MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD SEPTEMBER 2024 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:
Councillors Jackie Jones (Chair), Cerian Jones, Amanda Lawson-Stoner, Geraint Williams, Merfyn Roberts, Nia Bellis, Clwyd Spencer, Gwyn Roberts, Denbighshire County Councillors Pauline Edwards and Delyth Jones together with the Clerk.

2. APOLOGIES FOR ABSENCE.
Councillor Ian Carrie and Denbighshire County Councillor Geraint Lloyd-Williams.

3. DECLARATIONS OF INTEREST.
Councillors Nia Bellis and Amanda Lawson-Stoner on agenda item 17 below.

4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
None in attendance.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd July2024 minutes as a true record and signed by the Chairman.

6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Covered elsewhere within the minutes.

7. TRAFFIC CALMING MEASURES IN HENLLAN VILLAGE.
Councillor Jackie Jones reported that she and Councillor Ian Carrie met with District Inspector Nathan Harvey at Denbigh Police Station to discuss the traffic calming issues within Henllan. Inspector Harvey is supportive of introducing measures for Henllan and will send patrol vehicles to the community on a regular basis.

8. CO-OPTION OF THE COUNCIL’S VACANT SEAT.
The Clerk circulated Members with information from the only applicant for the vacant seat that exists on the Council, namely Mr Nathan Penfold. Members resolved to co-opt Mr Penfold as a Member of the Henllan Community Council.

9. PROPOSED HENLLAN WOODLAND CREATION PARK.
Councillor Ian Carrie is still awaiting an updated report from Mr Keith Bennett, Climate Change Project Manager of Denbighshire County Council.

10. TOP PARK REPORT.
A. Denbighshire County Council provided an updated report as per Appendix 1 below.
B. Councillor Amanda Lawson-Stoner provided Members with a comprehensive reply from Henllan Community Council which is available from the Clerk.
C. Denbighshire County Councillor Delyth Jones provided Members with the report in Appendix 2 below.
D. Councillor Clwyd Spencer reported that Mr Chris Brown has written to the Football Association of Wales for a letter of support.

11. HENLLAN PUBLIC CONVENIENCES UPDATE.
The new replacement door for the Public Conveniences has now been completed. Members resolved on the following issues:-
A: The public Conveniences can now be reopened during daylight hours by the Council’s Caretaker.
B. The key holders will be the Council’s Caretaker and Councillors Gwyn Roberts and Clwyd Spencer will be joint key holders.

12. DENBIGH STREET “SPEED INDICATOR DEVICE” DATA REPORT.
Awaiting additional data from Denbighshire County Council.

13. FLOWER BEDS UPDATE.
Members resolved to plant bulbs in the Autumn.

14. HEN LON STREET BENCH UPDATE.
Invoice received for payment for £154.00.

15. COUNCIL’S WEBSITE AND COMMUNICATION REVIEW.
Work in progress.

16. FINANCE.
A; The Clerk circulated Members with the updated annual financial statement covering the period from 1st April 2024 to 31st August 2024.
B. Authorised receipts – second 2024/25 precept receipt £5,460.00.
C. Authorised payments:-
1. Two £5.00 monthly HSBC bank fees £10.00.
2. Denbighshire County Council for the Community Mower repair costs £1,688.66.
3. Church Institute for the monthly meeting of the Council £30.00.
4. Meifod Wood Products for the replacement street bench at Hen Lon £154.00.
5. Fineline stationery £34.10.

17. PLANNING APPLICATIONS:-
Application: 28/2024/1157/TC – Crown reduction and pruning works to several trees within Henllan Conservation Area at Parish Church of St. Sadwrn, Church Street, Henllan – no objections.

18. CORRESPONDENCE.
Training courses:-
A: The Clerk circulated Members with the One Voice Wales training courses for September 2024.
B. Members resolved to hold the Code of Conduct training course face to face hosted by the Monitoring Officer of Denbighshire County Council.

19. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The two County Councillors in attendance updated Members on the following issues:-
A: There have been no Council meetings during the summer recess.
B. The first half hour in Denbigh public car parks are now free courtesy of Denbigh Town Council.
C. Works have recommenced on the new housing estate opposite Coppy Farm.
D. The Legal Section 106 on the former North Wales Hospital in Denbigh is now approved.
20. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A: The County Councillors present noted the following issues raised:-
1: Hedge narrowing issues at Parc-y-Llan Housing Estate in Henllan.
2. Hedge narrowing issues on the Garn Lane in Henllan.
3. Equipment issues in the Henllan Play Park in Meifod Road, Henllan.
B. Members resolved to discuss the Henllan Flower Show grant application form (which was received on the day of the Council meeting) pending further information from the Henllan Show Committee.

APPENDIX 1.
Actions which I noted down as follows:

For Henllan Community Council
• Share consultation results with DCC on the uses the local population would like to see happening on the site in the future
(this will help to explore grant funding opportunities)
• Contact Llysfasi College to see if there is any chance of students/volunteers being able to repair any damage to the stone arch and dry stone wall around 2 lengths of the perimeter at the site
(angle of it being practical experience for their degrees/further education)
• Confirm the scope of improvement works they deem would be reasonably practical for the site to be deemed as safe. At the meeting this was identified:
o Stone wall condition
o Security of fence quarry side (ref sheer drop)
o Concrete post on fence by pitch quarry side
o Gap in fence quarry side
• Discuss with Henllan Football Team sponsors whether they would be able to contribute to costs to do improvement works

For Denbighshire County Council
• For Becky
o Confirm who is responsible for the stone wall boundaries (ref Old rectory?)

• For Jon/Neil
o Seek advice from Chris (DCC conservation officer) on arch and stone wall repair/maintenance from conservation perspective
o Review scope of improvement works Henllan CC confirm (see action above) and confirm what is already in train/being completed and approx. timescales
o For on that works list and not in train, provide indicative costings for Henllan and DCC to work together on finding external funding to complete
(ref need to know what and how much to then be able to submit external funding bids)

• For Helen
o Explore and send through Grant Funding opportunities based on consultation results Henllan are sending us. Discussed at the site visit were:

APPENDIX 2.
The arch and walls appear to be reasonable condition and structurally stable however maintenance works are required involving;

• removal of all vegetation from stonework and treating with a suitable root killer.
• Re-pointing using a lime mortar

The wall currently has a mixture of various mortar pointing works carried out at different periods over the years to varying standards. There is a fair amount of patch pointing in cement mortar which is not good for a limestone wall that has been carried out.

There are two options with the re-pointing which are to just repoint where mortar is missing or loose mortar can be raked out which has the advantage of being the least expensive option but the disadvantage of creating a patchwork of different mortar colours with the new standing out against the various other older sections of pointing remaining. This will not provide a nice visual appearance to the frontage of Cae Top but will not too harmful if there is no option. The second option is to rake out all joints and re-point fully which will provide a uniform and consistent appearance giving a much better appearance. The disadvantage will e it will be more expensive than patch pointing.

The specification for repointing the walls is as follows;

Rake out all joints to minimum depth of 30mm using hand tools only (certain power tools could be used if they do not damage the stones) then clean out all joints with a hosepipe removing all dust and debris. Pre- dampen the joints before commencing the pointing with a fine mist. Pointing only to be carried out if the temperature is at least 5 degrees and rising. Lime mortar to consist of 1 part Natural Hydraulic Lime (NHL 3.5 ) to 3 parts well graded sharp/brown washed sand. Lime mortar to be fully fill the joints and be slightly recessed from the edge/arises of the stones. When semi cured the mortar is to have a brush finish by tapping the mortar with a stiff bristle brush (not brushing leaving brush marks). The pointing is to be protected depending on weather conditions using Hession sheets until fully cured.

For flaunching the top of the exposed stepped sections to the Arch the following specification to be used;
Remove all existing mortar/flaunching back to the stone and clean off debris with a hosepipe. Pre-dampen stonework prior to applying new flaunching to consist of 1 part Natural Hydraulic Lime (NHL 5) to 2.5 parts well graded sharp/brown washed sand. Protection to be applied as above.
