MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 2ND JULY 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Chairman), Ian Carrie, Cerian Jones, Gwyn Roberts, Geraint Williams, Nia Bellis, Amanda Lawson-Stoner, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillors Delyth Jones and Pauline Edwards together with the Clerk.

3. DECLARATIONS OF INTEREST.

4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
None in attendance.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4th June 2024 minutes as a true record and signed by the Chairman.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.

7. TRAFFIC CALMING MEASURES IN HENLLAN VILLAGE.
Councillor Ian Carrie reported that the “Go Safe” vehicle operated by North Wales Police is to patrol Henllan highways in the forthcoming weeks in order to provide data in support of traffic calming measures in the village.
8. COUNCIL VACANT SEAT UPDATED REPORT.
A: The Election Officer of Denbighshire County Council reported there was no request for a by-election for the Council’s vacant seat.
B. The Council will now co-opt the vacancy that exists and the relevant public notice has been completed by the Clerk.
9. PROPOSED HENLLAN WOODLAND CREATION PARK.
Mr Keith Bennett, Climate Change Project Manager of Denbighshire County Council provided the following update:-
• Development works on the site are progressing well;
• The trees and hedges planted in spring are in good health and there are already some promising signs of nature recovery;
• The central pond has been excavated, lined and fenced off and is collecting water;
• The surrounding sculpted banks and hibernacula have been dressed with clean soil imported from another of our sites;
• The formal stone-surfaced footpaths are now in place;
• An additional shallow wetland feature between the site entrance and future woodland glade that formed during the earthworks has been retained and adopted into the scheme – a serendipitous niche habitat;
• Our rangers met contractors on site last week to agree the locations for furniture (benches, picnic tables and the outdoor classroom), which will be installed in coming weeks;
• Site maintenance activities have commenced, with grass cutting taking place in June;
• Outside of the site, the footway extension (see attached drawing) tenders have been received and contracts are being agreed with E Jones (construction works) and KTL (traffic management);
• The roadworks are scheduled to take place in the two week period commencing 19 August. The plan is for the road to remain open but temporary traffic signals will operate;
• Traffic management signs will be put in place two weeks prior to the start date. Our highways engineers will carry out a letter drop to local residents beforehand;
• I have asked our Highways department to consider filling in potholes at the junction at the same time as the lane closure for the footway extension. Unfortunately, it’s a different team (with a separate budget and priority list) that deals with that but my enquiries are being pursued. Fingers crossed works can be integrated to minimise disruption in the village.
10. TOP PARK UPDATE.
Site meeting between Officers of Denbighshire County Council and members of Henllan Community Council on Wednesday 3rd July 2024 at 9.00 a.m. to discuss the works required by Denbighshire County Council prior to any potential handover of the Top Park in Henllan.
11. HENLLAN PUBLIC CONVENIENCES UPDATE.
A: Councillor Amanda Lawson-Stoner reported that the Police investigations is still ongoing regarding the recent vandalism at the public conveniences.
B. Councillor Ian Carrie received a quotation from Mr Philip Neale of £707 (including VAT) for the damaged replacement door. Members resolved to accept the quotation for a green coloured steel door.
12. DENBIGH STREET “SPEED INDICATOR DEVICE” DATA REPORT.
Awaiting additional data from Denbighshire County Council.
13. FLOWER BEDS UPDATE.
A: Councillor Jackie Jones and Mrs Eryl Davies have stocked the beds with flowers since the previous Council meeting.
B. Councillor Jackie Jones provided that Henllan School, Mes Angeline Lawson and Mrs Eleri Wynne are assisting in maintaining the works required on the flowers.
C. Councillor Clwyd Spencer is in the process of providing the works required on the Maes Sadwrn Flower Bed.
14. HEN LON STREET BENCH.
Councillors Ian Carrie and Clwyd Spencer reported that the new replacement public seat bench is now been erected in Hen Lon.
15. COUNCIL’S WEBSITE AND COMMUNICATION REVIEW.
Work in progress.
16. FINANCE UPDATE TO INCLUDE
A; Members received the financial bank statement covering the period from 1st April 2024 to 30th June 2024.

Members considered the grant application and resolved to grant aid of £500.00.
D. The Clerk circulated Members with the One Voice Wales training courses for the quarter ended 30th September 2024.
17. PLANNING APPLICATIONS.
None received.
18. CORRESPONDENCE.
The Clerk circulated Members with the letter received from Mr Ken Skates MS, Cabinet Secretary for North Wales and Transport regarding the review of the speed limits within the Community.
19. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The County Councillors present updated Members with the current update on the “Trolibocs” bin collections within the County.
20. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
