Developer from Cil y Coed cancelled and will attend our March meeting, apologies to the Residents that arrived for the meeting

Members confirmed 6th January 2026 minutes as a true record, these were signed off by the Chairperson.

  1. Traffic Calming Measures in Henllan updated report

Nothing to report

  1. Henllan Nature Reserve and Church Institute Bee Garden

Helen Clift will put a request out for gardening tools nearer the Spring when the weather is better, an email has been received stating that Year 10 Pupils of Denbigh High School will be helping to repair the paths and build a bug hotel, Nia Bellis has asked if Henllan Community Council can help towards this project, we will bring this up with Ian Carrie.

 

  1. Report on Top Park

There is an update from Denbighshire County Council, the matter has been discussed with the Legal Team to transfer the land and they are taking advice from outside, they have said that they will meet Legal Costs but we have to pay for the advert

  1. Top Park Mower Acquisition

The Football club have bought a new mower but not had it as yet, we need to look into selling the old mower, it was agreed by vote that the Community Council are happy for the mower to be sold and need to see what it is worth

  1. One Voice Wales Training Courses

Nia has booked 2 One Voice Wales courses on Finance

  1. Finance Update

Nothing has been paid while Ian has been away as the Clerk could not get onto the online Banking, will sort this matter out with Ian and pay any outstanding payments when Ian is back.

Plas Meifod Application 28/2025/0584/PF – Erection of Slurry Tower – Agreed No Objections

  1. Correspondence and Grant Applications

Grant application received from Angeline Lawson for St Sadwn Church for the upkeep of the Churchyard – Vote has gone through to pay £1,000 towards the upkeep

  1. Street Scene Matters (Highway)

Delyth Jones will do some research into the junction line on Church Street and find out why the Council will not install a stop sign or line, It was also confirmed that the grit boxes have been filled but not repaired, Clwyd also mentioned that he had seen an improvement in the gritting since Delyth complained

  1. Update on Litter Bins

Nia has spoken to someone about possibly getting signs to fit to the bins that No Household rubbish is to be put in, Delyth confirmed that Denbighshire County Council are looking into Enforcement for this

 

 

  1. Denbighshire County Council Affairs

New CEO Helen White has now started

National Park has gone through Cabinet and Denbighshire have refused as questions have been raised and not answered so it has gone back to public consultation.

Capital Budget has been passed, this is for upkeep of Highways, Building Maintenance and larger projects, they are developing an in house home in the North of the County for young children with general needs, this will keep them in the county.

Ysgol Pendref, a new school business plan to be done for a new development along with Denbigh High School.

The Revenue Budget is coming up next week where Council Tax will be agreed.

North Wales Hospital have a public open event in Eirianfa in the evening, coming up soon, Delyth will email over the date.

Recycling in Denbighshire is at 69% which is very close to the Welsh Goverments target of 70% and residual waste has dropped dramatically.

It has been brought up about the water being cloudy, Delyth has made enquiries and Dwr Cymru had located a stage 2 fault which has now been repaired
