MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 1ST JUNE 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Nicky Bassett-Powell (Chairman), Jackie Jones, Amanda Lawson, Clwyd Spencer, Gwyn Roberts, Merfyn Roberts Geraint Williams, Dewi Jones, John Bellis together with the Clerk.

2. APOLOGIES: Councillor Martin Pritchard together with Denbighshire County Councillor Geraint Lloyd-Williams.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 4th May 2021 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES.
Artisan-Memorials have now completed and erected the proposed memorial for the late Edith Adey Jones.

6. HENLLAN OUTDOOR GYM UPDATE.
The Clerk still awaits a detailed reply from Denbighshire County Council if they would support and facilitate an outdoor gym in the village and will remind the relevant Officer for a detailed reply as soon as possible.

7. TOP PARK HARD CORE ISSUES UPDATE.
Rebecca Williams of Denbighshire County Council reported:-
“There was concern about the laying of hard core, the site is held by the Council in Trust for the use of public, although I completely understand the need for parking this wouldn’t be in keeping with the Trust, Public Realm also had a few reservations about the laying of the hard core.
We are trying to facilitate the transfer of the Trust to be managed by the Henllan Community rather than DCC, unfortunately it’s a rather long winded process, we are going through a similar process with the former pavilion site in Corwen.”
Following discussions on the “long winded process” the Members resolved on the following updated report to Dr. Gerwyn Jones of the Henllan Football Club:-
Following the Henllan Community Council meeting last week, it was felt that we should write to give you an update. As you are aware, we wrote to DCC back in March to request whether it would be possible to spread some of the hard core at Top Park to assist parking for the football club parents. We are sorry to inform you that there is little to report.
We last heard from DCC back in May. They advised that there were concerns about the laying of hard core. They explained that the site is held by the Council in Trust for the use of public, although they completely understand the need for parking, the laying of hard core would not be in keeping with the conditions of Charitable Trust which owns the site. Public Realm (a section of DCC) also has reservations about the laying of hard core.
DCC are trying to facilitate the transfer of the Trust to be managed by the Henllan Community rather than DCC, they inform us it is unfortunately still a rather long-winded process. We have enquired how long ‘long-winded’ might be and are still waiting for a reply. Even if the Henllan Community were able to take over management of the site, the Community Council may still be unable to give permission for the hard core to be laid due to the conditions of the Trust.
Having written several times to DCC on your behalf we are now at a loss to know what else we can do. We believe that Denbighshire Councillor Glenn Swingler is aware of the situation and wonder whether you might ask him to take up your case?
We should add that there have been numerous communications from residents of Henllan wondering when the hard core is going to be moved.

8. HENLLAN PUBLIC CONVENIENCES GENT’S DOOR REPAIRS.
Mr Philip Neale provided Council with the quotation to replace the Gent’s door at the Henllan Public Conveniences for £319.00 including VAT. Members resolved to accept the quotation and to grant Mr Neale permission to proceed with the required works.

9. FLOWER BEDS PLANTERS.
Mrs Julie Roberts provided a quotation for £23.96 for the replacement flowers for the flower beds for the 2021 season. Members resolved accept the quotation.

10. FINANCE UPDATE.
A. Bank balances £28,692.84.
B. Authorised bill payments:-
1. Mrs Julie Roberts for flower plants £23.96.
2. Scottish Power for the public conveniences electricity supply £33.64.
3. Information Commissioner’s Office for Website Fees £35.00.
C. Henllan Church Institute Grant Application towards the costs of eight Picnic Tables for the “Bee Garden”. Members resolved to the grant aid of £500.00.
D. Ysgol Henllan School PTA Grant Aid Application towards the cost of “Bring the Beach to School”. Members resolved to the grant aid of £500.00.
E. Denbighshire County Council has provided 100% grant aid relief towards the Henllan Public Convenience Building for the current 2021/22 financial year.

11. PLANNING APPLICATIONS.
A. Planning Application: 28/2021/0441 – Erection of single storey side and rear extension, extension to front porch and first floor balcony to side of dwelling at 3 Meifod, Bryn-y-Garn Road, Henllan – no objections subject that the first floor balcony extension does not overlook into the neighbouring property windows.
B. Planning Application: 28/2021/0397 – Installation of oil-fired external boiler with flue and new radiators (Listed Building Application) at 7 School Street, Henllan – no objections.

12. CORRESPONDENCE.
A. Openreach informed the Council that they are bringing super-fast fibre broadband in the Denbigh and Henllan surrounding areas and have come across issues on the Glasfryn and Bryn Tirion estates in Henllan which require erecting of additional telegraph poles. Members noted the contents of the letter.
B. Councillor Martin Pritchard forwarded, for information purposes, an email from the Head Teacher of Ysgol Henllan School regarding the future usage of the School.

13. DENBIGHSHIRE COUNTY COUNCIL CYCLE PATHS.
The Clerk received an email from local residents asking when the missing cycle path link between Henllan Village and Denbigh Golf Club will be completed – see 14c below.

14. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported:-
A: The CEO has left, two directors are currently doing the role, recruitment is ongoing.
B. Gwyneth Kensler has gone onto the gypsy/traveler task and finish group for the Denbigh MAG.
C. I’ve seen the email re the current second phase to the active travel routes, as you are aware any progress to a route between Henllan and Denbigh is unfortunately very unlikely due to cost.
D. Re the old tip site, DCC is not aware of any current testing on the site, gas testing was done some time ago but as the figures were well below certain levels it was discontinued.

15. COVID-19 RESTRICTIONS UPDATE.
The Welsh Government is still informing local Councils to retain their current meetings via virtual meetings.

16. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved for the Clerk to inform Denbighshire County Council of the following issues:-
A: There has recently highway verge bollards been erected on the Meifod Road in Henllan opposite the Meifod Housing Estate. Have the bollards been erected by Denbighshire County Council or someone else without the necessary authority.
B. The grass cutting contractors at the Play Park in Henllan have not finished the grass cutting at the top of the bank and nettles have appeared on the footway through the park highway boundary fencing.

Derbyniwyd neges gan Rececca Williams, Cyngor Sit Ddinbych, yn mynegi pryder ynglŷn â gosod rwbel. Er y byddai’n hwyluso parcio, y sefyllfa gyfreithiol ydi bod y Cyngor Sir yn dal y safle fel Ymddiriedolwyr iddo gael ei ddefnyddio gan y choedd ac nid yw’n sicr bod gosod rwbel yn cyd-fynd a thelerau’r cytundeb. Y bwriad yn y pen draw yw trosglwyddo’r gwaith o reoli’r Ymddiriedolaeth o Gyngor Sir Ddinbych i Gyngor Cymuned Henllan, ond proses hirwyntog yw. Mae proses gyffelyb yn digwydd gyda hen safle Pafiliwn Corwen.
Wedi trafodaeth ar y “broses hirwyntog”, penderfynwyd anfon adroddiad o’r sefyllfa bresennol at Dr Gerwyn Jones, Clwb Peldroed Henllan, gan ddyfynnu ateb Rebeca Williams ac yn awgrymu iddi gysylltu â’r Cynghorydd Sir Glenn Swingler, sydd yn gwybod am y sefyllfa, ac a fyddai efallai yn fodlon ymgymryd ag achos y Clwb Peldroed. Nodir hefyd fod amryw o bobl Henllan wedi cysylltu â’r Cyngor Cymuned yn gofyn pa bryd y byddai’r rebel yn cael ei symud.

Roedd y Clerc wedi derbyn e-bost gan drigolion lleol yn holi pa bryd y byddai’r darn rhwng Henllan a Chlwb Golff Dinbych yn cael ei gwblhau – Gweler 14C isod.

Cafwyd adroddiad gan y Cynghorydd Sir Geraint Lloyd-Williams ar bedwar mater:-
A: mae Prif Weithredwr wedi ymadael. Mae dau gyfarwyddwr yn gyfrifol am y gwaith ar hyn o bryd. Mae proses dewis Prif Weithredwr wedi dechrau eisoes.
B. Mae Gwyneth Kensler wedi dod yn aelod o’r gweithgar Sipsiwn a Theithwyr i gynrychioli ardal Dinbych.
C. Yn anffodus mae’n annhebygol oherwydd y gost y bydd y llwybr seiclo rhwng Henllan a Dinbych yn cael ei gwblhau.
D. Am hen domen sbwriel Henllan, nid yw Cyngor Sir Ddinbych yn gwybod am unrhyw waith profi diweddar. Gwneud profion ar gyfer nwy peth amser yn ôl, ond rhoddwyd y gorau i’r gwaith gan fod y lefelau’n isel iawn.

Cyngor Llywodraeth Cymru i’r cynghorau lleol yw dal i gynnal cyfarfodydd rhithiol.
