MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 5TH JANUARY 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Amanda Lawson, Jackie Jones, Clwyd Spencer, Geraint Williams, Gwyn Roberts, Martin Pritchard, John Bellis, Dewi Jones, Merfyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. WELCOME TO THE NEW COUNCIL MEMBER.
The Chairman welcomed Mrs Jackie Jones to her first meeting as a Member of the Council.

3. TO RECEIVE APOLOGIES FOR ABSENCE.
None received.

4. DECLARATIONS OF INTEREST.
Councillor Gwyn Roberts (Personal Interest) on agenda item 10 below.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 1st December 2020 minutes as a true record.

6. MATTERS ARISING FROM THE MINUTES.
A. Councillor Martin Pritchard kindly replied to Artisan Memorials with the necessary information required with regards to the memorial for the late Edith Adey Jones.
B. The “Henllan Old Tip Site” Committee has not met since the previous Council meeting due to the Covid-19 restrictions and Councillor Gwyn Roberts now has the reading material pack to read and digest.
C. Councillor Amanda Lawson reported that the Community Christmas Tree lights require renewing. Members resolved to renew the Community Christmas Tree lights.
D. Councillor Geraint Williams thanked the Clerk for circulating the Welsh minutes of the previous Council meeting.

7. COVID19 RESTRICTIONS UPDATE.
Members agreed that the Public Conveniences in Henllan should remain closed for the foreseeable future.

8. FINANCE UPDATE.
A. Bank Balances £26,444.04.
B. 2020/21 Precept Receipt £5,404.00.
C. Authorised payments:-
1. Scottish Power for the Public Conveniences electricity supply for the quarter ended 30th November 2020 £34.61.
2. Dwr Cymru for the Public Conveniences water rates for the quarter ended 31st December 2020 £51.05.
3. SLCC for the Clerk’s 2021 Annual Membership Subscription £166.00.
4. Gareth O. Evans – Caretakers salary for the quarter ended 31st December 2020 £81.00.
5. Gwyn Davies – Clerk’s salary for the quarter ended 31st December 2020 £420.00.
6. HM Revenue and Customs for PAYE for the quarter ended 31st December 2020 £105.00.

9. SETTING OF THE COUNCIL’S 2021/2022 PRECEPT REQUIREMENT.
A. the Clerk provided members with spreadsheets of the Council’s 2019/2020 and 2020/2021 receipts and payments schedules.
B. After consideration, the Members resolved on the Council’s Precept requirement of £16,044 for the 2021/2022 financial year.

10. PLANNING APPLICATION.
Application: 28/2020/1024 – demolition of existing dwelling and erection of a replacement dwelling, detached garage, amendments to existing access, landscaping and associated works at Mount View, Bryn-y-Garn Road, Henllan. Members resolved to raise the following concerns with the proposed development as submitted:-
A. The second storey windows overlooking the neighbouring property.
B. Extended height of the property as this is not specified in the proposed plans.
C. Drainage issues which have been highlighted by neighbouring properties.

12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams provided an updated report on the following:-
A: The Denbighshire Covid-19 Test Centre is currently in the Caledfryn Offices Car Park in Denbigh.
B. Update on the current 66 Flexi Bus service covering Denbigh to Henllan.

13. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Councillor Nicky Bassett-Powell reported that the Community Mower requires a service. Members resolved for Chris Brown to proceed with the service of the mower.
B. Councillor Dewi Jones reported that Gerwyn Jones, Manager of the Henllan Football Club Youth Teams, has received the offer of a load of hard core for the Top Park car park. Members resolved for Gerwyn Jones to send the Clerk with the information in the first instance requested the appropriate required permission.
