MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD MARCH 2020 IN THE CHPEL VESTRY, HENLLAN AT 7.30 P.M.

1: PRESENT: Councillors Jean McGibbon (Meeting Chairman), Clwyd Spencer, Geraint Williams, Dewi Jones, Gwyn Roberts, John Bellis, Merfyn Roberts and the Clerk.

2. APOLOGIES: Councillors Nicky Bassett-Powell and Amanda Lawson-Stoner.

3. WELCOME.
Chairman welcomed the newly co-opted Member of the Council – Councillor Geraint Williams to the meeting. Councillor Williams completed the necessary “Declaration of Acceptance of Office” and “Register of Members’ Interests” forms.

4. DECLARATIONS OF INTEREST.
None received.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4th February 2020 minutes as a true record and signed by the Chairman.

6. MATTERS ARISING FROM THE MINUTES.
A. the Henllan Appeal Committee of the Eisteddfod yr Urdd Sir Ddinbych 2020 thanked Council for the £200.00 grant aid.
B. Denbighshire County Council has repaired the following highway issues:-
1. Denbigh Street in Henllan is in urgent need of pothole repairs.
2. Maes-yr-Efail Estate in Henllan is in urgent need of pothole repairs.
3. Glasfryn Estate in Henllan is in urgent need of pothole repairs.
4. Meifod road leading to and including Garn road is in urgent need of pothole repairs.
C. Mr Philip Neale quoted £244.00 (including VAT) for the repair works required on the Public Conveniences in Henllan. Members resolved to accept the quotation.
D. There appears to be no further developments regarding an update on the Gypsy and Traveller sites/LDP situation within Denbighshire County Council. HOPS will keep updating the Chairman on any developments.

7. VACANT SEAT UPDATE.
The Clerk reported that there are no applicants received for the vacant seat on the Council and an updated “Co-option Notice” will now be issued.

8. STREET FURNITURE UPDATE.
Councillor Clwyd Spencer reported that arrangements are in hand to erect the replacement “Flower Beds” and “Notice Boards” in Henllan.

9. PROPOSED JOINT MEETING WITH HENLLAN COMMUNITY GROUPS.
Councillor Jean McGibbon reported that contact details for some of the “Community Groups” has been successful whilst the contact details for the remaining groups is still ongoing and Councillor will provide an updated report at the next Council meeting.

10. FINANCE.
Members authorised the following payment:-
A: Clerk’s salary for the quarter ended 31st March 2020 £420.00.
B. HM Revenue & Customs PAYE for the quarter ended 31st March 2020 £105.00
C. Clerk’s expenses for the year ended 31st March 2020 £475.84.
D. One Voice Wales 2020/2021 Membership £136.00.
E. Mr Gareth O. Evans – Caretakers salary for the quarter ending 31st March 2020 £81.00.

11. PLANNING APPLICATIONS.
None received.

12. CORRESPONDENCE.
Henllan Football Club wrote to the Council seeking further clarification regarding the use of the Community Mower. Members felt that the information requested by Henllan Football Club has already been supplied in the Council’s previous email reply and therefore resolved to invite two representatives of Henllan Football Club to the next Council meeting to clarify the issues raised.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members resolved for the Clerk to inform Denbighshire County Council regarding the following highway issues:-
A: Recent long vehicle incident at the river bridge on Llannefydd Road, Henllan on the Denbighshire/Conwy border.
B. Pedestrian pavement between Rose Cottage and Bryn Meirion in Denbigh Street, Henllan requires urgent repairs.

14. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Following the recent use of the Henllan defibrillator, the Clerk agreed to register the defibrillator with the Welsh Ambulance Service in order for the any necessary required works on the defibrillator to be completed.
B. Members resolved to discuss future commencement time of future meetings of the Council at the next Council meeting.
