MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 2ND APRIL 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chairman), Amanda Lawson, Geraint Williams, Nia Bellis, Ian Carrie, Clwyd Spencer, Gwyn Roberts, Nicola Neale, Merfyn Roberts, Denbighshire County Councillors Pauline Edwards and Geraint Lloyd-Williams together with the Clerk.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 5th March 2024 minutes as a true record and signed by the Chairman.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Members confirmed that the Cily-Coed Butterfly Garden comes under the realm of Wales and West Housing Association for which the members of the public should contact the Association directly with any information required.
7. PROPOSED HENLLAN WOODLAND CREATION PARK.
The tree planting took place on 21st and 22nd March 2024 on site.
8. TOP PARK.
Denbighshire County Councillor Delyth Jones has arranged a joint Zoom meeting between the members of Henllan Community Council and Denbighshire County Council Officers, Rebecca Williams and Helen Vaughan Evans on Thursday 18th April 2024 at 6.00 p.m. to discuss the future ownership of the “Top Park” in Henllan.
9. TASK AND FINISH GROUP UPDATE.
No update to report.
10. WORK REQUIRED ON THE MAES SADWRN FLOWER BED.
A. Councillor Clwyd Spencer is in the process of finding assistance on the required works on the Maes Sadwrn flower bed.
B. Councillor Nicola Neale will stock take the flowers within the existing flower beds in Henllan and Members provided Councillor Neale authority to purchase additional flowers if necessary.
C. Councillor Clwyd Spencer agreed to thank Mrs Eleri Wynne for the provision and upkeep of the flowers within the Plas Meifod Farm highway verge flower box.
11. CURLEW APPEAL.
Henllan Church Institute provided Council with a completed grant application form for £150.00 grant aid towards to enable the Institute to be used on the 9th April free of charge for an evening, to inform both farmers and local people of the plight of the Curlews, The curlews are now on the European red list, meaning they are facing a high risk of extinction. This area of North wales plays a vital role in the conservation of these birds. It is vital for the sustainability of these ground nesting birds that the public and farmers know of the importance of this area we live in and how we can ensure the survival of the CURLEW.
Members resolved by the majority vote not the grant aid the event.
12. ST. SADWRN CHURCH YARD APPEAL GRANT APPLICATION.
Members considered the grant application for £1,000.00 towards the annual maintenance cost of the upkeep of the Churchyard and resolved to award the grant aid of £1,000.00 requested.
13. HENLLAN FOOTBALL CLUB GRANT APPLICATION.
Members considered the grant application for £500.00 towards the pitch maintenance costs and resolved to award the grant aid of £500.00 requested.
14. RIDE ON MOWER SERVICE AND REPAIRS QUOTATION.
Council received quotation from Paul Potter of Ace Groundcare in St. Asaph for the community “Ride-on-Mower” service and repair for £1,229.00 plus £245.80 VAT = £1,474.80. Members resolved to accept the quote and to proceed with the required works.
15. TRAINING COURSES.
A: The Clerk circulated Members with the One Voice Wales training courses covering April, May and June 2024.
B. Members resolved for the Clerk to contact the Monitoring Officer of Denbighshire County Council to arrange the “Code of Conduct” training session for the Council Members.
16. REVIEW OF THE CARETAKER’S HOURS AND SALARY FROM 1ST APRIL 2024.
Members resolved to employ the Caretaker for three hours per week at the rate of £11.44 per hour from 1st April 2024.
17. FINANCE.
A; The Clerk circulated Members with the annual financial statement covering the period from 1st April 2023 to 31st March 2024.
B. Authorised payments:-
1. Monthly HSBC fee £5.00.
2. Viking Direct for the Henllan Public Conveniences provisions £62.00.
3. Henllan Church Institute for the Council’s monthly meeting £30.00.
4. St. Sadwrn Church, Henllan grant aid £1,000.00.
5. Clwb Pel droed Henllan grant aid £500.00.
18. PLANNING APPLICATIONS.
Planning application: 28/2023/0851 – Erection of 22 dwellings including formation internal estate roads, landscaping and associated works on land at Cil-y-Coed, Henllan.
Members resolved on the following observations to the planning application:-
A: The Council believed that any houses built on the site should be affordable homes – i.e. they should be available either to rent or for purchase on a shared ownership/shared equity basis.. Although the current application has been submitted by Wales and West Housing Association and Rannoch Developments Limited, the Council were concerned, that if unconditional planning permission was granted, the applicants could sell the land with the benefit of planning permission to another developer who may wish to sell the houses on an open market basis
B. The Council considered that as well as being affordable , any houses built on the site should as far as possible, be rented or sold on a shared ownership basis to people living in the Denbighshire area
C. .It was noted that it is proposed that foul sewage from the site should be connected to the existing main drain. However, some councillors believed that some nearby properties have had to be connected to a septic tank as there was insufficient drainage capacity for them to be connected to mains drainage. We would wish to have confirmation from Welsh Water that they are satisfied that the existing drainage system has sufficient capacity to allow a connection for a further 22 houses to be made
19. CORRESPONDENCE.

20. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A: Members resolved for the Clerk to write to the Highways Department regarding the continued bad state of the highways within the Henllan Community and for the recent bad workmanship of repairing the potholes within Henllan village.
B. Members resolved for the Clerk to write to Rebecca Musgrave of Denbighshire County Council regarding the provision of data from the new SID devise in Denbigh Strret, Henllan.
21. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: Members resolved for the Clerk to write to North Wales Police seeking traffic speed assessment recording presence in Henllan village.
B. Members resolved for the Clerk to invite a representative from Wales and West Housing Association to discuss the development at Cil-y-Coed in Henllan.
22. NEXT COUNCIL MEETING – ANNUAL GENERAL MEETING – TUESDAY 7TH MAY 2024 IN THE HENLLAN CHURCH INSTITUTE AT 7.00 P.M. FOLLOWED BY THE MONTHLY MEETING OF COUNCIL.
