MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 5TH APRIL 2022 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT:- Councillors Nicky Bassett-Powell (Chairman), Ian Carrie, Geraint Williams, Jackie Jones, Clwyd Spencer, Cerian Jones together with the Clerk.
2. TO RECEIVE APOLOGIES FOR ABSENCE:- Councillors John Bellis, Gwyn Roberts, Merfyn Roberts, Amanda Lawson together with Denbighshire County Councillor Geraing Lloyd-Williams.
3. DECLARATIONS OF INTEREST.
None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 1st March 2022 minutes as a true record.
5. MATTERS ARISING FROM THE MINUTES.
Council received thank you letters from the following organisations with regards to the grant aid provided at the previous Council meeting:-
A: Ysgol Henllan School towards the costs of the School “Defibrillator” £500.00.
B. Wales Air Ambulance Charitable Trust £250.00.
C. TY Gobaith/Hope House £250.00.
6. MEMORIAL BENCH UPDATE.
Councillor Gwyn Roberts is in the process of arranging a site meeting with Mrs Eryl Davies, Councillor Clwyd Spencer and Mr Chris Brown at the “Top Park” in Henllan to agree the location of the memorial bench for the late Gerallt Davies and will report back at the next Council meeting.
7. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that she is in the process of seeking information from Reverend Martin Pritchard before awarding the works required on the Henllan War Memorial to the successful applicants.
8. HENLLAN PUBLIC CONVENIENCES RISK ASSESSMENT REPORT.
Councillor Nicky Bassett-Powell reported that the Henllan Public Conveniences risk assessment is now complete and up to date.
9. REPLACEMENT FLOWER BEDS UPDATE.
The two flower beds at the entrance to Maes-yr-Efail housing estate have now been replaced and the flower bed in Maes Sadwrn housing estate is ready to be replaced. Members resolved to pay for the three new flower beds to White Oak Property Services and to give Mrs Julie Roberts permission to purchase and plant the required planters.
10. NEWSLETTER/PUBLICITY OF THE COMMUNITY COUNCIL.
Members resolved to utilise the Council’s own “Website” to publish the Council’s news and events.
11. LOCAL ELECTIONS 05.05.22.
The Clerk reported that the nomination papers deadline to apply for the Local Councils Elections on 5th May 2022 expired at 4.00 pm on 5th April 2022 with the publication of the persons nominated set for 4.00 pm on 6th April 20212.
12. HENLLAN CHURCHYARD – GRANT APPLICATION.
The Clerk circulated Members the Henllan Churchyard grant application form prior to the meeting. After consideration of the grant application form the Members resolved to the grant aid of £1,000.00.
13. FINANCE ISSUES.
A: Bank balances £30,411.13.
B. Authorised payments:-
1. Nicola Neale for the Henllan Public Conveniences costs £86.46.
2. Henllan Churchyard grant application £1,000.00.
14. PLANNING ISSUES.
None received.
15. CORRESPONDENCE.
A. Councillor Amanda Lawson supplied email information regarding the double parking issue on Llindir Street in Henllan. Members resolved to digest the information prior to the next Council meeting in order to resolve the best way forward.
B. Both Councillors Gwyn Roberts and County Councillor Geraint Lloyd-Williams reported that the “Speed Indicator Devise (SID)” has reappeared in Denbigh Street in Henllan on the approach to Henllan School.
C. Mr Chris Brown sought permission to sharpen the “Community Mower cuttings together with the necessary servicing requirements. Members resolved to accept the report and permission granted to undertake the required works on the “Community Mower”.
16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
There were no Denbighshire County Councillors in attendance at the meeting.
17. COVID-19 RESTRICTIONS UPDATE.
Members resolved to discuss the venue of future Council meetings at the next Council meeting.
18. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There was no urgent business for consideration at the meeting.
