MINUTES OF THE HENLLAN COMMUNITY COUNCIL HELD ON TUESDAY 7TH NOVEMBER 2023 IN THE CHURCH INSTITUTE, HENLLAN AT 7.30 P.M.

1: PRESENT:
Councillors Jackie Jones (Chair), Ian Carrie, Amanda Lawson, Nicola Neale, Geraint Williams, Gwyn Roberts, Clwyd Spencer, Merfyn Roberts together with Denbighshire County Councillors Pauline Edwards and Delyth Jones together with the Clerk.

4. DISCUSSION WITH THE MEMBERS OF THE PUBLIC IN ATTENDANCE.
None in attendance.

5. CONFIRM THE MINUTES OF THE PREVIOUS COUNCIL MEETING.
Members confirmed 3rd October 2023 minutes as a true record and signed by the Chair.

6. MATTERS ARISING FROM THE MINUTES NOT APPEARING ON THE AGENDA.
Already covered elsewhere within the minutes.

7. TASK AND FINISH GROUP.
A: Councillor Chris Brown provided Councikl with the following updated report:-
I would formally like the community council to consider supporting the clubs as follows:
1. Allow us to utilise the water and waste facilities at the toilet block by linking our cabins to your services.
2. Erect ball stop netting behind the goal on the Ty Coch Street side, this will reduce the impact on both the properties on Ty Coch Street, any cars that are parked in the car park and street as well other on-field benefits for the club.
3. Ensure that all the boundaries of Top Parc are properly maintained, currently the fences and hedges on the Llannefydd road side (and the hedges on the Rectory Lane side are not being maintained and in some places are a significant danger to the public – I spoke with Ian in detail about this.
4. The gateway to Top Parc is a real embarrassment (to everyone in the community?) and is not being properly maintained by Denbighshire CC, the gates are also in a poor (aesthetic) condition, I believe there is some money in the community pot for Henllan (£1200-1300), could it be used on the gates?
In respect of items 1 & 2 the clubs are not looking for any financial support, just approval to press ahead, for items 3 & 4 I will leave you to decide how this can be dealt with, this has been addressed multiple times with DCC and nothing has been done, Denbighshire’s H&S department were also brought into the conversation, I still have that email.
I would be really grateful if you could respond at your earliest convenience to these matters, as clubs we are trying to make the best of a difficult situation and as you are aware the issue of Top Parc and open/recreational space is an ongoing problem at this time.

B. Denbighshire County Councillor Delyth Jones reported that Mrs Rebecca Williams, Denbighshire County Council Principal Chartered Valuation and Estates Surveyor, is in the process of updating the Top Park ownership/lease prior to resolving the future ownership/lease of the property.

8. REMEMBRANCE SUNDAY SERVICE 12TH NOVEMBER 2023.
No update since the previous council meeting.

9. ROAD SAFETY AND ACTIVE TRAVEL UPDATED REPORT.
A: Denbighshire County Councillor Pauline Edwards agreed to look into the prior SID signage on the approach to the School which is under ownership of the County Council.
B. Denbighshire County Councillor Delyth Jones will look into the issues of providing STOP sign at the Church Street/Denbigh Street junction in Henllan together with the appropriate signage for Lon Fain in Henllan.

10. FLOWER BEDS UPDATE:-
A. Maes Sadwrn Flower Bed contents – Councillors Nicola Neal and Clwyd Spencer will hold a site meeting prior to the next Council meeting to assess the amount of work required.
B. Winter planters – Councillor Nicola Neale with order the replacement winter planters for the remainder of Henllan.
C. Members thanked Mrs Eryl Davies for maintain the Flower Beds in Bron Llan, Henllan.

11. ONE VOICE WALES AND DENBIGHSHIRE COUNTY COUNCIL TRAINING COURSES UPDATE.
The Clerk circulated Members with the One Voice Wales November 2023 Training Courses.

12. YSGOL GYMRAEG HENLLAN GRANT AID APPLICATION FORM.
Members considered the completed grant aid application form provided by Ysgol Gymraeg Henllan for funding costs towards the legal fees of £1,530.00 in to order down the plot of land on the Parc-y-Llan boundary with Ysgol Gymraeg Henllan – Members resolved to the grant funding of £1,530.00.

13. DENBIGHSHIRE COUNTY COUNCIL COMMUTED SUMS.
Councillor Ian Carrie is communicating with Denbighshire County Council with regards to the Commuted Sums Grant within the 2023/24 financial year is £1,293.98 for the Henllan Community to check the availability of the grant towards play equipment for the Hanllan Play Park.

14. FINANCE UPDATE TO INCLUDE:-
A: The Clerk circulated Members with the updated annual financial statement covering the period from 1st April to 31st October 2023.
B. Schedule of authorised payments since the previous Council meeting:-
1. JTM Signs for Remembrance Service Signage £180.00.
2. Ysgol Gymraeg Henllan for grant aid application £1,530.00.
3. Viking Direct for Henllan Conveniences stock £178.88.
4. Fineline for photocopies £50.66.
5. Henllan Church Institute for Council meeting £30.00.
6. Royal British Legion for the Poppy Wreath £100.00.
C. Mr Dafydd Rhys Jones, Council’s Internal Auditor, has received the Council’s information to to complete the Council’s Annual Returns for the four years ended 31st March 2023.
15. PLANNING ISSUES:-
Denbighshire County Council has granted planning permission for the Planning Application: 28/2023/0581 – Erection of extension to side of dwelling and associated works at 1 Glasfryn, Henllan.

16. CORRESPONDENCE – TREES FELLED IN HENLLAN.
Council is informed by local residents of a potential breach of planning control by means of works to trees in a conservation area land to east 10-12 School Street in Henllan. Denbighshire County Council is looking into the alleged breach.

17. COMMUNITY COUNCIL WEBSITE UPDATE.
A: The Clerk has renewed the Website Domain and Hosting Fees with Winserve.
B. Councillor Gwyn Roberts is the Website Administrator who inputs the information on the Henllan Community Council Website.

18. COMMUNITY 2023 CHRISTMAS TREE.
Members resolved to purchase the annual 2023 Community Christmas Tree which will be collected and erected by Mrs Angeline Lawson BEM.

19. DENBIGHSHIRE COUNTY COUNCIL ISSUES.
County Councillors in attendance updated Members with the progress of the new Tip/Recycling Centre in Denbigh.

20. URGENT BUSINESS UNDER SECTION 100B(4) OF THE LOCAL GOVERNMENT ACT 1972.
Councillor Amanda Lawson confirmed that the annual Henllan Christmas Fayre will be held on Saturday 2nd December 2023.

21. NEXT COUNCIL MEETING – WEDNESDAY 6TH DECEMBER 2023 IN THE HENLLAN CHURCH INSTITUTE OR THE LLINDIR INN (DEPENDING ON AVAILABILITY) AT 7.30 PM.
