MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3rd JUNE 2025 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

 

 

  1. Present:

Councillors Jackie Jones (Chair), Nia Bellis, Gwyn Roberts, Merfyn Roberts, Cerian Jones, Geraint Williams, Helen Clift, Clwyd Spencer

Councillors Ian Carrie, Nathan Penfold,

Denbighshire County Council Councillor Geriant Lloyd-Wiiliams, Pauline Edwards, Delyth Jones

No members of public were present.

 

  1. Confirm the minutes of the previous Council meeting held on 6th May 2025 to be signed off by the Chairman.

Members confirmed 6th May 2025 minutes as a true record these were signed off by the Chairman.

 

  1. Matters arising from the minutes not appearing on the agenda.

No matter arising withing the minutes.

 

  1. Traffic calming measures in Henllan updated report.

The report has not been received to date.

 

  1. Henllan Nature Reserve updated report.

Awaiting the sign for the park, Ian to confirm.

Awaiting confirmation of the posts.

 

  1. Top Park updated report.

Nia has emailed Rebecca & is awaiting a reply

 

  1. Application for Commuted Sum Finance.

 

 

  1. HCC Asset List including Benches.

Ian has the current list

Olive’s bench by the village shop is in process of being ordered.

Notice board is ready for collection, needs to be pick up.

 

  1. Henllan Flower Beds and Notice Boards.

Awaiting arrival of the plants to be planted in due course.

Henllan Community Council would like to thank Angeline and Frank Lawson for the planting and donating the plants in the Maes Yr Efail planters.

 

  1. Council’s Website and Communication (Social Media/Facebook) review.

Ian & Nathan will resume talks when they return from leave.

Discussion regarding the possibility of transfer of information from the old to the new website.

 

  1. One Voice Wales Training Courses (e-mailed earlier).

 

 

  1. Denbighshire County Council Code of Conduct Training Courses.

Merfyn will be attending the Code of Conduct on 26/6/25

 

  1. Finance update including Audit Sign off HCC Audit April 2025.

Jackie has signed the audit paperwork.

 

  1. Planning applications (none received by 18/05/25).

No planning applications have been received.

  1. Street scene (highway) issues.

None

 

  1. Denbighshire County Council issues.

No Denbighshire County Councillors in attendance.

 

  1. Urgent business under Section 100B (4) of the Local Government Act 1972.

Nia suggested complaining about DCC regarding not replacing the bridge to Tremeirchion, even if this is just to show support to the villages.

 

  1. Next Council Meeting – Tuesday 1st July 2025 in the Church Institute, Henllan at 7.30pm.

Discussions:

  • Around clerk salary needing confirmation & job to be advertised.
  • Traffic calming measures.
  • Geraint has not resigned.
  • Christian Aid fundraising – £680.11 inclusive of Chapel, Church, shop & Big Breakfast donations.

Post meeting note unfortunately, the resignation of Geraint Williams was made by e-mail and had been accepted by Denbighshire County Council. A vacancy for a replacement Councillor was to be advertised. We all at Henllan Community Council would like to thank Geraint for his work carried out on behalf of residents of Henllan.
