MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 4TH FEBRUARY 2020 IN THE CHAPEL VESTRY, HENLLAN AT 7.30 PM

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Merfyn Roberts, John Bellis, Amanda Lawson-Stoner, Dewi Jones, Jean McGibbon, Gwyn Roberts, Clwyd Spencer, Denbighshire County Councillor Geraint Lloyd Williams and the Clerk.

2. APOLOGIES: None received.

3. DECLARATIONS OF INTEREST: None received.

4. WALES AND WEST HOUSING ASSOCIATION.
Arianne Caloe apologised for the non attendance at the meeting and will attend the next Council meeting instead.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 7th January 2020 minutes as a true record and signed by the Chairman.

6. MATTERS ARISING FROM THE MINUTES.
The Chairman updated Committee with regards to the Denbighshire County Council Development Plan – Proposed Gypsy & Traveller sites by circulating the reply that HOPS received from the Chief Executive Officer of Denbighshire County Council which confirms that the LDP process is still at an early stage with the Council currently considering which land should be put forward for public consultation. An initial list of potential sites for a Gypsy & Traveller transit sites has been presented to Communities Scrutiny Committee and Cabinet for inclusion in the replacement Local Development Plan. The Chairman will liaise with HOPS before contacting Denbighshire County Council again.

7. VACANT SEATS UPDATE.
A. the Clerk has received one application to be considered for co-option onto the Henllan Community Council, Mr Geraint Williams, 38 Glasfryn, Henllan. Members resolved, after considering the application, to co-opt Mr Williams as a Member of Henllan Community Council.
B. the Clerk will now prepare an updated “Co-option Vacancy Notice” for the remaining vacant seat that exists on the Council.

8. STREET FURNITURE UPDATE.
Councillor Clwyd Spencer reported that arrangements are in hand to erect the replacement “Flower Beds” and “Notice Boards” in Henllan.

9. PROPOSED JOINT MEETING WITH HENLLAN COMMUNITY GROUPS UPDATE.
Councillor Jean McGibbon reported that contact details for some of the “Community Groups” has been successful whilst the contact details for the remaining groups is still ongoing and Councillor will provide an updated report at the next Council meeting.

10. FINANCE.
A. Bank balances:-
1. Current Account £375.10.
2. Saver Account £14,003.26.
B. Authorised bill payment to Capel Henllan for the 2019 Council meeting in the Chapel Vestry £110.00.
C. Financial report from the Henllan Appeal Committee of the Eisteddfod yr Urdd Sir Ddinbych 2020 that the Committee has raised £5,800.00 towards the local target of £6,000.00 and would therefore now not expect the Community to release the potential grant aid of up to £1,500.00 in April. Members considered the report and resolved to the grant aid of £200.00 to the Henllan Appeal Committee to cover the shortfall required on the target set.

11. PLANNING ISSUES.
A. Denbighshire County Council has refused to grant planning permission for the erection of two storey side/rear extension at 1 Meifod, Bryn-y-Garn Road, Henllan.
B. The applicant has withdrawn the planning application for the erection of first floor extension at 22 Denbigh Street, Henllan.

12. CORRESPONDENCE.
A. Grwp Cynefin has a property to in Henllan at 3 Bron Llan.
B. One Voice Wales provided details of training courses in Mold for the 2020 calendar year.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
A. County Councillor Geraint Lloyd-Williams provided the following update:-
1. The new enforcement company covering Dog Fouling issues etc has now been appointed.
2. County Council Tax will increase by 4.3% in the 2020/2021 financial year.
3. Local Development Plan Candidate Sites update.
4. It is hoped that the lower section into Denigh from Coppi Farm is to pass through the new Tan y Sgubor estate with regards to the Denbigh to Henllan cycle path, but nothing has been confirmed as yet.
5. The survey of the Graig Road, Denbigh to Lower Denbigh Road, St. Asaph has now been completed with only a small section of highway by Plas Chambers on the Graig Road scheduled for improvement.
6. The potential extension to the Denbigh Quarry would result in the diversion og the public footpath on the Graig Farm land which crosses over to the Henllan Community.
B. Members resolved for the Clerk to contact the County Council with the following issues:-
1. Denbigh Street in Henllan is in urgent need of pothole repairs.
2. Maes-yr-Efail Estate in Henllan is in urgent need of pothole repairs.
3. Glasfryn Estate in Henllan is in urgent need of pothole repairs.
4. Meifod road leading to and including Garn road is in urgent need of pothole repairs.
C. Councillor Geraint Lloyd-Williams agreed to investigate the correct signage for the two public parks – should the signage be “No Dogs Allowed” or “No Dog Fouling”.
D. Councillor Geraint Lloyd-Williams agreed to investigate the details of the contact within the County Council for the booking of the Top Park in Henllan.

14. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. the Chairman agreed to look into the following issues with regards to the Public conveniences in Henllan:-
1. Suppliers of provisions following the closure of Kelly & Owen in Denbigh.
2. Estimates for the repair of the leaks that have appeared within the building.
B. Report was supplied of rats problem within the former Ty Coch Farmhouse boundary in Henllan.

15. NEXT COUNCIL MEETING – Tuesday 3rd March 2020 in the Chapel Vestry, Henllan at 7.30 p.m.

16. THE CHAIRMAN CLOSED THE MEETING AT 9.10 P.M.
