MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 7TH SEPTEMBER 2021 VIA ZOOM CONFERENCE AT 7.30 P.M.

1: PRESENT: Councillors Jackie Jones (Meeting Chair), Nicky Bassett-Powell, Geraint Williams, Clwyd Spencer, Merfyn Roberts, Gwyn Roberts, Denbighshire County Councillor Geraint Lloyd-Williams and the Clerk.

2. TO RECEIVE APOLOGIES FOR ABSENCE: Councillors Dewi Jones, John Bellis and Amanda Lawson.

3. DECLARATIONS OF INTEREST – None received.

4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th July 2021 minutes as a true record.

5. MATTERS ARISING FROM THE MINUTES.
A: Councillor Merfyn Roberts reported, following consultation with the Denbighshire County Council Street Scene Officer, the Henllan village litter and dog bind have been relocated appropriately throughout the village.
B. The appropriately grass cutting at the Play Park in Henllan has now been completed by Denbighshire County Council.
C. Denbighshire County Council has now repaired the “Zip Wire” at the Play Park in Henllan.
D. the Henllan School advances LED activation signage in Denbigh Street is still currently not working.

6. VACANT SEAT UPDATE.
The Clerk reported that there was no request for a by-election to fill the one vacant seat that exists on the Council. The vacant seat will now be filled by co-option which will considered at the next Council meeting.

7. TOP PARK ISSUES UPDATE.
A. Members reported that the hard core mound at the Top Park in Henllan has now been spread and rolled into a car park area without authority. Resolved for the Clerk to inform Denbighshire County Council.
B. Sarah Unwin, Rural Youth Worker for Denbighshire Youth Service infirmed Council as part of her role will be setting Youth Clubs up in areas that don’t currently have one and are planning to set up a new youth club opportunity in Henllan. Our project starts on the 23rd September 5.30pm till 7.30pm on Top Park for 6 weeks outdoor provision then hope to move inside Church institute from the 4th November and just wanted to check we were ok to use the park and how we can get access to the toilets.
Members resolved for Ms Unwin to contact the relevant Denbighshire County Council Officer and Henllan Football Club regarding the availability of the Top Park on the requested evenings and Councillors Gwyn Roberts and Merfyn Roberts will speak to the Council’s Caretaker, Gareth Evans, regarding his views on re-opening the Public Conveniences in Henllan.

8. MEMORIAL BENCH.
No updated report since the previous Council meeting. Councillors Clwyd Spencer and Gwyn Roberts agreed to liaise with the family of the late Gerallt Davies on the preferred location of the Memorial Bench.

9. HENLLAN WAR MEMORIAL WORK/GRANT AID.
Councillor Nicky Bassett-Powell reported that she awaits a reply from the War Memorials Trust if the grant application is successful for funding towards the Henllan War Memorial.

10. FINANCE UPDATE.
A. Bank balances £32,292.46.
B. Second 2021/22 precept receipt £5,348.00.
C. Authorised bill payments:-
1. Scottish Power for the public conveniences electricity supply £35.06.
2. Winserve for the Council’s Website Domain fees £21.58.
3. Winserve for the Council’s Website Hosting fees £97.20.
4. Philip Neale for the Public Conveniences Gentlemen’s door replacement £319.00.

11. PLANNING ISSUES.
Denbighshire County Council has granted planning permission on the following planning applications:-
A: Application 28/2021/0397 – Installation of oil fired internal boiler with flu and new radiators (Listed Building Application) at 7 School Street, Henllan.
B. Application 28/2021/0613 – Erection of first floor extension to rear of dwelling and associated works at 22 Denbigh Street, Henllan.
C. Application 288/2021/0676 – Erection of single storey rear extension, and extension to front porch of dwelling and erection of single storey outbuilding at 3 Meifod, Bryn-y-Garn Road, Henllan.

12. CORRESPONDENCE.
The Clerk circulated Members with the following information emails from Denbighshire County Council on the following issues:-
A: Gypsy and Traveller Accommodation Assessment (GTAA) 2021 for Conwy and Denbighshire.
B. Funding available for Community Event Infrastructure.
C. Denbighshire and Denbigh Endowment Funds.

13. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillor Geraint Lloyd-Williams reported that August was a quiet month for Denbighshire county Council.

14. COVID-19 RESTRICTIONS UPDATE.
A. the Welsh Government is still informing local Councils, under the current Covid-19 regulations to retain their current meetings via virtual meetings.
B. Members discussed the various possible venues within Henllan for the Community Council to hold face to face meetings after the lifting of the Covid-19 restrictions to be discussed at the next Council meeting.
15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Councillor Merfyn Roberts agreed to contact the Royal British Legion if the Remembrance Sunday Services will be held on Sunday 14th November prior to the Clerk applying the relevant road closure consent and signage for Henllan on 14th November 2021.
B. Councillor Clwyd Spencer reported large potholes between The Lodge and Chweffordd in Henllan.
C. Members resolved to renew the remaining flower beds over the forthcoming winter months.
