MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH JULY 2020 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Geraint Williams, Clwyd Spencer, John Bellis, Merfyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams together with the Clerk.
2. APOLOGIES: Councillors Dewi Jones, Gwyn Roberts and Jean McGibbon.
3. DECLARATIONS OF INTEREST.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd June 2020 minutes as a true record and signed by the Chairman.
5. MATTERS ARISING FROM THE MINUTES.
A. Julie and Alan Roberts have kindly offered to fit the replacement Council Notice Board in Denbigh Street and Councillor Clwyd Spencer has offered to assist if required.
B. Denbighshire County Council confirmed that five neighbouring properties were consulted on the planning application 28/2019/0444 for the erection of an agricultural building for the storage of feed and machinery at Tan-y-Graig, Mill Lane, Henllan.
C. “Awyr Las keep the Beats” thanked the Council for the generous grant aid of £250.00 towards the Covid19 Cardiology Clinics.
D. Denbighshire County Council reported on the following issues raised at the previous Council meeting:-
1. Vehicles are reversing up Ochr-y-Bryn Road in Henllan, LL16 5AT and are causing damage to the highway – potholes have now been repaired.
2. Damaged manhole cover which is now in a sink hole on the Godre’r Garn road in Henllan – the necessary repairs has now been completed. Members reported of the poor quality of the repair work and resolved for the Clerk to write again to Denbighshire County Council regarding the issue.
3. Rock/stones debris on the Garn Road (Henllan to Trefnant Roard) in Henllan – following inspection there was no debris found on the highway.
4. Mound of debris left on site which is an “Environmental Issue” and requires clearing off site at the former E.C. Evans Yard, Ty Coch Farmhouse, Ty Coch Street, Henllan (information regarding this issue was also sent to Swayne Johnson, Solicitors who act for the representatives of the property owners – following the receipt of the pictures kindly supplied by Councillor Clwyd Spencer, the owners (via Swayne Johnson, Solicitors) have agreed to remove the mound of debris as soon as possible.
6. COVID-19 RESTRICTIONS UPDATE.
Members discussed the possible reopening of the public conveniences in Henllan following the announcement from Denbighshire CC that they are reopening public conveniences in town centres to make shopping easier for residents. Having discussed the guidelines issued by Welsh Government with the appropriate official at DCC, it was felt that until organised football was taking place at Top Park, the daily cleaning regime required would be disproportionate to the benefits gained by reopening and resolved to keep the public conveniences closed for the time being.
7. VACANT SEAT UPDATE.
No applications were received since the previous Council meeting to the Council’s vacant seat.
8. FINANCE.
A. Bank balances £17,204.37.
B. Authorised bill payments:-
1. Dwr Cymru for the Henllan Public Conveniences Water Rates £38.49.
2. Caretaker’s salary for the three months ended 30th June 2020 £81.00.
3. Clerk’s salary for the quarter ended 30th June 2020 £420.00.
4. HM Revenue & Customs for “Pay as you Earn” for the quarter ending 30th June 2020 £105.00.
5. Mr Chris Brown for seeds and fertiliser costs for the “Top Park” in Henllan £160.20.
C. Grant Application from the “Henllan Community and Leisure Association” towards the Covid-19 costs – Members resolved to the grant aid of £200.00.
D. Grant Application form the “Henllan Institute” towards the Covid-19 costa – Members resolved to the grant aid of £500.00.

10. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Councillor Geraint Lloyd-Williams reported on the following:-
A: Cabinet and Planning Committee members are continuing to have virtual meetings. Group Leaders are now also meeting virtually.
C. Weed killing was due to take place in Henllan on 7th July 2020.
D. Following a Welsh Government grant to all County Councils’ in Wales, Denbighshire County Council have issued a plan to convert parts of town centres into pedestrian zones. This would be to widen pavements and assist pavement queueing to shops. This is required for Covid-19 social distancing requirements. There is a suggestion that Public Health Wales could force the closure of any shops that do not maintain appropriate social distancing. Widening pavements in Denbigh would require a temporary one-way system for vehicles, however, there is considerable local opposition to this plan and there is already an online petition against the suggestion for Denbigh Town.
11. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Members resolved for the Clerk to write to Denbighshire County Council regarding the poor condition of the Glasfryn Estate road and pavements which requires urgent highway repairs and pavement weed killing.
B. the Old Tip Site in Henllan will be an agenda item for the next Council meeting.
