MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 2ND JANUARY 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 PM
1: PRESENT:
Councillors Jackie Jones (Chair), Geraint Williams, Clwyd Spencer, Nia Bellis, Amanda Lawson, Merfyn Roberts, Denbighshire County Councillors Pauline Edwards and Geraint Lloyd-Williams together with the Clerk to the Council.

Councillors Ian Carrie, Nicky Bassett-Powell, Gwyn Roberts and Cerian Jones together with Denbighshire County Councillor Delyth Jones.

No update available since the previous Council meeting.
8. FLOWER BEDS UPDATE
Councillor Jackie Jones and Henllan School hve completed the planting of the winter plants since the prefious Council meeting.
9. HENLLAN COMMUNITY LEISURE ASSOCIATION GRANT APPLICATION FORM.
A: No update available since the previous Council meeting from Mrs Angelie Lawson BEM.
B. Councillor Amanda Lawson reported that the Henllan Christmas Market held in December 2023 was a success with £2,400.00 surplus raised for local good causes.
10. FINANCE UPDATE.
A; Bank balances £36,300.96.
B. Authorised final 2023/24 precept receipts £5,474.00.

1. Monthly HSBC fees £5.00.
2. Henllan Church Institute for the monthly Council meetings £30.00.
3. HLCA for the Community Christmas Tree £120.00.
4. Dylan Rhys Jones for Internal Audit Work £240.00.
5. Clerk’s Postage Stamps Costs ££32.83.
6. SLCC Annual Membership Fee (Clerk) £188.00.
7. Manweb for the Henllan Public Convenience £223.87.
8. Caretaker’s salary for the quarter ended 31st December 2023 £125.04.
9. Clerk’s Salary for the quarter ended 31st December 2023 £720.00.
10. HM Revenue & Customs for PAYE for the quarter ended 31st December 2023 £180.00.

D. Setting of the Council’s 2024/25 Precept requirement – after consideration, the Members resolved on the Council’s Precept requirement of £16,280.00 for the 2023/2024 financial year which is a precept standstill of £42.00 per Council Tax dwelling within the community area of Henllan for the second consecutive year.
E. Audit Wales updated report. The Clerk is in the process of gathering all of the information required by Wales Audit in Cardiff.
11. PLANNING ISSUES.
Planning Application: 28/2023/0851 – Erection of single storey extension and alterations to dwelling on land at Cil-y-Coed, Henllan. The application was withdrawn by the applicant prior to the Council meeting.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A: The local Denbighshire County Council members in attendance provided information on the following issues:-
1: The 40% cut of the County Libraries in Denbighshire in the current financial year.
2. Update on the current newly built Recycling Centre in Denbigh.
3. Update on the Traveller Sites to be earmarked with the County by 2027.
B. Councillor Pauline Edwards noted the local highways that require pothole repairs.
14. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
