MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 5TH JULY 2022 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
PRESENT:-
Councillors Nicky Bassett-Powell (Chair), Jackie Jones, Cerian Jones, Clwyd Spencer, Merfyn Roberts, Gwyn Roberts, Nia Bellis, Ian Carrie, Amanda Lawson, Denbighshire County Councillors Delyth Jones and Pauline Edwards together with the Clerk.
1: WELCOME:-
The Chairman welcomed Councillor Nia Bellis to her first meeting of the Henllam Community Council following her recent co-option.
2. APOLOGIES FOR ABSENCE:-
Councillor Geraint Williams and Denbighshire County Councillor Geraint Lloyd-Williams.
3. DECLARATIONS OF INTEREST:
None received.
4. DISCUSSION WITH MR BEN WILCOX-JONES, DENBIGHSHIRE COUNTY COUNCIL PRINCIPAL ENGINEER – ROAD SAFETY AND ACTIVE TRAVEL.
The Chairman welcomed Mr Ben Wilcox-Jones to the meeting.
Mr Wilcox-Jones reported that due to the continued finance and land constrains to prevent the completion of the Foot/Cycle path on the Henllan to Denbigh Town.
Therefore in the first instance would be to facilitate the introduction of of a Community Funded Speed Indicator Device (SID) in Henllan with the support of Henllan Community Council. The Members resolved to agree to the proposal put forward by Mr Wilcox-Jones and Councillor Ian Carrie agreed to communicate with Pandora Technologies who supply local Authorities with the Speed Indicator Devices for options and prices available for the intended purchase by Henllan Community Council.
Members thanked Mr Wilcox-Jones for his attendance at the meeting.
5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed the previous Council minutes held on 7th June 2022 as a true record.
6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
A. Both the Henllan Summer League Football Club and Henllan Church Institute thanked the Community Council for retrospective £500.00 grant aid.
B. Councillor Amanda Lawson was appointed the Council’s “Initiative Liaison Officer” at the previous Council meeting.
7. MEMORIAL BENCH UPDATE.
No updated report since the previous Council meeting.
8. HENLLAN WAR MEMORIAL WORK/GRANT AID.
The only information required by the Chair to fulfil the grant aid application requirement is to receive a second quotation to “The War Memorial Foundation”.
9. REPLACEMENT FLOWER BEDS UPDATE.
Following the report received from Councillor Clwyd Spencer, the members resolved:-
A: Due to the flower growth in the Maes Sadwrn flower bed, that the flower bed remains in situation until the Autumn 2022.
B. That White Oak Property invoices the Community Council with all three completed flower beds.
10. FINANCE ISSUES.
A. Bank balances £32,750.59.
B. Authorised bill payments:-
1. Bank Charges £5.00.
2. Caretaker’s Salary for the quarter ended 30th June 2022 £114.96.
3. Clerk’s salary for the quarter ended 30th June 2022 £420.00.
4. HM Revenue & Customs for PAYE for the quarter ended 30th June 2022 £11.40.
5. Henllan Church Institute for the July 2022 Council meeting £30.00.
11. PLANNING APPLICATIONS:-
A: Planning Application: 28/2022/0535 – Alteration to internal room layout and associated works (Listed Building Application) at Bryn Ffynnon, Llindir Street, Henllan – no objections.
B. Planning Application: 28/2022/0560 – Erection of a detached single storey building ancillary to existing dwelling at Trigfan, Ochr-y-Bryn, Henllan the only observation is to query that the height of the new building does not raise any planning issues with the next door property.
12. CORRESPONDENCE:-
A: Garn Park – request from a local resident for the Community Council to consider leading the possible move of the Henllan Football Clubs to the Garn Park in Henllan which would have the potential better facilities than the current location of the Top Park and no movements from Denbighshire County Council with regards to the former tip site in Henllan.
Members resolved for the Council’s Sub-Committee (Councillors Nicky Bassett-Powell, Amanda Lawson, Ian Carrie and Gwyn Roberts) to hold a site meeting at the former tip site in Henllan to discuss the potential future usage of the land.
B. Top Park, Henllan – Notification that Denbighshire County Council will be providing the long awaited repair works during July 2022.
C. Henllan Project – Awaiting information from Natural Resources Wales and Welsh Water for an updated report.
D. Henllan Play Park – Local resident has made the following observations to Denbighshire County Council regarding the Play Park in Henllan:-
1: Reported the issue regarding litter in the park and bins in park not being emptied.
2. Reported the issue regarding grass cuttings not being collected by Denbighshire County Council.
3. Also, there is a missing fence panel next to the metal gate in the park.
4. Request for Denbighshire County Council to carry out a litter pick around the park please as the litter around the park & play area is ridiculous.
Members resolved for the Community Council to support the request by contacting Denbighshire County Council regarding the issues.
D. Councillor Amanda Lawson agreed to collect all the current members’ profiles for the Henllan Community Website.
14. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
The Clerk received various lists from members with regards for reporting to Denbighshire County Council (pot holes, street lights not working, blocked gullies etc.).
15. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
A. Councillor Nicky Bassett-Powell reported that the Gents toilets were recently vandalised in the Henllan Public Conveniences and hopefully the Council’s Caretaker will be able to repair.
B. Councillor Amanda Lawson reported that the Community Council’s Website needs updating which will be included within the agenda of the next Council meeting.
16. NEXT COUNCIL MEETING – Tuesday 6th September 2022 at 7.30 p.m. in the Henllan Church Institute.
