MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH JUNE 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Geraint Williams, Nia Bellis, Merfyn Roberts, Clwyd Spencer, Gwyn Roberts Amanda Lawson-Stoner, Denbighshire County Councillors Delyth Jones and Pauline Edwards together with the Clerk.
2. APOLOGIES FOR ABSENCE.
Councillor Cerian Jones and Denbighshire County Councillor Geraint Lloyd Williams.
3. DECLARATIONS OF INTEREST.
None received.
4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
Mr F.G. Lawson from Lawson Construction attended the meeting regarding the provision of “Speed Cushions” free of charge for Denbigh Street in Henllan subject to the relevant permission from the Highways Department of Denbighshire County Council. Mr Lawson provided advice for the strategy and proposals to the Council on the way forward. The Chair thanked Mr Lawson for his attendance and advice to the Council.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th May 2024 minutes as a true record and signed by the Chairman.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
The grassed area has now been cut in the Henllan Play Park on Meifod Road.
7. TRAFFIC CALMING MEASURES IN HENLLAN VILLAGE.
Following the presence of Mr F.G. Lawson at the meeting, the Members resolved to write to the relevant Officers of Denbighshire County Council for a site meeting in Denbigh Street, Henllan to discuss the provision of the traffic calming measures.
8. COUNCIL VACANT SEAT UPDATED REPORT.
The Clerk still awaits confirmation from the Election Officer of Denbighshire County Council regarding of any request for a by-election for the Council’s vacant seat.
9. PROPOSED HENLLAN WOODLAND CREATION PARK.
Work in progress.
10. TOP PARK REPORT.
A: Mrs Helen Vaughan-Evans, Head of Corporate Support Service, Digital and Assets of Denbighshire County Council provided the following updated report:-
“The works identified by Henllan CC in the report are as follows:
Hedges cutting back
Trees pruning
Concrete Fence Post refixing (possible fall risk of about 10 metres)
Fence Posts loose and hedge encroachment
Walls repointing
Arch repointing
Removal of Ivy growth
Having liaised with Paul Jackson (Head of Highways and Environmental Services) I can confirm the following …
DCC will not be able to complete the works identified due to budget and resource constraints
A number of external grants may be accessible to Henllan CC (or organisation being set up) which the County Council cannot access to support in the maintenance and upgrading of the site. I have sent through some options in relation to this in April but further support and signposted can be offered with this regard.
A figure of £3,500 figure was shared with Henllan CC to give a flavour of the potentially running costs you will have per annum in running the site to be helpful with your planning. However, this will not be realised as a saving for DCC Highways and Environmental Service when site trusteeship is transferred as the costs in reality will be absorbed into the day to day running of the service.
If Henllan CC wished to discuss further a paid for service under an SLA for maintenance at the site then Paul Jackson would be happy to have that discussion with you but no obligation for Henllan CC to do this.”
Denbighshire County Councillor Delyth Jones will respond to Mrs Helen Vaughan-Evans indicating the disappointment the concerns that Denbighshire will not fund the relevant costs prior to the handover, which is the responsibility of Denbighshire County Council due to Health and Safety issues. Councillor Amanda Lawson-Stoner will assist with the relevant Health and Safety information.
B. The leaflet drop has now been completed for the public consultation on the Top Park by the Community Council at the Church Institute, Henllan on both the 6th and 8th June 2024.
C. Council’s Sub-Committee will meet on Monday 17th June 2024.
11. HENLLAN PUBLIC CONVENIENCES UPDATE.
A: Councillor Amanda Lawson-Stoner is still communicating with North Wales Police in regards to the recent vandalism in the Henllan Public Conveniences. The CCTV cameras are now in position.
B. Members resolved to provide permission for Councillor Ian Carrie to manage the door replacement required at the Public Conveniences.
12. DENBIGH STREET “SPEED INDICATOR DEVICE” DATA REPORT.
Councillor Ian Carrie awaits further data from the equipment before providing the relevant report required
13. FLOWER BEDS UPDATE.
Councillor Jackie Jones reported that the “Flower Beds” in Henllan are now fully stocked with flowers and is looking fantastic in full bloom.
14. HEN LON STREET BENCH UPDATE.
A: Councillor Ian Carrie reported
1: Confirmed the removal of the broken bench.
2. Received on behalf of the Council £100 donation from a local resident towards the cost of a replacement bench.
B. Councillor Clwyd Spencer confirmed that the replacement street bench has been ordered from Meifod Wood Products in Denbigh and is ready for delivery.
15. COUNCIL’S WEBSITE AND COMMUNICATION REVIEW.
A: Councillor Amanda Lawson-Stoner has set up the Council’s WhatsApp group.
B. Councillors Ian Carrie and Amanda Lawson-Stoner will assist as the Administrators of the Council’s Website.
16. FINANCE.
A; Bank balances £29,342.04.

County Councillors Delyth Jones and Pauline Edwards reported
A; Teething Problems with the new trolibocs waste collection which came to force on 3rd June 2024.
B. there will be a new email address soon with regards to the new 20mph speed restrictions..
20. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Councillor Gwyn Roberts reported that the Christian Aid collection week in May 2024 went very well.
