MINUTES OF THE HENLLAN COMMUNITY COUNCIL MEETING HELD ON TUESDAY 3RD JANUARY 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.
1: PRESENT:
Councillors Jackie Jones (Meeting Chair), Gwyn Roberts, Ian Carrie, Geraint Williams, Nia Bellis, Merfyn Roberts, Clwyd Spencer, Denbighshire County Councillors Pauline Edwards and Delyth Jones together with the Clerk.
2. APOLOGIES FOR ABSENCE.
Councillors Nicky Bassett-Powell, Mrs Amanda Lawson-Stoner, Cerian Jones together with Denbighshire County Councillor Geraint Lloyd-Williams.
3. DECLARATIONS OF INTEREST.
None received.
4. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 6th December 2022 minutes as a true record and signed by the Chair.
5. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
The following organisations thanked Council for the grant aid support:-
A: Cylch Meithin, Henllan.
B. Henllan Brownies and Girl Guides.
6. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
Councillor Ian Carrie provided Council with an update on his previous report circulated amongst the Members and resolved on the following:-
A: Accept the cheapest quotation from Pandora Technologies (who are also the approved Denbighshire County Council suppliers) for £3,060.00 plus VAT.
B. Still awaiting quotation from Scottish Power for the electricity supply for the equipment.
C. Works will commence after receiving the quotation from Scottish Power.
7. INITIATIVE LIAISON OFFICER’S REPORT.
No updated report supplied.
8. HENLLAN WAR MEMORIAL WORK/GRANT AID UPDATE.
No updated report received.
9. FLOWER BEDS UPDATE.
White Oak Property Services provided Council with two proposals under Appendixes 1 and 2 below. Members resolved on the following:-
A: Appendix 1 – to accept the proposal and quotation provided by White Oak Property services.
B. Appendix 2 – Councillors Jackie Jones and Clwyd Spencer agreed to check on the respective land ownership at both Parc-y-Llan and Meifod Farm highway verge before resolving on the location on the third planter completed by White Oak Property Services.
10. ONE VOICE WALES TRAINING COURSES UPDATE.
The Clerk circulated Members with the list of the One Voice Wales Training Courses for the three months ended 31st March 2023.
11. TO RECEIVE THE UPDATED ANNUAL FINANCIAL STATEMENT.
The Clerk circulated Members with the Council’s current updated annual financial statement covering the period from 1st April to 31st December 2022 together with the previous annual financial statement for the year ended 31st March 2022.
12. TO SET THE COUNCIL’S 2023/24 PRECEPT REQUIREMENT.
After consideration, the Members resolved on the Council’s Precept requirement of £16,128 for the 2022/2023 financial year which is a precept standstill of £42.00 per Council Tax dwelling within the community area of Henllan for the second consecutive year.
13. FINANCE UPDATE.
A: Bank balances:-
1: Current Account £12,118.76.
2. Saver Account £25,038.86.
B. Final 2022/23 Precept Receipt £5,376.00.
C. Authorised bill payments:-
1. Henllan Church Institute for the Council meeting £30.00.
2. Monthly HSBC Bank Charges £5.00.
3. Clerk’s Salary for the quarter ended 31st December 2022 £420.00.
4. Caretaker’s Salary for the quarter ended 31st December 2022 £108.36.
14. PLANNING ISSUES.
None received.
15. CORRESPONDENCE.

16. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
Members discussed the ongoing highway issues with regard to the Glasfryn Estate:-
A: No white lines at the entrance to the estate.
B. Sections of the tarmacadam on site has failed.
C. Loose tarmac on site ends up in the dwellings.
Members resolved for the Clerk to inform Denbighshire County Council regarding the issues.
17. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Members resolved for the Clerk to invite the local Police Officers to attend the next Council meeting regarding the ongoing speeding and parking issues within Henllan village.
