the alleged breach.
16. COMMUNITY 2023 CHRISTMAS TREE.
The annual 2023 Community Christmas Tree was collected and erected by Mrs Angeline Lawson BEM outside the school. The Community Council are grateful to Mrs Lawson for her help and assistance with the Henllan Christmas Tree.
17. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
None received.
