This Business Plan sets out what the Community Council will focus on during the next four years.

It aims to give a clear picture as to what the Council is trying to achieve and how it intends to go about it.

This Plan includes the Council’s vision, objectives and key initiatives that it will deliver either directly or by working in collaboration with other partners.

The Plan will help drive and determine the direction and content of all other internal strategies and resources of the Council and will be used to plan activities and set the budget for each year.

Henllan Community Council –  an overview

There are two tiers of local government locally, each with different responsibilities. Henllan Community Council is the first and most local tier, with an important role to play in promoting the Henllan, representing its interests and supporting the work of different groups in the community. Finally, Denbighshire County Council’s responsibilities include highways (relating to both roads and pavements), education, health and social services, public rights of way and libraries re-cycling and rubbish removal .

Councillors

There are ten Community Councillors, representing the ward of Henllan.

Each year, the Council elects from amongst its members the Chairman and Vice Chairman. The chairs meetings of the Community Council so that its business can be carried out efficiently, with regard to the rights of Councillors and the interests of the community.

Henllan Community Council and Responsible Officer is (to be appointed) who is responsible for providing independent, objective advice to the Council, for delivering the Community Council’s Business Plan and ensuring it operates legally.

Strategic objectives/themes

the Denbigh Street, and the rest of the village.

Potential initiatives

  1. Improve the Health & Wellbeing of the community
  • Manage engaging and accessible green spaces that encourage physical and

mental wellbeing for all of our residents.

  • Improve sports facilities across the Village in partnership with local clubs.
  • Deliver initiatives and work with the voluntary sector to support vulnerable

people including those with dementia.

  • Explore the devolution of ownership of the Top Park from Denbighshire County Council.
  • Invest in the Council owned Bus stops, and Public Conveniance’s and explore opportunities for ownership of additional community space.
  • Maintain partnership with North Wales Police to help address crime and anti-social behaviour across the village.
  • Ensure play areas are well maintained by Denbighshire County Council and encourage active play.

  • Deliver an effective Bio-Diversity plan to the Village.

  • Build and maintain effective partnerships that deliver our priorities.

  • Deliver a Grants scheme in line with strategic objectives and provide advice

and guidance to community groups.

  • Use technology to continue to modernise the workings of the Council.
  • Lobby other organisation’s at a local, regional and national level to help address issues impacting Henllan.
  • Undertake an annual budget setting and risk management process and

monitor finances/risks closely throughout the year.

  • Support partner organisations to deliver their priorities where they are of benefit to the local community.
  • Be a good employer with modern and supportive working practices and policies.
