MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 2ND MARCH 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell, Amanda Lawson, Geraint Williams, John Bellis, Martin Pritchard, Gwyn Roberts, Jackie Jones, Dewi Jones, Merfyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. TO RECEIVE APOLOGIES FOR ABSENCE: Councillor Clwyd Spencer.

3. DECLARATIONS OF INTEREST: None received.

4. DISCUSSION WITH DENBIGHSHIRE COUNTY COUNCILLOR BRIAN JONES, CABINET LEAD MEMBER FOR WASTE, TRANSPORT AND THE ENVIRONMENT.
The Chairman welcomed Councillor Brian Jones to the meeting. Councillor Jones took note of all the relevant works required on highway issues within the Henllan Community Council area since the previous Council meeting and will ask the relevant Highway Officers to complete the necessary works required as soon as possible.

4A. DISCUSSION WITH HELEN D’AULBY FROM THE HENLLAN GYM GROUP.
The Chairman welcomed Helen D’Aulby to the meeting who sought the Community Council’s support for an outdoor gym in Henllan village. The Members of the Council were supportive of the idea and the first step is to identify the most appropriate site. Hopefully, this can be established before the next meeting. The Community Council will then look at seeking permission from the owners of the site.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 2nd February 2021 minutes as a true record.

6. MATTERS ARISING FROM THE PREVIOUS MINUTES.
A. Denbighshire County Council has identified the hollow that has developed on the public highway adjacent to 5 Godre’r Garn in Henllan and the required works has been placed on the works list.
B. Councillor Martin Pritchard is in the process of seeking quotations for the cleaning and refurbishment of the War Memorial in Henllan.

7. TOP PARK HARD CORE ISSUES UPDATE.
Following the delivery of the hard core to the Top Park in Henllan by Clwb Pel Droed Ieuienctid Henllan, without permission having been sought. The Council resolved for the following letter to be sent to:-Clwb Pel Droed Ieuienctid Henllan:-
“Henllan Community Council would like to reiterate that they have been supportive of the proposed works at Top Park from the outset, and there has never been a time that this has been suggested otherwise.
As stated in previous correspondence, the Community Council must advise you that all permissions for work to be carried out, has to be authorised by Denbighshire County Council, as Top Park is owned by a charitable trust, and managed by the Local Authority.
With regards to the planning permission and SUDs applications, recent communications from Denbighshire County Council, have informed us that there is no designated parking area on Top Park.
The Community Council will continue to support the proposed works and has written to Denbighshire County Council to determine whether permission to carry out the work will be provided and seek further clarifications and what permissions are required to carry out the works.
Whilst the hardcore remains on site, the football club/s will need to fence it and secure it to protect the wider community. This requirement was stipulated in our previous letter on 25th February 2021. It may be advisable to obtain a professional opinion with regards to the type of fencing required for this.
The Community Council has been made aware by local residents, that children are playing in these hardcore mounds and it has also been brought to our attention that dogs are fouling also in this area. This obviously poses a further health and safety risk to the local community.”

8. FINANCE UPDATE.
A. Bank balances £26,158.54.
B. Authorised bill payments:-
1. Caretaker’s salary for the quarter ended 31st March 2021 £81.00.
2. Clerk’s salary for the quarter ended 31st March 2021 £420.00.
3. HM Revenue & Customs – PAYE for the quarter ended 31st March 2021 £105.00.
4. Clerk’s expenses for the full year ended 31st March 2021 £545.39.
5. Scottish Power – Public Conveniences electricity for the year quarter ended 24th February 2021 £33.38.

9. MEMBERS 2020/21 ANNUAL ALLOWANCES CLAIM.
The Clerk circulated members with the “2020/21 Annual Allowances Claim” form for completion.

10. PLANNING APPLICATIONS.
Planning application: 28/2020/1024 – Demolition to existing dwelling and erection of a replacement dwelling, detached garage, amendments to existing access, landscaping and associated works at Mount View, Bryn-y-Garn Road, Henllan – the Denbighshire County Council Planning Officer has now addressed the observations made by the Community Council to the planning application.

12. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams provided an updated report on the following:-
A: “Plastic Free” future within the County.
B. Traveller sites.
C. Empty Homes within the County.
D. Footpaths and Cycle Paths survey within Denbighshire.

13. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
There were no urgent business for discussion.
