MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 3RD NOVEMBER 2020 VIA ZOOM CONFERENCE AT 7.30 P.M.
1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Clwyd Spencer, Geraint Williams, John Bellis, Dewi Jones, Merfyn Roberts, Gwyn Roberts and the Clerk.
2. TO RECEIVE APOLOGIES FOR ABSENCE: None received.
3. DECLARATIONS OF INTEREST: None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th October 2020 minutes as a true record and signed by the Chairman.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Councillor Geraint Williams provided an updated report that the Highways Department of Denbighshire County Council has visited the sites that required the reported actions. Whilst some sites had satisfactory works, but some issues failed to complete the works required to a satisfying conclusion.
B. Following the planting works completed on the flower beds prior to the previous Council meeting, the Members resolved to receive notice and a quotation prior to any future planting work on the flower beds. The chairman agreed to write to Mrs Roberts asking her if she was able to do this.
6. HENLLAN OLD TIP SITE.
The Chairman reported that the “Henllan Old Tip Site” Committee has not met since the previous Council meeting.
7. TOP PARK IN HENLLAN.
The Chairman updated Members with the recent conversation she had with Mr Chris Brown regarding maintenance of the football pitch at Top Park.
8. REMEMBRANCE SUNDAY SERVICE.
The Chairman will lay a “Poppy Wreath” on behalf of the Community Council at the restricted Covid-19 Remembrance Sunday Service on 8th November 2020.
9. COVID19 RESTRICTIONS UPDATE.
Members agreed that the Public Conveniences in Henllan should remain closed for the foreseeable future.
10. VACANT SEATS UPDATE.
A: The Chairman reported that the Reverend Martin Pritchard has shown an interest to fill one of the vacant seats on the Council. Members resolved to accept the application and invite Reverend Pritchard as a Member of the Council.
B. the Clerk will update the public notice for the remaining vacant seat that exists on the Council.
11. FINANCE UPDATE.
A. Bank balances £20,412.93.
B. Members authorised payment to the Royal British Legion “Poppy Appeal” for the Council’s Poppy Wreath £50.00.
C. Grant Aid Application from the Chairman of Clwb Pel Droed Henllan Footnall Club Juniors and Girls teams due to increased Covid-19 costs imposed on the teams. Members resolved to the grant aid of £300.00.
12. PLANNING ISSUES UPDATE.
No Planning applications were received for observations.
13. CORRESPONDENCE.
A: Denbighshire County Council circulated all Councils within the County with the following joint Charters:-
1: City, Town and Community Council Charter.
2. Planning Charter.
B. Denbighshire County Council will undertake the weed killing in Henllan on 29th October 2020.
14. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
No were no Denbighshire County Council Members at the meeting.
15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Councillor Gwyn Roberts reported:-
A: Unauthorized kerb ramp on the Maes Sadwrn Estate.
B. The doors on the recent newly erected notice board has swollen and require planing.
